This Tagalog expression is closely
related to the English crocodile tears.
Either one speaks of insincerity and
hence, a reminder to be careful.
It is the same caveat that we want to air
in this Year of the Dog.
The dog, the eleventh in the 12-year
cycle of the Chinese zodiac, is considered
an auspicious sign.
Just as real dogs are loyal, we foresee
this kind of dogged loyalty to be the
basis of how the business of national
governance will be run. This canine
loyalty will be tested for instance, in
the impeachment complaints being
prepared against the Supreme Court
Chief Justice Maria Lourdes Sereno and
Ombudsman Conchita Carpio-Morales.
As impeachment is a political power play
in the arena of Congress, so we foresee
these two cases as a loyalty check for
the administration supporters. It will
be a question of the solons’ being for or
against, as simple as that.
Political survival, however, will be
the determining factor and most of our
representatives will expectedly go where
the largesse flows. We cannot expect
mavericks in either the House or the
Senate. After all, those are chambers of
high paying jobs. Do expect that once
the going gets rough, there will be no
toughness to speak of. The political

AMBITIOUS PROGRAM: An inclu-
sive economy with a thriving middle
class is the vision of the Duterte admin-
istration for the Philippines. To achieve
this goal, Pres. RRD launched a massive
infrastructure program to spur economic
growth and address Phl's needs. The
unprecedented infrastructure program,
dubbed Build Build Build, is projected to
require up to P9T investments and will
prioritize 75 game-changing projects na-
tionwide. This means more employment
opportunities for some otherwise idle
Filipino manpower.
The Dept. of Finance (DOF) and its
attached agencies have the crucial task
of ensuring there are sufficient funds for
an infrastructure program of such mag-
nitude. It vowed to beef up the state cof-
fers and provide sufficient funds for the
Build Build Build program. This features
the push for the Comprehensive Tax
Reform Program (now known as the
TRAIN) signed into law for implementa-
tion on January 1, 2018. (We will discuss
in our future articles the varied implic-
tions of the TRAIN Act and the adverse
effects on the common Filipino).
COSTLIER FUEL: On the combined
effect of the Tax Reform Acceleration
and Inclusion (TRAIN) Act and the
upswing in international oil prices, the
cost of socially sensitive diesel prod-
uct at the pumps will drastically climb

sponding VATcharge of P0.30; gasoline
by P2.65/liter with VAT of P0.32/liter;

in LPG prices since their prices were
earlier "injected" by VAT.
MSME LICENSES: BIR will stream-
line documentary requirements for
MSMEs, assuring the DOF that it
will work double-time to assist micro,
small and medium-scale enterprises
(MSMEs) in renewing their business
permits for the year. This follows the
congressional approval and implemen-
tation of the first package of the TRAIN
Law. BIR will work cut down the require-
ments needed to register or renew per-
mits for business and this is now being
worked out at the bureau.

duced locally (presumably smuggled).
The dangers of pyrotechnics is in the
handling by the revelers. So the rem-
edy there is not in the production - but
rather in usage control.
Thanks to the successful firecrack-
er ban in Davao City which has main-
tained zero casualty up to these days.
The regulation and control there must
be used as models by other cities and
LGUs. There are other cities that fol-
lowed the Davao example this year.
It is worthwhile to study the results of
their respective regulations. The se-
cret indeed is political will - coupled
with parental discipline among minors.

Ramblings…Losing Someone
In remembering my dearly departed
mother, who would have been 92 years old
on January 9, I would like to share these
thoughts which I have written 9 days after
her death on November 8, 2004, while tor-
rents of tears flowed as I would remember
in the middle of work, before sleeping and
upon waking up.
This article is very personal to me but I
chose to share it with you all now, to honor
her and the legacy of love for God, family,
friends, work and country she has some-
how taught us in so many ways in our
growing up years until the time she was
finally called home…
Death allows for a lot of things to sur-
face…laughter and tears; a rich blend of
the past, the present and the future. Death
makes us all remember what really mat-
ters most to us - beyond work, fame, for-
tune and face… of renewing vows of fam-
ily, friends and relatives.
It is a time for the floodgates of memo-
ries to open … most of which we thought
we have forgotten, but which unconsciously,
suddenly return to mind… memories of joy
and sadness; of separation and loneliness,
despair, pain, hurts, unforgiveness, regrets;
of togetherness, reunions, birthdays, anni-
versaries, Christmases and new years… if
we can only turn back time… then we could
or would have…thought…done… said…
We realize too late that perhaps we
should have… yet we chose not to and so
we didn’t.
Most of all, death reminds us that this
life where we often get so entangled with
every struggling second is not really the
final test. But the best thing that it does, I
suppose is rearranging our lives they way
it should perhaps be – by frequently reflect-
ing, making peace, reconciling, forgiving
and healing… especially with ourselves
and those we love…every chance we get.
Losing one’s mom is one of life’s most
difficult experiences, the most painful, a
most enduring sorrow… especially if you
have always been with her as long as you
can remember…
Among all her children, my 9 siblings, I
was the one she would always choose to
call for all sorts of reasons – lots of differ-
ent errands that called for both my male
and female characters; to absorb her frus-
trations, complaints, problems, wishes,
dreams for her children, grandchildren
and great grandchildren – all these at any
given time she felt she had to tell someone
and I was just a phone call away… yet I
never felt I was the favorite child to shower
all she can give but rather the favorite kid

of things, mostly over the way she worried
about and fuzzed over her family…about
how I chose to live my life… about whom
I choose to love… about my own kids or
their would be kids… the future…
Mom was born on January 9, 1926.
She died at 3pm on November 8, 2004,
a decade after my Tatay died. November
18, 1947 is Kuya Ramon’s, our eldest
brother, birthday. He was obviously her
most favorite right from the start since he
gave him all the powers to be like our sec-
ond parent – both as mother and father
while we were all growing up in Triangulo.
Kuya Mon’s training was like mine… come
to think of it while he was the eldest of the
first 5, I was the eldest of the last five and
according to mom he looked exactly her
only sibling, Tito Ramon who died during
the liberation.
Mom passed away 10 days after she
left the Bicol Medical Center and stayed
in Albay with Ate Nene and Manoy Ben-
jy where she had occasional glimpses
through a window of the plants and or-
chids she loved.
Typhoon Unding (nickname for Lourdes,
who happens to be the name of the third
sibling who was showered with materials
things while growing up, later on became
a reluctant prodigal daughter, holding the
most heavy unforgiving and repressed an-
ger, perhaps hatred over Nanay. She held
it against Nanay and claimed that Nanay
was the cause of all her misfortunes and
heartaches) was started to be felt on No-
vember 13, the day mom was buried. Und-
ing began with a mild 65 kph strength and
built up to 75kph till 90 predictably and so
slow at 7 kph speed by Wednesday, No-
vember 17.
That afternoon as I was writing the
original of this article, I wrote down:
“I bet tomorrow okey na ang weather
kasi 57th birthday of her eldest Kuya Ra-
mon. And so it was… but on November
19th, between 8:30 pm to almost 1 am of
November 20, a baby tornado hit Naga
City. That cannot be forgotten night when
Naga City and its surrounding environs
were ravaged with ‘tornado-like’ winds, I
really knew that Nanay truly loves me and
malakas talaga siya kay Lord.
This was the 5th night of her pasiyam
and our Friday night prayer assembly at
Fatima Chapel with BCBP Naga Outreach
members. I was feeling angry but helpless
with Mark, Wency’s son while praying with
Tiya Glo and Tiya Julia (the two who faith-
fully lead the prayers with me during the
pasiyam) and I was crying all throughout

Afterwards I decided after a few mo-
ments of hesitation to still proceed to
Fatima despite my increasing fear of
the unofficial announcements of a su-
per typhoon. While waiting for the oth-

safely after his classes at Ateneo.
I kept praying that it did not pass
us and was asking Nanay Isang to in-
tercede since she knew how much ty-
phoons affected me. While we were
praying and singing, the storm built up
and raged but we still decided to go
home and all around us was nature at
its worst, and suddenly I realized I was
numbed all over and just stared at what
was happening.
But we were not able to proceed, we
had to go back to Fatima and Cris the
super alalay of Father William (who was
in Manila for his laser treatment on his
kidneys) let us in at the sacristy. After be-
ing assured that Jaja was already home
(although sabi niya Lola’s windows in
the ancedy) and slept right through until
someone woke me and told me that ev-
erything was calm and that they would
bring me home to Villa Corazon. All
around us was in total darkness along
the way. When they dropped me off
near Masagana Street, I had to slowly

the cold and the dark somehow I was
able to conquer the fear and I was sur-
prisingly calm. Although I couldn’t see
in front of me I proceeded and nearly
passed my gate since my neighbor’s
large avocado tree fell across it and
when I was able to get through, their
large ipil ipil tree was also across our
front door which has been torn by the
wind. When I came in, I knew that our
house was in disorder and all wet. I
then proceeded calmly to light a candle,
wash myself, brush my teeth, cleaned
an area where I can put my beddings,
I laid down and covered myself with the
moist light comforter as if nothing hap-
pened and slept again…”

de Naga HS Class ’56 in cooperation with
their Isabelina counterparts, December 29
at the Margando Farm, same barangay.
Aside from children feeding that in-
cluded the mothers who accompanied
them, there were group singing of Christ
mas carols and then coins giving for all.
