NOTIFICATION

Dated Lahore, the ________, 2006.

No.S.O. Cab-I ( S& GAD) 7-7/78—In exercise of the powers conferred by Section 10 of
the Punjab Public Service Commission Ordinance, 1978, the Governor of the Punjab is
pleased to make the following rules; namely: --

1. Short title and commencement:


(1) These rules may be called the Punjab Public Service Commission (Conditions of
Service) Rules, 2006.

(2) They shall come into force at once.

2. Definition:
In these Rules unless there is anything repugnant in the subject or context: -

Words and expressions used but not defined shall bear the same meaning as they
bear in the Punjab Public Service Commission Ordinance, 1978.

3. Seniority:
(1) The inter se seniority of the members shall be determined in accordance with the
dates of their entering upon the office as members.

(2) On re-appointment for another term, a member shall retain the original seniority.

(3) In case where two or more members enter upon the office on the same day, their
inter se seniority shall be determined on the basis of seniority in age.

4. Pay:-
The pay, allowances and perquisites of the Chairman and Members of the
Commission, shall be as under with immediate effect:-

(1) Salary Scale Rs.1,30,000/- per month


(2) House Rent Allowance Rs.50,000/- -do-
(3) Utilities (5% of Pay) Rs.6,500/- -do-
(4) Telephone (Office/Residence)No Limit

5. Staff Car:-
The Chairman and a Member of the Commission shall be entitled to the use of
official car maintained at Government expenses at the scale prescribed by
Government.

6. Pension:
(1) No pension shall be attached to the office of a Member, and

(2) A member who is a re-employed retired Government servant shall not be entitled
to any pension or gratuity in respect of his service as Member.

(3) A member who was neither a Government servant nor a retired Government
Servant at the time of his appointment as Member shall be entitled to gratuity
equal to one month’s pay for each completed year of service as member, subject
to the gratuity not exceeding eight months pay.
7. Allowances:
A member shall be allowed Traveling Allowance, Daily Allowance, Senior-Post
Allowance, Entertainment Allowance and Orderly Allowance as admissible to
officers of the highest grade under the Government

8. Leave:-
A member shall be allowed leave as admissible to Government servants of the
highest grade provided that grant of leave will depend on the exigencies of service
and will not be claimed as a matter of right.

9. Medical Facilities:
A Member shall be entitled to the medical facilities admissible in terms of the
West Pakistan Government Servants (Medical Attendance) Rules, 1959 as
amended from time to time.

10. Other Matters:


In respect of any matter which is not covered by these rules, a Member shall be
governed by the rules or orders applicable to officers of the highest grade under
Government, or as may, in any particular case, be determined by the Governor.

11. Mode of Selection of Members of the Commission:

(a) Subject to the Ordinance, at least one Member may be selected from amongst
eminent persons representing Liberal Arts and Sciences and Professionals in the
private sector.

(b) All proposals regarding appointments of members shall be initiated by the


Services, General Administration & Information Department. These shall be sent
to the Chairman of the Commission who may give his views on these
recommendations and incorporate the name of any recommendee of his own. He
shall thereafter send the case to the Services, General Administration &
Information Department for obtaining the approval of the Governor.

12. PPSC (Conditions of Service) Rules, 1978 are hereby repealed.
