Message of the Secretary, CA&D Division

Annual Educational Census is certainly a very useful activity for availability


of the up-to-date information for decision making and identifying various
strengths and weaknesses for improvement of the educational services through
public sectors Educational Institutions in Islamabad Capital Territory (ICT).

In this regard, the efforts of Director General FDE, IT Coordinator, FDE and
his team are highly appreciated for executing this activity in a professional manner.

I am sure that this Census Report will work as a ready reference for future
planning and further improvement of Educational Services in ICT.

Message of the Director General, FDE

It gives me an immense pleasure and satisfaction


on the launch of this Statistical Report on Annual
Educational Census 2012-13 for Institutions under FDE.

It is hoped that this document shall be a very


useful resource for informed decision making & to
initiate remedial measures for improvement of the Educational Institutions.

I must admire the singular efforts of Mr. Nadeem Taj, I.T Coordinator,
FDE, who has worked hard in completing all stages of this very technical activity
with great expertise. May it be development of the Census Proforma, Application
Software, Administration of the Census activity, Digitization of the received
information, data cleaning & verifications, he has done it professionally.

I also appreciate the support of the Focal Person, AEO’s and Principals /
Heads of the Institutions for their cooperation in successful execution of this
activity. I shall request even better coordination in future so that the information
received is accurate and complete in all respects.

FDE an Introduction

Establishment
Federal Directorate of Education was established in 1967 as an attached
department of the Ministry of Education to cater the quality education for the
children of residents of Islamabad Capital Territory and the Government
employees residing in Rawalpindi/Islamabad. Total 52 Institutions in 1967 have
now risen to 422, Institutions offering classes from Prep to Postgraduate levels.

After the devolution of Ministry of Education in 2011, FDE is working as an


attached department of Capital Administration & Development Division.

Educational Management Information System (EMIS):


Educational Management Information System (EMIS) is a purpose built decision
support system, indigenously designed, developed and maintained by the
I.T-Section FDE. This Software Application Program is basically a repository of
detailed information, digitized after data collection from respective Educational
Institutions under FDE. Educational Census is an annual activity performed during
August-December 2012 to record the information about the critical educational
Indicators. FDE uses its own data collection tool which is continuously being
revised and improved every year to include additional information as per the
requirements or other indicators which can help in effective management of these
geographically spread institutions over rural and urban areas of ICT.

Salient of Educational Census 2012-13


 Data Collection Tool / Proforma was developed / modified at FDE in
consultation with Director Admn FDE. The same was approved and
distributed with approval of the Director Administration FDE.

 Director Colleges, Model Colleges and Area Education Officers (AEOs) were
designated as focal persons for this activity. The focal persons were to act
as a bridge for timely distribution of the printed proforma, collection and
verification of the received information and passing on to I.T Section FDE
for digitization and further processing.

 Purpose built software application was developed & tested at FDE by


IT- Coordinator using MS-Access 2010.

 Receipts of the filled forms continued till second week of December 2012.
Since majority of the received proformas were incomplete and updates
were requested through Focal Persons or on phone. Any updates which
were received, have been incorporate in the database.

 Data Verification process was initiated in consultation with the Focal


Persons. Response from FG Colleges & Model Colleges wings, AEO Urban,
Bhara Kau and Nilore was exemplary.

 Information has been digitized personally by the IT Coordinator to ensure


minimum possible errors and reliability. Data Entry Errors were almost
negligible.

 Utmost care has been taken to record data and for micro level evaluation,
of the provided information. Observations were recorded on proformas.

 Data Verification / Cleaning process was carried out to ensure accuracy of
the stored information by verification of more than 20% forms.

Data Entry / Digitization process:


 It had been a routine in previous years to depute Computer Science
teaching / non-teaching staff from educational Institutions under FDE for
data entry. Since no monetary benefits, were associated with this
additional assignment, hence reliable and clean data entry could not be
achieved to the level of satisfaction. But this time single handed data entry
along with verification and rectifications was made to ensure dependable
information repository. For Example, it was only due to the critical review
during data entry, that two institutions (Primary Schools) could be
identified for which proper notification exist but they were merged in to a
Model College, having separate notification. Thus finalizing the actual
count of institutions under FDE to 422 as of now.

 No budgetary allocations are available for the Annual Educational Census


at FDE. IT-Coordinator, along with many other assignments has to deal
with this critical data entry process for the sake of verification, rectification
of missing information and critical marking on the Data Entry form. Most
of the shortfalls in received filled proforma were obtained through hectic
telephonic updates from Educational Institutions.

 Despite of the clear instructions to the Heads of the Institutions to keep a


copy of the filled proforma within their reach. It was observed that in most
of the cases, the proforma was out of reach of respective principals as it
was kept with Clark (Babu) in Amirah.

 Though little bit slow but reliable data entry process was completed in the
target time for further reporting to the high-ups.

Critical Information during Data Entry:


– List of 10 Institutions Reported “DANGEROUS” for over all Building
Condition were communicated to the respective Directors.
Director Admin, FDE issued necessary directions to the Concerned
Directors Planning and Development to get them inspected at
appropriate forum along with Pak-PWD officers.

– Rectification / withdrawal of Notification in respect of IMS I-8/2


and IMS I-8/3 as both of them were merged into one Islamabad
Model College, having separate notification.

– Lists of Under Utilized Institutions in Urban Area w.r.t. Total


Enrollments and Enrollments Per Classroom, for necessary action
in connection with Elimination of Evening shifts in Model Colleges

– Lists of highest Enrollment Institutions for onward transmission to


HEC for “Evaluation of affiliated Colleges for Quality Standards”

Data Cleaning Process:


 All the received filled proforma were ordered and organized sector wise.
Major deficiencies / ambiguities were highlighted on the proforma. Receipt
of missing information was coordinated with respective Focal Persons/
AEOs. They were requested to note down the observations and provide the

update for appropriate changes in the database. Changes / updates
received from the institutions were incorporated in the database.

 Review and rechecking of the data was carried out on more than 20%
randomly selected proformas. It was much encouraging that almost
negligible errors were identified during data entry process.

Submission of the Educational Statistics:


 A comprehensive presentation titled “Facts and Findings of the Annual
Educational Census for Educational Institutions under FDE” was
arranged on December 30 2012, chaired by the Director General
(Education) and attended by all the Directors, Deputy Directors, Area
Education Officers and head of the Monitoring Team of FDE. IT Coordinator,
presented the facts and findings and responded to the various queries of
the participants with regards to EMIS activity and facts / data presented.

 Upon approval of the Director General (Education) a copy of these FACTS


and Findings were forwarded to the worthy Secretary MoCA&D for
Information on January 3, 2013 vide DG (Edu) FDE Office diary No 1362.

Dissemination of Information as a Report


 No budgetary allocations are available at FDE for conducting Educational
Census and printing of the census report for information of the concerned.
A humble effort has been made to disseminate this information to the stake
holders through development of this report. All stages of its development
are carried out by the I.T Coordinator, FDE. Limited number of copies have
been prepared at FDE using in-house printing services. (Errors /Omissions accepted)

Statistical Information

Number of Educational Institutions under FDE

Various and Different academic levels (Primary, Middle, Secondary,

Higher Secondary, Graduation and Post-Graduation) are available in Educational

Institutions under FDE. Separate educational Institutions are available for boys

and girls at all levels except for the IMSs(I-V) in urban area which are

Co-education Schools with all female teaching staff.

Middle schools offer classes from I-VIII. Some Secondary Schools

offer classes from I-X but most of them are from VI-X. Similarly Most of the Higher

Secondary Schools offer VI-XII whereas few of them are from I-XII.

Islamabad Model Colleges have been a unique stream of

institutions under FDE They start from Prep and go up to Secondary, Graduation

or Post-graduation levels. These institutions are heavily burdened with students

and 18 out of 20 are working in double shift basis. Major attraction in the IMCs are

complete education at one campus and relatively better qualified faculty,

minimum Graduation with B.Ed whereas some Matriculate teachers are still

available in Islamabad Model Schools. Most recently, cadres of both teaching and

non-teaching staff have been up-graded and time scale promotions have been

accorded with the approval of the honorable Prime Minister of Pakistan.

On the basis of the facts and findings, a case study on Restructuring

and Elimination of Evening Shift in Model Colleges has been proposed by I.T.

Coordinator, FDE and submitted for further deliberations and considerations.

Resultantly it is hoped that an improvement in academic services

shall also be witnessed in coming years.

Enrollments and Classroom Occupancy

Few of our institutions are overcrowded whereas a large number

of Educational Institutions are not optimally utilized. More students can be

accommodated in the existing facility by providing deficient facilities. Furniture for

students is one of the basic requirement for enhancement of student intake

capacity by selected institutions where adequate accommodation is available.

* Classes in former FG Colleges (presently IMCs) are conducted on


number of lectures per day basis. Calculations are based on the assumption that
single classroom is used by two classes per day. It may be considered to some 31%
in case to two classes are utilizing same classroom facility alternatively.

It is evident from the data that Enrollments of female students in FDE Educational
Institutions are a few thousands more than those of male students. Despite of
various other factors, it is due to awareness and high literacy rate of the general
public in ICT, who are more concerned about the education of their children
without any discrimination of the gender.

The enrollment of the Public Sector Educational Institutions is likely to enhance


due to the inclusion of the article 25-A of the constitution which accepts, free child
education as responsibility of the state. Optimal utilization of the existing
infrastructure can enhance the total intake capacity of the existing educational
Institutions.

Furniture / Student Seating Capacity

At present total calculated seating capacity is almost in equilibrium with the total
enrollments. However special efforts are required to get repairs of the furniture
and to provide more furniture where required to enhance the seating / admission
capacity. The designs of the furniture for students in future procurements may be
revisited to accommodate maximum students in the available space.

Retention of Students failing in Class-V Examination:


Since no Student Tracking System is in place to track the progress of the
students throughout Pakistan, hence as such no guaranteed data is available to
decide the number of students quitting from one school. They may either quit
education or may join some other institution. However for analysis purposes FDE’s
EMIS data for Academic Year 2012-13 is being used as reference.
The table on Page -47 shows the details of Number of students admitted in
classes from Prep to Class-XII along with the number of repeaters and dropped out
students during academic Session 2012-13. Since Centralized Examination
conducted by FDE is held at Grade 5 Level only. All other examinations are local in
nature up to Class-8, while board examinations at SSC and HSSC Levels are
conducted by Federal Board of Intermediate & Secondary Education (FBISE)
Islamabad. Students and Institutions normally feel only the pressure of the
Centralized/Board examinations only. In order to attain good GPA the weak
students are normally advised to appear as private candidates. The reflection of
which is available through enrollments at Class-IV and Class-V respectively. A
large difference of enrollments can be seen in class 5 and 4 Enrollments. Total
Number of Candidates appeared in Class-V Centralized Examination as
regular candidates are 12912 (Reference Results 2013) whereas 15836 got
admission in class V last year. Clearly around 3000 students were dropped
from the roll of institutions.
As per the international norms regular examinations up to Primary Levels
are not encouraged but keeping in view the academic standards, Centralized
Examinations at FDE at Primary Level were started with a vision to improve
quality of education, assessment of the potential candidates for admission to
public sector educational Institutions from private sector school which may have
varying facilities and quality and to bring a sense of competition amongst various
institutions. Accordingly a Mini Board of Examination at FDE (Examination Wing)
was established and strengthened at FDE. Students of both private & public sector
schools participate in Class-V Centralized Examination and Merit scholarships are
also awarded to bright students.

I am highly grateful to the Management of FDE, Focal Persons, Directors


and Heads of the Institutions for extending their full cooperation and provision of
necessary resources for completion of this activity.
Planning for Annual Educational Census for Academic Session
2013-14 has started. Probably it will commence after summer vacations. All
concerned are requested to kindly take even more interest so that this activity may
be completed in time. I am highly grateful to all those who have guided and
appreciated me in this regard.
Application has already been developed and tested for maintenance of
personal records of the Employees working under FDE. Proforma of the same shall
be rolled out after the regular census activity. (Copy is placed at the end of this
document)
