MINIMUM NAVIGATION PERFORMANCE
SPECIFICATION (MNPS)

1 GENERAL. Advisory Circulars (ACs) are issued by the State Secretariat of Civil
Aviation of Cambdia (SSCA) and contain information about standards, practices
and procedures acceptable to the Authority. The revision number of the AC is
indicated in parenthesis in the suffix of the AC number.

2 PURPOSE. This advisory circular (AC) provides guidance to the operator applying for
operational approval for MNPS.

3 APPLICABILITY. This AC applies to all Cambodia AOC holders.

4 CANCELLATION. This is the first AC issued on this subject.

5 EFFECTIVE DATE. This AC is effective from 13 October 2010.

6 REFERENCES. The following materials were referred to for the development of this
AC:
(a) ICAO Annex 2,

(b) ICAO Doc 4444,

(c) ICAO Doc 7030 and ICAO NAT DOC 001.

7 INTRODUCTION.

7.1 AOCR Chapter 2 prohibit an aircraft to fly in MNPS airspace unless the operator is
granted operational approval by the Authority.

7.2 The CCAR stipulates the performance required for navigating in MNPS airspace.
It also defines the horizontal and vertical boundaries of the airspace volume known as
the North Atlantic Minimum Navigation Performance Specification airspace (NAT
MNPSA).

8 REQUIREMENTS.

8.1 For North Atlantic MNPS operation, the onboard navigation equipment of an
aeroplane shall enable it to proceed in accordance with the flight plan and in
compliance with ATS requirements with regard to MNPS and RVSM operations.

8.2 To maintain constant two-way communication, the aeroplane is required to be


equipped with HF radio for contact with ATS when outside of VHF range.

9 COMPLIANCE.

9.1 For operational approval to operate in NAT MNPSA the operator has to address the
following:

(a) Crew training and operating drills as described in the NAT MNPS Airspace
Operations Manual;

(b) Equipment installation and procedures;

(c) Assurance that equipment redundancy satisfies Authority requirement; and

(d) Suitable use of equipment.

9.2 The CCAR requires that for MNPS operation the navigation equipment shall be
capable of continuously providing indications to the flight crew of track adherence.

9.3 For unrestricted operation in the MNPS airspace, the aircraft shall be required to carry
the following equipment:

(a) Two fully serviceable Long Range Navigation Systems (LRNSs) one of which
may be the following:

(1) One Inertial Navigation System (INS);

(2) One Global Navigation Satellite System (GNSS); or

(3) One navigation system using inputs from Inertial Reference System(s)
(IRS) or other sensor complying with MNPS requirement.

(b) Each LRNS must be capable of providing a continuous indication to the flight
crew of aircraft position relative to the desired track.

9.4 For NAT RVSM requirement, both the operator and the aeroplane must be approved
by the Authority for RVSM operation.

9.5 The operator's MNPS operations policy/procedures must be consistent with the
following ICAO documents:

(a) NAT DOC 001 - Guidance and Information Material Concerning Air Navigation
in the North Atlantic.

(b) NAT MNPS Manual- Edition 2009

10 APPLICATION FOR MNPS OPERATIONAL APPROVAL.

10.1 Before making enquiry about MNPS operational approval application, an operator
shall ensure that:

(a) Both the operator and aeroplane are authorized for RVSM operations by the
Authority; and

(b) The aircraft navigation equipment complies with ICAO NAT DOC 001 .

10.2 The standard 5-step application process compns1ng, pre-application meeting, formal
submission of allocation package, evaluation/assessment of documents, proving
flight/validation and final approval/rejection of application, applies .

10.3 The operator should notify and engage the Authority as early as possible of his MNPS
plan and subject to completeness and timeliness of the submission , the approval
process would require 30 working days to complete.

11 CONTINUOUS MONITORING.

11 .1 The operator shall continuously monitor and maintain the required level of
navigational performance.

11.2 The operator must conduct timely investigation of any gross navigational error greater
than 25 NM, to identify the cause of the error and the action to be taken to prevent re-
ocurrence of such error.

11 .3 A report shall be made to the Authority within 72 hours of occrrence with initial results
of the investigation and the corrective action taken or to be taken.
