Presentation Focus
 NJDOT County Route
Sidewalk Inventory Project
• Inventory along 6,500
miles of County Routes in
New Jersey
• Use of digital imaging and
feature extraction to
identify bicycle and
pedestrian facilities along
the routes
• Project goal was to fill in
“data holes” existing after
completion of state-
state-
jurisdiction inventory

Facilities Inventoryy
 Need to know “What’s out
there?” for p
planning
g and
needs analysis
 Condition assessment is also
needed

NJDOT County Road Sidewalk Inventory

Facilities Inventoryy
 Also important to know
“What’s NOT out
there?”
• Roads Without
Shoulders
• Missing Pedestrian
Ramps
• Signalized intersections
without Pedestrian
Signals and Push
Push--
Buttons
 Evidence of Need
• Goat Trails

Facilityy Inventoryy Approach
pp
 Feature/Attribute Definition
 Mission Planning
 Vehicle--Based Digital Image Collection
Vehicle
 Feature Extraction of Assets/Needs
 Data Consolidation/GIS Layer Development
 Quality Control

NJDOT County Road Sidewalk Inventory

Feature/Attribute Definition
 Had to determine what
features and attributes
were necessary to collect
to meet Bicycle and
Pedestrian Planning Needs
 Determine collection
methodology
• Compatibility with previous
inventory of State Highways
• Safetyy
• Cost effectiveness
• Ability to collect more data
later

Digital
g Image
g Collection
 Specially-equipped vans
Specially-
traveled both directions of all
County Routes in NJ
 Over 13,000 miles of images
collected
 4 cameras arranged in stereo
pairs
 Image spacing approximately
40 to 50 feet
 GPS and Inertial Navigation
System used to determine
position

NJDOT County Road Sidewalk Inventory

Image
g Collection/Feature Extraction
 What is it?
• Utilizing
g stereoscopic
p digital
g images
g and advanced
software to calculate feature geographic positions and
determine attribute values

NJDOT County Road Sidewalk Inventory

Image
g Collection/Feature Extraction
 How is it done?
• Two digital
g image
g p
pairs are captured
p at regular
g intervals
from GPS/INS equipped vans traveling at highway
speeds
• Triangulation
g techniques
q are used to calculate p
positions
from image pixels

Feature Extraction
 Office staff extract data
from the digital images
using
i configurable
fi bl
software
 Spatial Position
Determined
D t i d
 Linear Reference (Route
and Milepost) Calculated
 Feature Condition
(Good/Fair Poor)
Recorded
 Feature Attributes
Collected

Feature Extraction – Measurement
 Digital video
collection allows for
measurementt off
objects
• Sign Height
• Sign Width
• Height Above
ground
• Offset from
pavement
• Path Widths

Extracted Features
 Paths
• Sidewalks
• Bike Paths
• Goat Trails
 Shoulders
• Bike Lanes
 Bike/Ped
/ Signs
g
 Crosswalks
 Pedestrian Curb Ramps
 Signalized Intersections
• Pedestrian Signal Heads
• Push
Push--Button Actuators
NJDOT County Road Sidewalk Inventory
Data Consolidation
 Data was collected by direction
• GIS p
proximity
y tools were used to
normalize the spatial locations to
remove redundant feature locations
 Linear referencing added during
post--processing of extracted data
post
• Standard Route Identification (SRI)
numbers
• Linear and Point milepost values
 Spatial and linear reference
information saved with asset
information

GIS Layer
y Development
p
 Feature classes
were created for
each asset
collected
• Paths
• Shoulders
• Signs
• Intersections
• Crosswalks

NJDOT County Road Sidewalk Inventory

Qualityy Control
 Visual check of
correctness of
extracted data
 Asset Checker
application shows
quality control staff
exact attributes and
codes selected for
assets
 Allows supervisor to
log errors for later
correction
