‘Traslacion’ ushers

Bicolanos from all walks of life welcome
eagerly the coming of the annual festivities
which focus regional attention to their
spiritual patroness, Our Lady of Peñafrancia.
They once more experience that feeling of joy
in paying homage to their ‘Ina’ of all seasons.
From various points of origin, thousands of
religious pilgrims and devotees renew their
annual trek of devotion to the miraculous
Virgin of Bikolandia.
Ushering the festive occasion is the
traditional ‘Traslacion’ of the icon of the
Blessed Mother of Christ, the Son of Man.
It is the religious procession which brings
‘Ina’ from her permanent Shrine by the
River to the Naga Metropolitan Cathedral,
where a novena is said by the faithful for
divine intercession. To many Bicolanos,
participation in the annual ‘Traslacion’ of the
Virgin of Peñafrancia has become a ‘panata’
or a religious vow of adoration.
The image of the revered patroness
is carried on the ‘andas’ by barefooted
devotees, accompanied by the clergy and
other Church officials, including visiting
pilgrims. Those carrying the carriage
link arms – seemingly a show of unity in
proclaiming the Bicolanos’ constant faith in
their regional patroness. The procession is
often interrupted by cries of “Viva la Virgin!”
Spectators along the route turn their faith
up to ‘Ina’ waving their hands with that
unresistable smile of finding peace once
more.
‘Traslacion’ is but the beginning of a
happy mood which permeates every living
cell of the true-blooded Bicolano. Happening
on the second Friday of September every
year, the religious procession also signals
the start of the 10 days festivities – hemmed
in by continuing activities which include
parades, cultural exhibits, promo displays, a
beauty pageant and a carnival to delight and
attract the fiesta-going crowds.
Climaxing the regional fiesta is the ‘sacay’
or fluvial procession along the meandering
Naga River on the third Saturday of September
– where the Virgin of Peñafrancia is brought
back to her Basilica Minore shrine. On the
same place is held a concelebrated mass on
the following day (Sunday), officiated by the
Archbishop of Caceres, visiting bishops and
other church dignitaries.

International Monetary Fund (IMF)
sees the Philippines’ economy as a
“standout” in Asia, but tax reform and
infrastructure buildup are needed to
sustain growth. The IMF Mission to

2017 gross domestic product (GDP)
growth forecast for the Philippines
to 6.6% (from 6.8%) on the back of
a slower-than-expected expansion

said the IMF Mission commended
the clear vision of the administration’s
economic team, specifically the push
for the Tax Reform Program, which is
the vital component for our country’s
growth. This is the catch - new taxes!

my cousin and best friend passed
away last week. Inspite of her
accomplishments and honors,
she was humble. She has a
doctorate degree in Linguistics

Diliman) and has authored several
books in Philippine Literature,
Folklorist and Bicol Literature and
Culture. She received national and
international awards and did not
brag about it.
Lily was a Professor of English
at UP Diliman. Lily was very
pro-Bicol. She encouraged and
supported many Bicolanos,
including me, to write. She noticed
that other regions had many writers
while in the Bicol region had much
less in number. She conducted
trainings and seminars and is one
of the brainchild of Kabulig (Bicol
Writers), with Rudy Alano and
others. She was religious, an avid
Catholic and she loved her family
very much. She told me that she
did marry because her spouse
might not want her to spend for her

foreign exchange savings utilized in

BSP REIN ON FX: The Bangko
Sentral ng Pilipinas said we do not
have any foreign exchange crisis even
after the peso flirted with new 11-year
lows (over P51/$l). BSP allowed the
peso to moderately adjust but it is in full
control of the FX rate. The movement
of the Phl peso is consistent in an
investment and export-led strategy
despite depreciating 2.5% year-on-
year, making it the worst performing
currency in ASEAN at least in the
meantime.
According to the BSP chief, daily
movement of the peso is volatile as
it is very sensitive to market prices
including economic fundamentals
and external headwinds as the
tension between the US and North
Korea. He said inflation is firmly
under control and it is expected to fall
around 3% target set by BSP between
