PROJECT REPORT
Despite the importance of parks and other recreational open spaces to health, many Pakistanis do
not have adequate access to parks and open space. This is particularly true in Pakistani cities, where
parkland is often inequitably distributed, putting certain populations at risk for health problems
associated with inactivity. In District Mardan, for example, more than a million people live there
without any recreational park in nearby area. Construction of parks/green ways decrease the
number of cars on the road, they reduce air pollution, greenhouse gas emissions, and the accidents
and stress that are by-products of not having physical activities.
Playground equipment helps toddlers' brains develop, the children conquer their fears of these
playground structures and gain success in mastering them. The sense of accomplish children gain
leads to self-confidence and an increase in self-esteem, as they learn about the world through motor
activities and sensory experiences, according to a report. It goes on to explain that brain
development in the first six years of life is especially important, and that the more children exercise
both their sensory and motor skills by using playground equipment, the more brain-neural
connections they create.
On successful completion of the project, the locals of the nearby area shall be provided the
opportunity of refreshment and recreation virtually, from which they were deprived due to financial
constraint in the province in the past periods. The construction park will secure government land
from encroachment and will generate its own capital and will not be burden on Government
treasury. The Park will be handed over to the Municipal Committee of L.G Department Khyber
Pakhtunkhwa for O & M purposes.
The Project was discussed in meeting of the Provincial Development Working Party (PDWP) on
Wednesday the 7th January 2015 wherein it was decided that Department should hire consultants
for proposal formulation & designing of Park. Accordingly this PC-II amounting to Rs.4.508
million has been framed to cover the probable cost of the consultancy services for proposal
formulation, Designing and Construction Supervision of the Scheme. The Consultants shall prepare

PC-I of the scheme in consultation with the Tourism department and the construction work of Park
shall be commenced after approval of PC-I by the competent forum.

3. Details of Survey/Feasibility Studies

(i) General Description

Currently there is no use of the land and it is feared that the land may be occupied by
the land mafia if not properly utilised. Therefore it was decided to plan a park
alongwith allied facilities not only to generate the revenue for the department but to
improve the scenic beauty of the area. The Consultant will complete the studies with
the following Tors/tasks:

A. GENERAL INSTRUCTIONS REGARDING SUBMISSION OF PROPOSALS

1. Two copies of technical proposal and one copy of Financial Proposals respectively for the
detail design and construction supervision are required to be submitted in proper book bind
form (ring & spring binding not acceptable). All pages should be numbered.
2. Technical and financial proposal should be in separate sealed envelope individually
indicating original or copy. The name of the project on each envelope and proposal is
essential.
3. Security deposit and taxes etc will be deducted as per the prevailing Govt: Rules.
4. The financial proposal will be valid for a period of 120 days after the last submission,
which is extendable on the expiry of this period through consent/ agreement.
5. The technical and financial proposal submitted by the consultants will be evaluated
respectively for the detail design and construction by applying agreed weightage of 70:30.
For Technical and Financial proposals respectively.
6. Any observations on the TOR should be brought in notice of the Client / Employer in
writing before the submission of the proposal. No objection will be entertained after the
submission of technical/financial proposal.
7. The Technical and Financial proposals will be opened in presence of bidding Consultants /
Firm or its representative (one person), who cares to be present on the indicated dates.
8. The contract will be governed by the laws and regulations of the Government of Khyber
Pakhtunkhwa.
9. Consultants shall be responsible for payment of all taxes in respect of personnel and assets
with no liability to the Client / Employer.
10. Any mis-statement, false information and condition provided in the financial proposal will
render the proposal as non responsive and shall make the firm liable to punitive action
including debarring from future participation in procurements in TMA Department Khyber
Pakhtunkhwa, or even recommendation for Blacklisting.
11. The Consultants shall quote the cost on lump sum basis with breakup and / or unit cost of
all components of studies, investigation, test including review of previous studies (if any)
and all relevant service studies and logistic required for the assignment.
12. The consultants shall supervise and verify the construction activities throughout the
execution of the work, according to the respective contract and provide necessary
certification to the effect that the respective portion of work has been carried out according
to the approved design parameters and specifications..

13. The consultants shall carry out and maintain the measurement of the Construction
activities, according to the contract agreement, design specification of the respective
component, for checking by executing agency
14. The consultants shall establish a close liaison with the executing agency and inform the
department, in advance, of any anticipated event, which may hamper the progress of the
work or may enhance the scope of work.
15. On the satisfactory performance of the services/part services, the payment to the
consultants shall be made as whole, part or prorate ratio basis as provided under mode of
payment of the contract agreement.

In case of incomplete assignment the payment will depend on the relevant merit of
conditions in the contract agreement.
16. Mode of payment will be governed by contract agreement.
17. The financial bids shall be framed individually for the respective service component for the
project i.e
1. Proposal Formulation & Detail Design
2. Construction supervision

B. CONDITIONS FOR CONSULTANCY SERVICE


1. The consultant shall establish Project Manager Office for the project at the site/ camp in
close vicinity of the respective project site or as directed by the employer representative of
employer/client.
2. All desk work for Proposal Formulation, Detail design and construction Supervision
shall be carried out in the Project Manager’s Office.
3. Consultant shall also attend meetings, visit sites and shall also make presentation if so
directed by the client/employer for consultative forums etc for which TA/DA, boarding,
lodging and claim for incidental charge etc, shall not be entertained.
4. The consultants except, without prior approval of Client / Employer shall not sublet the
Consultancy Services or any part thereof, to any other agency.
5. In case the consultants, without any sound reasons, failed to complete the whole / part of
assignment according to the agreed schedule; the consultants shall be charged at 1% of the
respective work order per day up to a maximum of 10% of consultancy cost or as deemed
appropriate and decided by the client
6. The Client / Employer reserve’s the right for any addition, alteration or amendment in the
TOR of the project.
7. The consultant’s key staff shall not be engaged on other works during implementation of
the work.
8. Originally signed CVs/ copies of the proposed personals indicating contact number and
postal address along with availability certificate/ personal for the project / component shall

annexed in the technical proposal. More over the CVs of proposed personals must be
clearly show general experience, relevant experience and projects undertaken by them.
9. In support of experience of the firm, the consultant shall furnish letter from the department
for award and completion documents for each completed consultancy claimed as
experience. More over consultancy cost of the project and share of the competing
consultant in case of JV must clearly be given in project Performa.

Absence of the above information may affect the evaluation of the Bid.
10. Any balance activity left incomplete by the consultants will be executed by the client on the
risk and cost of the consultant. The consultant while offering bid shall provide all the
details and break-up of cost and certify that the key personnel will be available full time for
the man-months indicated.
11. The employer reserves the rights to remove any key personnel or supporting staff without
giving any reasons and it would be binding on the Consultants / Firm to provide appropriate
replacement for the contract, subject to approval by the client.
12. Backup data of all design calculations shall be provided to the employer both in soft and
hard forms.
13. In case of joint venture, correspondence will only be made with the lead Firm and with
Project Manager, who will be responsible for all the obligations covered in the contract
agreement.
14. In case of joint venture, payment will be made in the name of Joint Venture or as agreed
between the Firm and Client in writing.
15. In case of default of the consultant in carrying out any activity within schedule time, the
employer shall be entitled to employ and pay other persons to carry out the same task. The
employer may deduct the expenditure accrued on such activity from the Consultants after
notification by the Engineer with the approval of the Client / Employer.
16. No activity shall be commenced without prior approval of the competent authority / client.
17. Agreement for the consultancy services for the respective stages of proposal formulation
detail design and constriction supervision, as the case may be, will be executed individually
or jointly for both stages, however suspension and physical execution of the respective
components of services may occur. The agreement of each stage will be effective from the
date of issue of letter of proceed to the consultant by the client.
18. The consultant shall assist the concerned field formation of the department during filed
visit.
19. All the accessories and furniture/fixtures and other items procured by the Consultants from
out of the project proceeds shall be handed over to the respective office of Department on
completion of the assignment.
20. Department shall provide office accommodation for the Consultants site office in the
House Mardan.

C. TERMS OF REFERENCE FOR PROPSOAL FORMULATION DETAIL DESIGN
AND CONSTRUCTION SUPERVISION (TOR’s)
(A) Proposal Formulation & Detailed Designing (Phase-I)

1. Review of proposal formulation & design of all project components (including allied
structures/components) and to submit proposal formulation and design report of the project
with close coordination with Tourism Corporation of Khyber Pakhtunkhwa.
2. Carry out Cross-sectional surveys at an interval of 100 ft of canal patrol road and required
components using TS/latest Levels and submit the plans/drawings (A3 size) and related
estimates both in soft and hard forms.
3. Prepare and submit draft proposal formulation & design report, specification, initial/final
tender drawings and tender documents. This data will be incorporated in the DRAFT PC-I.
4. Preparation of final and fair PC-I after incorporating the clients comments and its Revision
if the cost of the project over runs beyond approved cost or if there is changes in physical
scope of work.
5. Prepare and submit Tender drawings.
6. Periodic review of Tender drawings in accordance with latest site situation and
requirements as proposed consultants or client form time to time.
7. Submit progress reports, if required by the client.
(B) Construction Supervision (Phase-II)
1. Supervision of construction activities in the capacity of Engineer to ensure that the work
quality of all components (Road, drain, Conduits, Retaining walls etc) are satisfactorily
carried out according to the approved drawing, design, specification and required quality &
quantity. In case of any variation, a detail report duly supported with document shall be
submitted to the Client / Employer for the project, through the Engineer for final decision.

2. Coordinate between contractor and employer to implement the project in accordance with
the contract agreement.
3. Provide adequate technical assistance, consultation and advice to the Client / Employer in
matters that crop up during execution.
4. Recommend to the client the source of appropriate construction materials, for approval.
5. Participation and Coordination in progress review meeting convened at site and in Regional
or Divisional office or any other place as and when required.
6. Furnish “Detail cost estimate” and make periodic updating of the cost of project along with
reasons for increase/decrease of cost of individual items.
7. The consultants shall certify Interim Payment Certificates (IPC’s) and recommend it for
payment after detail verification of quantity and quality of work done at site (as per design
and specifications).
8. Carrying out quality tests (From approved material testing laboratory) for different
construction activities (concreting, compaction, Steel test, Asphaltic carpeting etc) and
early submission to the client/employer and keep an updated record of all testing results.

9. Collection of the cheques for the approved IPC’s from the clients office and its further
delivery to the Contractor within (05) five days of sanction of payment for the IPC.
10. The consultants shall submit indemnity bond to the effect that the firm will be responsible
for any defect in design or quality of work supervised by the firm. The period of indemnity
bond will be defined in the respective contract agreement.
11. Provide adequate consultation and advice to the employer on contractual issues /
corrigendum.
12. Initiation and issuance of variation order for approval of the employer.
(C ) REPORTING AND DOCUMENTATION (PHASE-I)

i. Preparation and submission of Draft PC I (5 copies) or in required number as directed by


the client after incorporating the comments of client, the consultant will submit fair/final
PC-I in required No.
ii. Preparation and submission of draft/final tender drawings, Daft/final specifications and
Tender Documents (05 copies) or in required number as directed by the client.
(D) REPORTING & DOCUMENTATION (PHASE-II)
i. Preparation of Detail estimate for Technical Sanction (5 copies).
ii. Preparation of regular monthly progress report (5 copies).
iii. Preparation of variation order for approval by the client.
iv. Preparation of draft/final revised PC-I Proforma in required numbers as directed by the
client (in case of revision of the PC-I)
v. Submission of certified IPC prepared by the Contractors for approval and payment by the
client.
vi. Preparation and submission of as built drawings after satisfactory completion of respective
components.
vii. Collection of the cheques for the approved IPC’s from the client’s office and its further
delivery to the Contractor at the earliest.

Cost of Phase-II will be incorporated in the PC-I of Project

4 Expected outcome of the feasibility study and details of Projects likely to be submitted
after the feasibility study.
