Section Introduction
Introduction
Purpose and Scope
This procedure defines the approval, certification and submission of Khafji Joint Operations (KJO)
Engineering Drawings electronically. The requirements for producing, manually signing and submitting
Engineering Drawing hardcopies for the purpose of permanent archival into the corporate drawing
system shall be discontinued. See Appendix "A" for a process flow of this procedure.
With this procedure, all Engineering Drawings developed (if new) and/or revised (if existing) by KJO
organizations, or by contractors for KJO, will be developed or revised by means of KJO approved
electronic software and formats as specified in KJO 3411, Drafting Manual, and this procedure.
This procedure supersedes Engineering Drawing approval/certification and submittal procedures
described in KJO 3411.
Responsibility
This Guide is published and maintained by Engineering Support Division and will be reviewed and
updated as needed or at a minimum of every two years as specified in KJO Document Control. If any
changes, errors or omissions are noted, please contact ESD.
Document Location
The master copy of this document is located on a document file server and is controlled by the KJO
Document Controller. Documents may be accessed for viewing or copying, however, any hard or soft
copies other than the Master on-line copy are considered as ‘Uncontrolled’ documents and should not

Section Introduction
Design Agency
Is any KJO organization or Contractor charged by KJO with the responsibility of
developing and/or modifying KJO Engineering Drawings.
Drawing Completion Certificate (DCC)
A document bearing the names and signatures of persons authorized, per this document,
to certify that an Engineering Drawing meets the applicable KJO Engineering, Design,
Drafting and CAD Standards. The DCC fulfills the approval/certification requirement in
lieu of signing the drawing title block.
DCC Identification
A project number and project name that identifies a specific DCC for the purpose of
cross-referencing the certified DCC and the Engineering Drawings covered by that DCC
and as a log number for the permanent archival of the DCC (Appendix B).
Drawing Index
An electronic data file containing information related to an Engineering Drawing (see KJO
3412-03). The Drawing Index is prepared by the Design Agency responsible for the
development of the drawings and is used for archival of drawing information in the DMS.
The Drawing Index is an attachment to KJO 3412-02 and the DCC.
Drawing Management System (DMS)
Software in the KJO CADD system used to track the creation, revision and flow of
engineering drawings.
Electronic Drawings
Engineering Drawings generated electronically using software approved by KJO as its
standard medium for development and permanent retention.
Design and Drafting Section(DDS)
Drafting Services (DS) division charged with the custody and management of all KJO
Engineering Drawings defined in and governed by this document and the KJO 3411, KJO
Operations Drafting Manual.
Interactive Submittal
Submitting the drawings electronically through the Drawing Management System (DMS)
by means of a workstation connected thru the KJO network directly to the DMS.
Manual Submittal
Submitting the drawings by manual delivery to DDS (not interactive).
Project Management Team (PMT)
KJO organization responsible for contracting engineering, procurement and/or
construction work with an outside contractor. If there is no separate PMT organization,
the 'Proponent' is the 'PMT'.
Proponent
KJO organization responsible for overall operation, maintenance, safety and protection of
a KJO facility, equipment or property.

Section 1: Responsibilities
1.1 Drafting Services
Drafting Services is responsible to:
Coordinate the approval/certification of all designated signatories on each DCC and also
to verify that each has been prepared properly per the requirements in this procedure.
Verify that only the latest KJO Engineering Drawing borders including the Revision
Certification stamp are used for new and revised drawings.
Identify, after consulting with the KJO Project Manager, all the drawings that may require
KJO review and signatures and completing the Khafji Joint Operations "Review for Key
Drawings" portion of the drawing title block.
1.2 Project Management Team (PMT)
The KJO Project Manager, or his delegate, is responsible to:
Verify that the submittal package is complete and has been prepared in accordance with
the requirements of this procedure.
Submit the drawings to DDS in a timely manner. Major capital projects may need to
coordinate their submittal with DDS in advance.
1.3 Design and Drafting Section(DDS)
Design and Drafting Sectionis responsible to:
Complete the 'DDS Verification' stamp information on each drawing prior to loading of the
drawings into the DMS.
Archive all original submittal documents and electronic files for future reference.

Section 2: Approval, Certification and Submission
All KJO Engineering Drawings must be approved, certified and submitted with a completed Drawing
Completion Certificate (DCC) and the Revision Certification stamp. Uncertified drawings will not be
accepted into the corporate drawing system (DMS).
A single project may have more than one DCC. Each Engineering Discipline (e.g. Piping, Mechanical,
Electrical, Instrumentation, Communication, Structural, Architectural, Civil, etc.) may have a separate
DCC and submission. No more than one project will be covered by a single DCC.
2.1 Certification of Drawings and Approval of DCC
The Design Agency and the responsible KJO organizations must approve/certify a DCC whenever:
a Contractor is responsible for design work, the Contractor's technical personnel shall
review and sign the 'Drafting Services Certification' block of the DCC. The Contractor's
Engineering Manager or Project Manager with overall design responsibility will certify the
drawings by signing in the space marked "Certified by" in the DCC.
a KJO organization is responsible for design information, the organization's technical
personnel will review and sign the Design Agency Certification block. A KJO
representative charged with the design and generation of the drawings will certify the
drawings by signing the space marked "Certified by".
drawings will be released for bidding or construction, a DCC is completed and signed by
the Design Agency and the appropriate KJO organizations. The DCC will then become
part of the bid and construction documents.
if the drawing content requires review by a representative from Engineering, Loss
Prevention and/or Fire Protection. A KJO Project Manager and the Design Agency
makes this determination prior to releasing the drawings for construction. The
Engineering, Loss Prevention and/or Fire Protection review is indicated by signing in the
space marked "Other" in the DCC.
2.1.1 Approval of the DCC and Verification of the Drawing
The full names of all the reviewers/approvers and dates must appear in the title block of each drawing
as well as on the DCC. "Drawn By" and "Checked By" shall also be completed in each drawing title
block.
Filling either box for "Required" (For Key drawings) or "Not Required" (For non-Key drawings) in the title
block indicates if review by KJO is required. In the case of "Required", the names of the KJO personnel
responsible for the review of the drawings and the signing of the DCC are indicated in the "Khafji Joint
Operations Review for Key Drawings" portion of the drawing title block and the DCC.
At the signing of the DCC and after affixing the Revision Certification information on the border of the
drawings, each relevant electronic drawing file must be managed to prevent subsequent modification
until each of these files is transferred onto a CD for final submission to the DMS.
After signing the DCC, each drawing must indicate that it is covered by the DCC for approval and
certification requirements by completing the "Revision Certification" stamp information. The Design
Agency includes the following information in the stamp.
a) The Drawing Completion Certificate number assigned.

The revision number of the drawing being certified. New drawings issued for construction must bear the
revision number 00.
The signatures in the "Khafji Joint Operations Review for Key Drawings" block of the DCC indicate the
reviewer's familiarity with the contents of the drawings and agreement with the design in principle. The
signatures do not relieve the Design Agency of its full responsibility for compliance with all relevant
project scope, standards, procedures, specifications, codes, contract documents, etc.
Drawings bearing a completed "Revision Certification" and covered by a signed DCC shall be
considered as legal documents and may be used for
2.1.2 Revised Drawings
Approval levels for design changes made to previously certified Engineering Drawings are the same as
for a new drawing. Each revision must be individually approved and certified.
Revisions to Key drawings must be reviewed and initialed by the Construction Agency, Operations and
other organizations (if initially involved). For revised drawings, the initials of the approvers appear where
applicable in the revision block of the drawing.
In/Out drawings are drawings retrieved for further revision immediately after being submitted to DDS. In
this case, the Drawing Request form KJO 3411-01 must be submitted with the submittal form KJO 3412-
02.
2.2 Submission of Drawings to DDS for loading onto DMS
All KJO new, revised and canceled/superseded Engineering Drawings must be submitted to the
corporate drawing system (DMS) for permanent retention and management.
2.2.1 Deliverables for Manual Submittal
Completed original KJO 3412-02 form, see Attachments for forms.
One copy of the original KJO 3411-01, Engineering Drawing Request form.
Drawing Index file, KJO 3412-03, see Attachment for forms.
Electronic Drawing files.
Original signed DCC.
2.2.2 Deliverables for Interactive (electronic files) Submittal

Drawings that are RASTER (tg4) must be made HYBRID before being submitted for inclusion into DMS.
Both files must be included in the same submission. The minimum accepted HYBRID must include the
latest VECTOR border.

backup the submitted drawings. When confirmation of acceptance is received, the backups are deleted
unless deemed necessary to maintain longer.
2.3.1 Drawing not in Compliance
Any drawing not in compliance with KJO 3411, KJO Drafting and CADD standards will be returned to
the KJO Project Manager or Drafting Services for correction with a copy of the original DCC. After
correction, the drawings are re-submitted under a new drawing submittal. A copy of the DCC is
returned to DDS with the new submittal.
The submission deliverables, including the submission form KJO 3412-02, the original DCC, a hard
copy of the drawing official count, KJO 3412-03 and the CD-ROM is filed by DDS as a permanent
quality record. The returned DCC copies received with the corrected drawings are filed together with
the original DCC.
2.3.2 DDS Verification
When a drawing is accepted by DDS for loading onto the DMS, the following information is added to the
"DDS Verification" stamp by DDS, see Appendix B.
The DDS control number assigned to the drawing submission.
The initials of the DDS person responsible for the verification and date.
If an existing drawing is requested for revision, the requester allows for the certification of the new
revision by removing the previous Revision Certification and DDS Verification information. When
possible, this task is completed by DDS prior to releasing the drawing to the requester.

Drafting Services or the KJO organization responsible for certifying a DCC assigns the DCC number as
follows:
xx-nnn-yyyy-nnn
The suffix, ‘nnn’, indicates if there are more than one DCC used for a project. If only one DCC is used
for one project, then the job number is 001. If a Proponent engineering group has issued the DCC, then
the job number indicates the sequential order of the DCC’s issued in a given year.
If no job number is available, then the job type and the job number will be replaced by office code (See
examples below).
