Turnout of Fiesta (Atty. APA – chairs Acyatan & Co.,

Peaceful, in general. This could be
considered as a fair assessment of the
recently concluded Peñafrancia Fiesta
held in Naga City. Full credit must go to
the Philippine National Police, Naga City
government and Church authorities,
including the religious devotees
themselves.
The usually topsy-turvy condition
of vehicular traffic during past fiestas
had been placed under better control
this time around. Crime incidence was
surprisingly at a minimum. There were
the other flaws, of course – such as
disorganized location of ambulant and
sidewalk vendors, the unruly behavior
of some undisciplined ‘voyadores’
including the drunk and disorderly.
Spectators during the crowd-drawing
parades, both civic and military, were
more behaved without providing
obstacles to the speedy flow of the
participants. There was better space
along the route of the street marchers
and moving floats.
This was what it should be in holding
our annual observance of the festivities
honoring the Regional Patroness of
Bicol. For the occasion itself provides the
only uniting factor among all Bicolanos,
coming from different persuasions.
And, indeed, Bicolandia becomes as
one and more beautiful when she kneels
down and pray for peace and unity, with
humility, amidst the resounding cries
of VIVA LA VIRGEN! VIVA EL DIVINO

SIN TAXES: The Department of
Finance (DOF) expects revenues from
the so-called “sin” products would
sustain their growth pace in 2018 as
government intensifies its programs
against illicit cigarette trade. DOF
Sec. Carlos G. Dominguez III said
the government expects cigarette
smuggling may increase as prices
of tobacco products continue to rise
as mandated by the Sin Tax Reform
Law of 2012. Sin tax collections are
supposed to benefit the government’s

Dominguez ordered Customs

control against entries of imported
cigarettes. He disclosed government
uncovered certain unregistered
imported brands like “Two Moon,”
which proliferated in Bulacan. DOF
reported that sin tax collections jumped
by 8.7% in the first seven-months of
2017 to P73.28B (from P67.43B same
period 2016). For 2018, DOF expects
that the revenues from tobacco and
alcohol will rise anew by 4.2%. Sinning
is now costly!
MONEY SERVICES: BSP is
going after the daily flows – cash and
portfolio – of money service business
(MSB) operators, such as remittance
companies. This will monitor intraday
liquidity in the non-bank market. BSP

There had been much talk about

Marcos’ wealth in the past three
decades until now, and I find the
following suggestion of Erik Espina in
the “Tempo” dated September 9, 2017

wealth must be welcomed under
the Duterte watch, particularly since
the gesture is one that is voluntary
on the part of said family. This is a
positive development regardless of

BSP Governor said there is no data
capture prior to the circular that would
release detailed liquidity on the daily
flows of MSBs.
Gov. Espenilla called MSBs’
environment as the gray market (black
market or the illegal and parallel
market) since non-banks are currently
regulated as MSBs. BSP plans to
streamline foreign exchange rules with
added incentives to banks and non-
banks to improve data capture on all
three markets – interbank wholesale,
retail, and the parallel market of non-
banks. BSP also monitors other forms
of MSBs, i.e. - electronic money or
e-money businesses. More money,
more rules!

What needs to be encouraged is to
reduce the grandstanding of certain
legislators particularly in the House.

the Speaker (and PRRD) so getting

Archdiocese of Caceres in the
celebration of the Peñafrancia
Festivity in this year 2017.
The Church in the Philippines celebrates in this year
the Year of the Parish, Communion of Communities. This
calls for a moment of reflection about our being Church
as a People of God who are united by a common bond
of communion. It is a bond of relationship founded in
truth and love that brings together every one of us and
every community to a Catholic experience of being a
Universal Church. It is a bond that is rooted on the very
life of God who manifested himself to us as One God
in three Divine Persons who continues to sustain us
through the work of Jesus in the Church.
In the midst of our ecclesiastical community, Mary, our
Mother whom we dearly called ‘Ina’ plays an important
role in our life of the People of God. Mary was a mother
when she obeyed and conceived Jesus, the Christ. She
was a mother when she nurtured and supported Jesus
from her womb to the tomb after the crucifixion. She was
the same mother whom Jesus gave to his disciples on
the cross to be their mother also to continue his mission
in the Church. Today, she plays the same role as our
Mother. Mary is the Mother of the Church. She is our
helper, our advocate and our model.
I pray that as we come to celebrate her Feast, may
we find her wholehearted love for her Son, so that we,
as pueblo amante de Maria, a people in loved with Mary,
may find as well the joy of participating in the life and
mission of Jesus in our Church community.

A Fiesta in September
From: The Lady of the Cimarrones

For more than two hundred years, the devotion to the
Virgin of Peñafrancia had been in existence in the region
but had no official sanction from the Vatican. In his desire
to provide the devotion a canonical legitimacy, Bishop
Arsenio Campo requested Pope Leo XIII to issue a papal
rescript officially declaring and designating the Blessed
Virgin Mary under the title of Our Lady of Peñafrancia
“principal patroness of the City of Caceres.”
In response to this request, a pontifical rescript issued
by Pope Leo XIII, on the 4th of June 1895, did not only
make a formal approval of the petition to declare and
designate the Virgin of Peñafrancia “principal Patroness
of the City of Caceres, but also assigned the “first Sunday
of the month of July as the feast day of the same Mother
of God to be annually celebrated … Nothing was known
as to what prompted Bishop Campo to propose for the
change of the month of the celebration.
While the first content of the rescript was received
with great jubilation by the devotees, the change in the
celebration of the fiesta did not receive popular approval
and apparently was never implemented at all. A year after
it was passed, the city continued to celebrate the fiesta on
the same month. Even as late as 1898, as could be seen
from the horrible revolt which erupted on the feast day, the
18th of September.
It appears therefore that despite the decree, the
celebration continued to be held in September. Realizing
that the shift in the dateof the feast did not receive popular
approval, and probably still not implemented. Barlin
decided to restore the celebration to its original date. In
April 8, 1905, Pope Pius X approved Bishop Jorge Barlin’s
petition: “That the feast of the Blessed Virgin Mary under
the popular title of “Our Lady of Peñafrancia, patroness
of the same city held on the first Sunday of July during
which occasion the concourse of the people is desired
– be permanently transferred to the Sunday after the
octave of the Nativity of the Blessed Virgin Mother of God
…” This officially restored the Peñafrancia celebration to
September.
But what seems clear from Freer’s account was that a
change in the duration of the celebration in the cathedral

For this reason, our annual
regional celebration of the
Solemnities of the Divino Rostro and Our Lady of
Peñafrancia adopts as its general theme: Mary, Mother of
the Church, the communion of life, love and truth in the
Year of the Parish.
The concept of communion is at the very heart of the
self-understanding of the Church. At the extraordinary
Synod for the twentieth anniversary of Vatican II in
1985, the Synod Fathers observed that the central and
fundamental idea of the Vatican II documents was that of
communion. They observed that: “Fundamentally it is a
matter of communion with God through Jesus Christ, in the
Holy Spirit. This communion is had in the Word of God and
in the sacraments. Baptism is the door and the foundation
of communion in the Church. The Eucharist is the source
and the culmination of the whole Christian life (cf LG11).
The communion of the Eucharisitc Body of Christ which is
the Church (1 Cor. 10:16).
The Congregation for the Doctrine of the Faith in 1992
issued a document which concluded, thus: “The Blessed
Virgin Mary is the model of ecclesial communion in faith,
in charity and in union with Christ. Eternally present in the
mystery of Christ, she is, in the midst of the apostles, at the
very heart of the church at her birth, and of the Church of
all ages. Indeed, the Church was congregated in the upper
part (of the cenacle) with Mary, who was the Mother of
Jesus, and with his brethren. We cannot therefore speak of
the Church unless Mary, the Mother of the Lord, is present
there, with the Lord’s brethren.”

Church, realizing herself more as she stands in the midst
of the world but not of the world. Living out this communion
entails challenges and risks particularly in the task of
evangelization and in her preaching especially on how to
engage those others who do not share our deeply held
convictions. For indeed, the Church vision and mission
may run counter to the prevailing spirit and agenda of the
times, not to mention the presence of sin from within and
without, evil embedded in society and in structures. This is
where we can be severely tested and tried, as a Church,
individually and among ourselves and in relation to those
others whenever we respond pastorally according to the
imperatives of our faith.
In the context of the present circumstances, considering
the particular needs of our respective communities, and
with the parish as the focus and locus of renewal, we are
challenged and called upon to act to live this communion
in a strong solidarity for life, to work in charity for the least
of our brethren, and to exercise the prophetic ministry even
in the face of difficulties.
In this year of the parish, let us listen to and heed our
Ina, Mother of the Church. May we, always but especially
in these trying times, find strength in her faith, take courage
in her hope and celebrate the joy of her love as once again
we gather as church embraced by her mantle of healing
and protection.
