in Bicol ensured on Friday the security of
"Listahanan" data after the completion of
household assessment in the municipality

announced Balangay Le-
gazpi as the winner of the
Best Climate Practices 2017
Award on October 13, 2017.
Balangay Legazpi is a
cloud-based mobile and web
application developed by the
Legazpi City Government and
Layertech Software Labs. The
disaster information system
connects vulnerable communi-
ties and other sectors to infor-
mation that can help save lives
before and during disasters.
The application prepares fami-
lies for earthquakes, floods and
typhoons through access to
announcements, hazard maps,
guides to preparedness and
hotlines of agencies related to
disaster preparedness and re-
sponse.
The disaster information
dissemination tool was de-
signed to capture the interest
of the younger generation or
millennials, tapping into their
interest of building a real-time
down 19 finalists before the se-
lection of the winning entry.
The result of the Best Cli-
mate Practices 2017 was an-
nounced during the Internation-
al Day for Disaster Reduction.
Held every October 13, the
celebration raises awareness
about effective actions, policies
and practices taken to reduce
exposure of communities to
disaster risk across the world.
A representative of the Balan-
gay Legazpi team will deliver
an acceptance speech and pres-
ent the project via video con-
ference during the Conference
of the Parties (COP 23) in the
Bonn 2017 United Nations
Climate Change Conference in
early November 2017.
Balangay Legazpi previ-
ously won the 2015 Global
Innovation Competition and
received a grant from the Mak-
ing All Voices Count for its
development. The application
was also recognized with the
Best in Customer Empower-
ment Award at the 2016 eGOV
Awards of the National ICT
and ACPAPP Lifetime Achievement
Awardee).
PH FINANCIALS STRENGTHEN:
The Philippines’ financial system
continues to maintain strong reserves
underpinned by sustained credit growth
with operating banks having sufficient
capital and asset quality as of the first
semester 2017. BSP data show that
banks and the entire financial sector
have accumulated buffers, have set
aside enough loan loss provisions and
liquidity which serve as early defenses
against external shocks!
According to BSP Gov. Nestor
Espenilla Jr., the NP/L ratios of banks
have consistently registered a declining
trend. Our banks today are very
prudently maintaining their adequate
allowance for expected credit losses.
Their loan loss provisioning today
compared with the gross NPL, or the
net NPL ratio is actually - 0.3%. This
means the banking sector have more
than enough allowance for credit losses
amounting to P11.6 B as of end-June
resulting in improved NPL coverage
ratio of 114%. Our banks are mostly
credible.

and supporting documents and
mobilizing support for the en-
try to the international contest.
TAGUIG CITY --- Aim-
ing to empower consumers
to be more energy efficient,
the Department of Ener-
gy-Energy Utilization and
Management Bureau (DOE-
EUMB) and its stakeholders
conducted a Strategic Plan-
ning Workshop (SPW) from
16 to 20 October in Tagaytay
City.
“Diskarte and efficient
ways through our short, me-
dium and long term programs
are the things we can share to
our consumers to be smarter in
utilizing their energy,” Energy
Secretary Alfonso G. Cusi
said.
The SPW kicked off high-
lighting the proposed activi-
ties and updates on the Depart-
ment’s programs of promoting
energy utilization such as the
government enercon program,
e-vehicles, fuel economy run
and the “E-Power Mo” Cam-
paign.
According to Dir. Jesus
T. Tamang, OIC for EUMB,
“SPW is an opportunity for
us to assess and evaluate our
programs and projects and to
identify the items for improve-
ment.”
On the second day, EUMB’s
Energy Efficiency and Con-
servation Division (EECD)
and the Alternative Fuels and
Energy Technologies Division
(AFETD) presented their indi-
vidual roadmaps.
Some of EECD’s plans
include: the advocacy for the
legislation of the Energy Effi-
ciency and Conservation Bill;
conduct of information, educa-
tion and communication (IEC)
campaigns; integration of ener-
gy efficiency and conservation
(EE&C) in the LGU develop-
ment plans and in the curricu-
lum of the educational system;
and, expansion of financing
opportunities for EE&C stake-
holders and projects.
AFETD for its part, plans
to increase the public use of
alternative fuels and other
emerging energy technolo-
gies. This includes the estab-
lishment of mechanisms for
the promotion, adoption and
commercialization of alterna-
tive fuels and capacity build-
ing for innovators in the en-
ergy sector.
Other topics include risk
and opportunity assessment,
Corrective and Preventive Ac-
tion Plan (CAPA), vision shar-
ing and firming up 2‎ 018-2020
targets for Energy Utilization
Management Bureau and the
DOE Field Offices.
Days 3 and 4 covered
the review of the budget for
FY2017 and proposed budget
for FY2018 and FY2019.
“This event is also a way
to recalibrate our schedule and
work program to achieve the
goals set by Sec. Cusi,” Dir.
Tamang said.

--- Wanting to be more re-
ceptive to the demands of
more medical and legal ser-
vices, the provincial gov-
ernment here is pursuing a
novel program by extend-
ing educational assistance
to students who dream of
becoming doctors and law-
yers someday.
A scholarship program is
being mulled to utilize ex-
cess funds from the allocated
budget intended for the ex-
isting scholars in college in
consonance with the govern-
ment’s free tuition law that is
expected to be implemented
in 2018.
“Since free tuition na an

In an interview with Naga

Festival, Cua said that the
plan will have to undergo de-

Like others who are
working hard for their
families and themselves,
Aikel Sarip woke up feel-
ing exhausted and heavy
from yesterday’s work. He
gazed at the ceiling trying
to find a reason to go on,
and there he saw a photo
of people he cared about-
-their faces painted with
smiles marked with hopes
of a better life. Now that’s
more than enough reason
to jump off from bed.
As an Account Officer
(AO) of CARD, Inc. for
more than two years now at
Saguiaran Unit, Marawi City,
Lanao del Sur, Aikel thought
he already knew what life
has to offer, not until...
Gunshots!
When he heard a series of
gunshots, he thought it was
just one of those conflicts
that seem normal in Marawi
City, or referred to as Rido,
one characterized by spo-
radic outbursts of retaliatory
violence between families
and kinship groups as well
as between communities.
It was the 23rd day of
May when he was still on his
way to remit his collection
from the CARD Center to the
nearest MLhuillier branch
when the firefight broke out
and later intensified. People
started to panic and talked
about the threats of terror-
ism. Not long after, the fire-
fight was right outside where
they were, so they were left
trapped for almost an hour
trembling in fear for their
own lives.
At the moment, all he
could ever think of was his
family and the things that he
still dreamed to do.
Fortunately, the civilians
inside MLhuillier were al-
lowed to go somewhere far
from the battlefield. And so
he managed to escape death.
Despite the unfortunate
circumstance, Aikel contin-
ued his job as an AO 1 on
the same Unit. Whenever he
remembers the attack, he felt
the same fear, yet because of
it, he also came to understand
more the value of life.
“So far, this job is very
challenging, it helps me
grow into a better version
of myself. From being shy
to being confident enough to
effectively communicate to
people, that kind of change.
I love my job, even war can’t
stop me from serving the
community,’ Aikel said.

bitions to eradicate poverty
in the country, CARD Mutu-

Catandungan Festival last
October 23-27, this year, to
celebrate the province’s 72nd
foundation anniversary.
The 5-day grand festivity
reeled off with activities that
highlighted the province’s
culture and religiosity and
promote heritage awareness
and preservation. The “Par-
ada nin mga Patron” that un-
veiled a procession of patron
saints of the province’s 11
municipalities with the image
of Our Lady of La Naval tak-
ing the lead also added color
to the festive ambiance of the
province.
As the country’s top abaca
producer, the province gen-
erates at least P100M per
month in revenues from the
province’s fiber industry that
made it to become the best
performing economy among
the 6 Bicol provinces. More
than 80% of the region’s
abaca production comes from
Catanduanes.
Cua said that they opted
to adopt and revive machine
stripping so that the abaca
workers can double their in-
construction of irrigation fa-
cilities.
In an interview, Cua said
P1.5M has been allocated
for the expansion of the Si-
mamla tilapia hatchery this
year, which allowed the LGU
to disperse 67,712 fingerlings
to communities engaging in
inland fishing. The dispersal
was supported by the Bu-
reau and Aquatic Resourc-
es (BFAR) which donated
120,000 fingerlings.
In employment genera-
tion, the provincial govern-
ment has conducted trainings
that are free of charge for 62
persons who want to learn the
operations of wheel loader.
Thirty-five of them were se-
lected to work in Japan after
they passed the interview that
was given by the Phil-Nip-
pon Technical College while
18 were required to undergo
training in Laguna before
they fly to Japan.
Social services person-
nel were able to register for
this year at least 2,077 clients
who availed of the LGU’s
financial aid under the Assis-
tance to Individuals in Crisis
Situation (AICS) program
that involved the amount of
P6.7M. Similar assistance
was extended to 629 clients
by DSWD under the expand-

ended on a high note for the
host country, the Philippines,
with the adoption of 11 reso-
lutions it had drafted.
These include the five reso-
lutions providing greater pro-
tection for the whale shark or
butanding and four other mi-
gratory species frequenting the
Philippines, and the resolution
recognizing the role of migrato-
ry wildlife species in achieving
global sustainable development
goals, also known as the “Ma-
nila Declaration.”

CMS-COP12, held at the Phil-
ippine International Conven-
tion Center from October 23 to
28, were the Philippine-drafted
resolutions on the Designation
of the Whale Shark for Con-
certed Actions; Sustainable
Tourism and Migratory Spe-

NAGA CITY – Aimed at
providing potable drinking
water to barangay residents
along the Bicol River, the
Metropolitan Naga Water
District (MNWD) launched
on Monday, October 30, the
MNWD Water Lorry and
Rescue Boat at the Cama-
ligan River Park in Baran-
gay Santo Domingo, Cama-
ligan, Camarines Sur.
The project aims to ser-
vice far-flung barangays
within the coverage area that
are not reached by the wa-
ter district’s pipelines due to
their remote location, name-
ly; Camaligan, Canaman,
Gainza, Magarao, and even
Pamplona, all in Camarines
Sur.

riverside barangays can now
be rationed with potable
water regularly. We have an
agreement with these con-
cerned barangays for them to
provide water tanks for easy
transfer and distribution of
the water and for which they
can also earn income out of
it,” Nero added.
The water lorry and res-
cue boat which costs P8 mil-
lion has a capacity to carry
20 cubic meters of water
per trip which is equivalent
to 10,000 liters of water or
15,000 of 5-gallon contain-
ers of water sold at P7.00 to
P8.00 per container.
There are options on how
the delivery of the water can
be managed with the help
of the barangay officials.
One option is for MNWD to
deliver the water to the ba-
rangay and let the barangay
distribute it to their constitu-
ents. This way, the barangay

State-run Social Se-
curity System (SSS) on
Thursday confirmed the
re-assignments of its offi-
cials involved in an admin-
istrative case. It said the re-
assignments of executives
have been implemented in
the exigency of service.
The SSS administration
said the action will also pave
way for an objective, trans-
parent, and fair investigation
of the on-going administra-
tive complaint, and due pro-
cess will be strictly observed
in the investigation. Charges
in the administrative com-
plaint are still subject for fur-
ther investigation.
Likewise, the re-assign-
ments will avoid any sus-
picion that the on-going
investigation will be white-
washed.
SSS reiterated that it has
institutionalized procedures
to address administrative
complaints. Such mecha-
nisms ensure all parties are
given due process.
SSS guarantees its mem-
bers that the Investment
Reserve Fund, which came
from members’ contributions
and investment income, is
intact, well-protected, and
professionally managed. The
management would also like
to assure its members that no
SSS fund was used or com-
promised in the issue.
