2.13 FlightPlan and Clearance


2.13.1 FlightPlans (ICAO Annex 2)
2.13.1.1 Submission of a FlightPlan
Information relative to an intended flight or portion of a flight, to be provided to air traffic services units, shall
be inthe form ofa flight plan.
Aflight plan shall be submitted priorto operating:
a) any flight orportion thereof to beprovided with air traffic control service;
b) anyIFRflightwithin advisory airspace;
c) any flight within or into designated areas, or along designated routes, when so required by the
appropriate ATS authority to facilitate the provision of flight information, alerting and search and
rescue services;
d) any flight within or into designated areas, or along designated routes, when so required by the
appropriate ATS authority to facilitate coordination with appropriate military units or with air traffic
services units in adjacentStates in order to avoidthe possible need for interception for the purpose of
identification;

e) any flight acrossinternational borders.

Note: The term "flight plan" is used to mean variously, full information on all items comprised inthe

flight plan description, covering the whole route ofa flight, or limited information required when

the purpose isto obtain aclearancefora minor portion of a flight such as to cross an airway, to

take offfrom , or to land at acontrolled aerodrome.

A flight plan shall be submitted, before departure, to an air traffic services reporting office or, during flight,
transmitted tothe appropriate airtraffic services unit orair-groundcontrol radio station, unlessarrangements
havebeen madeforsubmission of repetitive flight plans.
Unless otherwise prescribed bythe appropriate ATS authority, a flig ht plan for a flightto be provided with air
traffic control service or air traffic advisory service shall be submitted at least 60min before departure, or, if
submitted during flight, at a time which will ensure its receipt by the appropriate air traffic services unit at
least 10min before the aircraft is estimated to reach:
a) the intended point of entry into a control area oradvisory area; or
b) the point of crossing an airway oradvisory route.

2.13.1.2 Contents of a FlightPlan


A flight plan shall comprise information regarding such of the following items as are considered relevant by
theappropriate ATS authority:
a) aircraftidentification
b) flight rules and type offlight
c) number andtype(s) of aircraft and wake turbu lence category

d) equipment

e) departure aerodrome (Nole1)

f) estimated off-block time (Nole2)

g) cruising speed(s)

h) cruising level(s)

i) route to be followed

j) destination aerodrome andtotal estimated elapsed time

k) alternate aerodrome(s)

Note 1: For flight plans submitted during flight, the information provided in respect ofthis item will be an
indication of the location from which supplementary information concerning the flight may be
obtained, if required.
Note 2: For flight plans submitted during flight, the information to be provided in respect of this item will
be the time over the first point of the route to which theflight plan relates.
Note 3: Theterm "aerodrome" where used in the flight plan is intended to cover also sitesother than
aerodromes which may be used by certain types of aircraft, e.g. helicopters or balloons.

2.13.1 .3 Completion of a FlightPlan


Whatever the purpose for which it is submitted, a flight plan shall contain information, as applicable, on
relevant items up to and including "Alternate aerodrom e(s)" regarding the whole route or the portion thereof
for which the flight plan issubmitted.
It shall, in addition, contain information, as applicable, on all other items when so prescribed by the
appropriateATS authority orwhen otherwise deemed necessary by the person submitting the flight plan.
2.13.1.4 Changes to a FlightPlan
Subject to the provisions listed under "Deviations From the Current Flight Plan" (Note 1), all changes to a flight
plan submitted for an IFRflight, or a VFR flight operated as a controlled flight, shall be reported as soon as
practicable tothe appropriateairtraffic services unit. For other VFRflights , significant changes to a flight plan
shall be reported as soon as practicableto the appropriate airtraffic services unit.

Note 2: Information submitted priorto departure regarding fuel enduranceor total numberof persons
carried on board, if incorrect at timeof departure, constitutes a significantchange tothe flight
plan and as such must be reported.

2.13.1.5 Closing a FlightPlan


Unless otherwise prescribed bythe appropriate ATS authority, a report of arrival shall be made in person, by
radiotelephony or via data link at the earliest possible moment after landing, to the appropriate air traffic
services unit at the arrival aerodrome, by any flight for which a flight plan has been submitted covering the
entireflight or the remaining portion of a flight tothe destination aerodrome.
When a flight plan has been submitted onlyin respect of a portion ofa flight, other than the remaining portion
of a flight to destination, it shall, when required, be closed byanappropriate report to the relevant airtraffic
services unit.
When no air traffic services unit exists at the arrival aerodrome, the arrival report, when required, shall be
made as soon as practicable after landing and by the quickest means available to the nearest air traffic
services unit.
When communication facilities at the arrival aerodrome are known to be inadequate and alternate
arrangements for thehandling of arrival reports on the ground are not available, the following action shall be
taken. Immediately prior to landing the aircraft shall, if practicable, transmit to the appropriate air traffic
services unit, a message comparable to an arrival report, where such a report is required. Normally, this
transmission shall be made to the aeronautical station serving the air traffic services unit in charge of the
flight information region inwhich the aircraft is operated.
Arrival reports made byaircraftshall contain the following elements of information:
a) aircraft identification;
b) departure aerodrome;

c) destination aerodrome (only inthe case of a diversionarylanding);
d) arrival aerodrome;
e) time ofarrival.
Note: Whenever an arrival report is required, failure tocomply withthese provisions maycauseserious
disruption in the airtraffic servicesandincurgreatexpense in carrying outunnecessary search
and rescue operations.

2.13.1.6Adherenceto Current FlightPlan


1)Except as provid ed for in 4), an aircraft shall adhereto thecurrent flight plan orthe applicable portion of a
current flight plan for a controlled flight within the tolerances defined in paragraphs 1.1) to 2) unless a
request for a change has been made and clearance obtained from the appropriate air traHic control unit, or
unless an emergency situation arises which necessitates immediate action bythe aircraft, in which event as
soon as circumstances permit, after such emergency authority is exercised, the appropriate air traffic
services unit shall be notified of the action taken and that this action has been taken under emergency
authority.
1.1 ) Unless otherwise authorized by the appropriate ATS authority, or directed by the appropriate air traffic
control unit, controlled flights shall, in sofaraspracticable:
a) when on an established ATS route, operate along the defined centre line ofthat route;or
b) when on any otherroute, operate directlybetween the navigation facilities and/or points defining that
route.
1.2) Subject to the overriding requirement in 1.1), an aircraft operating along an ATS route segment defined
byreference to very high frequency omnidirectional radio ranges shall change over for its primary navigation
guidance from the facilitybehind the aircraft to that ahead of it at, oras close as operationallyfeasible to,the
changeover point, where established.
1.3) Deviation from the requi rements in 1.1)shall be notified to the appropriate air traffic services unit.
2) Deviations from the current flight plan. In the event that a controlled flight deviates from its current
flight plan, the following action shallbe taken:
a) Deviation from track: if the aircraftis offtrack, action shall be taken forthwith to adjust the heading of
the aircraft to regaintrack as soon as practicable.
b) Deviation from ATC assigned Mach number/indicated airspeed: the appropriate airtraffic servicesunit
shall be informed immediately.
c) Deviation from Mach number/true airspeed: if the sustained Mach number/true airspeed at cruising
level varies by plus or minus Mach 0.02 or more, or plus or minus 19km/h (10KD true airspeed or
more from thecurrent flight plan, theappropriate air traffic services unit shall be so informed.
d) Change in time estimate: except where ADS-C is activated and serviceable in airspace where ADS-C
services are provided, if the time estimate for the next applicable reporting point, flight information
reg ion boundary or destination aerodrome, whichever comes first, changes in excess of 2 minutes
from that previously notified to air traffic services, orsuch other period of time asis prescribed bythe
appropriate ATS authority or on the basis of regional air navigation agreem ents, the flight crew shall
notify theappropriate air traffic services unit as soon as possible.
2.1) When ADS-C services are provided and ADS-Cis activated, the airtraffic services unit shall be informed
automatically viadata linkwhenever changes occur beyond the threshold values stipulated bythe ADS event
contract.
3) Change Requests. Requests for current flight plan changes shall include information as indicated
hereunder:

a) Change of cruisinglevel:
aircraft identification;
req uested new cru ising leveland cruising Mach number/true airspeed at this level;
revised time estimates (when applicable) at subsequent reporting points orflightinformation
region boundaries.
b) Change of Mach number/true airspeed:
aircraft identification;
requested Mach number/true airspeed.
c) Change of route:
Destinationunchanged:
- aircraft identification;

- flight rules;

- description of new route of flight includingrelated flightplan data beginning with the position

from whichrequested change of route is tocommence;

- revised time estimates;

- any other pertinent information.

Destinationcl7anged:
- aircraft identification;

- flight rules;

- description of revised route of flight to revised destination aerodrome including related flig ht

plan data, beginning with the position from which requested change ofrouteis tocommence;

- revised time estimates;

- alternateaerodrome(s);

- any other pertinent information.

4) Weatherdeterioration below the VMC. When it becomes evident thatflight inVMC in accordance with its
current flight plan will not be practicable,a VFR flight operated as acontrolled flightshall:
a) request an amended clearance enabling the aircraft to continue in VMC to destination or to an
alternative aerodrome, orto leave the airspace within which an ATC clearance is required; or
b) if no clearance in accordance with a) can be obtained, continue to operate in VMC and notify the
appropriateATCunit of the action being taken either to leave theairspace concerned or to land at the
nearest suitableaerodrome; or
c) if operated within a control zone, request authorization tooperate as a special VFR flight; or
d) request clearance to operate in accordance with the instrument flight rules.

2.13.2.1 FlightPlan Form
a A flight plan form should be provided and should be used byoperators and air traffic services units forthe

purposeof completing flight plans.

a The flight plan form should be printed and should include an Englishtext in addition to the language(s) of the

State concerned.

a Operators and airtraffic services units should comply with:


a a) the instructions for completion oftheflight plan formand the repetitiveflight plan listing form; and
a b) anyconstraintsidentified in relevant Aeronautical Information Publications (AlPs).
al Note: Failure to adhere tothe provisions of the flight plan form orany constraint identified in relevant
AlPs may result in databeing rejected, processed incorrectly or lost.
a An operatorshall, prior to departure:
a a) ensure that, where the flight is intended to operate on a route or in an area where a navigation
specification is prescribed, it has an appropriate RNP approval, and that allconditions applying to that
approval will be satisfied;
a b) ensure that, where operation in Reduced Vertical Separation Minimum (RVSM) airspace is planned, it
has the required RVSM approval;
a c) ensurethat, wheretheflight isintended to operate where an RCP specification is prescribed, it has an
appropriate approval, and thatallconditions applying to that approval will be satisfied; and
a d) ensurethat, wheretheflight is intendedto operate wherean RSP specification is prescribed, it has an
appropriate RSP approval, and that all conditions applying tothat approval willbe satisfied.

2.13.2.2 Submission of a Flight Plan


a Prior to Departure
a Flight plans shall not be submitted morethan 120 hours before' the estimated off-block time ofaflight.
a Except when other arrangements have been made for submission of repetitive flight plans, a flight plan
submitted prior to departure should be submitted to the air traffic services reporting office at the departure
aerodrome. If no such unit exists at the departure aerodrome, the flight plan should be submitted to the unit
serving ordesignated toserve the departure aerodrome.
a In the event of a delay of 30min in excess of the estimated off-block time for a controlled flight ora delayof
one hour for an uncontrolled flight for which a flight plan has been submitted, the flight plan should be
amended ora new flight plan submitted and theold flight plan cancelled, whichever isapplicable.
a During Flight
a Aflight plan to be submitted during flight should normally be transmitted to the ATS unit incharge of the FIR,
control area, advisory area or advisory route in or on which the aircraft is flying, or in or through which the
aircraft wishes to fly or to the aeronautical telecommunication station serving the air traffic services unit
concerned. When this is not practicable, it should be transmitted to another ATS unit or aeronautical
telecommunication station for retransmission asrequired tothe appropriate air trafficservices unit.
a Where relevant, such as in respect of ATC units serving high- or medium-density airspace, the appropriate
ATS authority should prescribe conditions and/or limitations with respect to the submission of flight plans
during flight toATC units.
a Note: If the flight plan issubmitted forthe purpose of obtaining air traffic control service, theaircraft is
required to wait foran air traffic control clearance priorto proceeding under theconditions
requiringcompliance with air traffic control procedures. If theflight plan is submittedfor the
purpose of obtaining airtraffic advisory service,the aircraft is requiredto wait for
acknowledgment ofreceipt bythe unit providing the service.

2.13.2.3 Acceptance of a FlightPlan
a The first ATS unitreceiving a flight plan, orchange thereto, shall:
a a) check it for compliance withthe format and data conventions;
a b) check it forcompleteness and, to the extent possible, foraccuracy;
a c) take action, if necessary, to make it acceptable totheairtraffic services; and
a d) indicate acceptance ofthe flight plan orchange thereto, tothe originator.

Adhereclosely to the prescribed formats and manner of specifying data.

Commence inserting data in the first space provided. Where excess space is available, leave unused spaces

blank.

Insertallclock times in 4 figures UTe.

Insert all estimated elapsed times in4 figures (hours and minutes).

Shaded area preceding Item 3 - to be completed by ATS and COM services, unless the responsibility for

originating flight plan messages has been delegated.

Instructions for Insertion of ATS Data

CompleteItems 7 to 18as indicated hereunder.

Complete also Item 19 as indicated hereunder, when so required by the appropriate ATS authority or when

otherwise deemed necessary.

Note 1: Item numbers onthe form are not consecutive, asthey correspond to Field Typenumbers inATS
messages.
Note 2: Airtraffic services data systems may impose comm un ications or processing constraints on
information infiled flight plans. Possible constraints may, for example, be limits with regard to
item length, number of elements in the route itemortotal flight plan length. Significant

Insert one of the following aircraft identifications, not exceeding 7 alphanumeric characters and without
hyphens orsymbols:
a) the ICAOdesignatorfor the aircraft operating agency followed bytheflight identification;
Examples: KLM511, NGA213, JTR25
when in radiotelephony the call sign to be used by the aircraft will consist of the ICAO telephony
designator for the operating agency followed by the flight identification.
Examples: KLM511, NIGERIA213, JESTER25; or
b) the nationality orcommon mark and registration mark of the aircraft;
Examples: EIAKO, 4XBCD, N2567GA, when:
in radio telephony the call sign to be used by the aircraft will consist ofthis identification alone;

more;
MEDIUM, to indicatean aircraft type witha maximum certificated take-off mass of less than
M 136000kg butmore than 7000kg;
L LIGHT, to indicatean aircraft type witha maximumcertificated take-off mass of 7000kg orless.

Flights Outside Designated ATS Routes
• Insert points normallynot more than 30min flying time or 370km (200NM) apart, including each point
atwhich achange of speed or level, a change oftrack ora change of flight rules is planned, or
• when required by appropriate ATS authority:
Definethe track offlights operating predominantlyin an east-west direction between 70N and
70S by reference tosignificant points formed bythe intersections of half orwholedegrees of
latitude with meridians spaced at intervals of 10degrees of longitude.
For flights operating inareas outside those latitudes the tracks shall be defined bysignificant
points formed bythe intersection of parallelsof latitude with meridiansnormallyspaced at 20
degrees of longitude. The distance between significant points shall, asfaras possible, not
exceed one hour's flighttime. Additionalsignificant points shall be established asdeemed
necessary.
For flights operatingpredominantly in a north-south direction, define tracks by reference to
significant points formed by the intersection ofwholedegrees of longitude with specified
parallelsof latitude which are spaced at 5 degrees.
• Insert DCT between successive points unless both points are defined bygeographical coordinatesor
bybearing anddistance.
• Use only the conventions in (1) to (5) belowand separateeach sub-item bya space.
