Project Purpose or Justification:


To construct deportation tanks for violators of residence and labor law - capacity of 15 000 person In
Jazan, Saudi Arabia.

Project Description:
The Project consist of 12 Tanks + 12 utilities buildings ( 4 Guard rooms- clinic building – two
administration buildings –kitchen – laundry – three electric rooms)

Project and Product Requirements:


To finish the project as required in its assigned time with the needed quality.

Acceptance Criteria:
1- Deliver the project on time, in scope, and within budget
2- Fully functioning building and ready of operation with it full capacity including all utilities (Portable
Water network - Electric – Telecommunication – Drainage network – cars parking) within the
required time and with the required quality.

Initial Risks:
1- The availability of vendors in Jazan.
2- Limited resource and budget.
3- Organizational change management.

Estimated Budget:

The estimated budget for project is 400 million Saudi Riyal.

Project Manager Authority Level


Staffing Decisions:
Only the sponsor has authority to bring or release any of the staff to contribute to the
Project team depending the request of the PM and in coordination with project director.

Budget Management and Variance:


Only the executive sponsor has authority to make decisions about controlling and allocating the project
budget pending the PM advice.

Technical Decisions:
The PM has the authority to make technical decisions about the project. However, all technical
decisions will be made in coordinated with the owner representative (Consultant)

Conflict Resolution:
The PM will be responsible for negotiating between stakeholders and resolve any conflicts that may
occur during the project.

Escalation Path for Authority Limitations:


Any items or issues that are not resolved by the PM or project team will be taken to the Director level. If
Not resolved there, the issue will flow to the Executive level.
