Voice Over: The term was derived from the name of the 7th century thalassocratic empire of
Srivijaya in Sumatra. In Sanskrit, sri means “fortunate”, “prosperous”, or “happy”
while Vijaya means “victorious” or “excellent”.

Male Host: In behalf of the entire COA Regional Office No. VII administration, we welcome
you all to Cebu and in this year’s Visayas Inter-Regional Cultural Competition
2018!
Female Host: Tonight’s festive activities, Adonis, actually serve as one of the highlights of the
National Women’s Month which we are celebrating this March and the 119th
Anniversary of the Commission on Audit in May 2018. Our theme in this year’s
Women’s Month celebration is “We make change work for Women”.

Male Host: That’s correct, Red. This was made possible through the efforts of, and we would
like to acknowledge them now, firstly – Assistant Commissioner Lourdes M.
Castillo, Chair of the Technical Working Group, COA GAD Focal Point System.
Female Host: We also thank the Central Office Choir Committee for handling the Choir
Competition and Assistant Commissioner Rizalina Q. Mutia, Chair of the
Cultural Dance Competition.
Male Host: Of course, all of these could not have been possible without the approval of our
COA Chairperson, the Hon. Michael G. Aguinaldo, who is here with us tonight
despite his very hectic schedule. Thank you so much for coming, Sir.
Female Host: Our audience seem to be very silent. Are you, so far, having a good time there?!

Male Host: A lawyer for thirty-one years, a serial innovator, and man of sterling

Female Host: He is a lawyer with extensive legal, governance and administration expertise
acquired from 25 years of professional work as private law practitioner,

7:33 PM – Rules, Criteria and Judges for the Choir Competition

Male Host: Sa maka-usa pa, daghang salamat, Chairman Aguinaldo for coming over and inspiring
our participating players and performers. So, Red, let us now proceed with the
competition proper.
Female Host: And we start with the Choir Competition.
Here are the guidelines:
1. The competing choral groups from each Regional Office must sing two (2)
choral pieces: (1) one freely chosen piece extolling one or more of the core
values upheld by the Commission, namely God-centeredness, patriotism,
excellence, integrity, professionalism, courtesy, modesty, humility, and

 reverence for truth and the rule of law; and (2) compulsory piece chosen by
the respective group competition organizers.

2. Each group shall be allotted a maximum of ten (10) minutes for their
performance. Excess time shall be penalized as follows: less than one minute
– deduction of 1 point, one to two minutes – deduction of 2 points and if more
than 2 minutes, a deduction of 3 minutes.

3. The decision of judges is final.

4. Winner of tonight’s Choir Competition gets the singular honor of

representing the Visayas in the National Competition. In default thereof, the
first runner-up will be sent.

Male Host: The criteria for judging are as follows:

1. Technique, which includes intonation, rhythm, dynamics, harmony and

diction – 40 points;

2. Artistry and Musicality, covering the interpretation and style, artistic

expression, tonal quality of the ensemble, balance, and blending – 30 points;

3. Difficulty of piece, which is subject to judge’s discretion – 20 points; and

4. Over-all performance and deportment, judged in accordance with the costume,

choreography, stage discipline, and audience impact – 10 points.

For a total of a hundred points.

Female Host: Taking on the very difficult task of determining tonight’s winning group, please
welcome – the distinguished members of the panel of the board of judges.
Our first judge graduated with a degree of Bachelor of Music major in Music
Education from the Colegio de la Imaculada College of Music in Cebu City. He
was an academic scholar of the Salvador and Pilar Sala Foundation and finished
a special course on Techniques in Choral Pedagogy and Conducting at the
Asian Institute for Liturgy and Music (AILM), Quezon City. He has won
several local and international citations for his love of music, and performed
memorable international concerts. He is the composer of songs “Tatay Pauli Na”
and “Pagdayeg”, sang by the San Miguel Choir and a Wealth Bank song. He is
affiliated as a Flutist of the Cebu Youth Symphony Orchestra and an Honorary
Member of the Ateneo Glee Club from 2003 to 2005. Friends, please welcome
Maestro Dennis Gregory A. Sugarol!
Male Host: Our next judge is a renowned composer, musical director, conductor, musical
arranger and instructor. He graduated from the University of the Philippines’

 College of Music, with a degree major in conducting and composition. Ladies
and gentlemen, a warm round of applause for the proud Bulakenyong Cebuano,
Maestro Roberto “Obette” del Rosario!
Female Host: Our third and final judge is a singer, composer, and musical arranger. He is a
former Manager of BMG Records and former Cebu City consultant for Music,
Culture, and the Arts. A warm round of applause for Maestro Elvis Somosot!

introductory words per group presentation. May we remind everybody not to

Male Host: Thank you. The Choir Competition was very tight. It was evident, Red, that all
the groups gave their best.
Female Host: I agree, Adonis. But more than the competition, it is the beautiful music they
shared tonight that fascinates me the most. It was like angels have come down
from heaven and hearing them sing perfect melodies.
Male Host: But that is not what is everything for tonight, Red. Wait till you see the festival
dances, many of which have been making raves both locally and internationally
– such as in the Aliwan Festival held every year in Manila.
Female Host: Yes, I heard that for the past weeks, our selected auditors have been multi-
tasking – finalizing audit reports which are due last and/or this month while
preparing for tonight’s dance competition.
Male Host: Bilib gyud ko nila Red. By the way, you are stunning tonight with that gown. You
are lovely.
Female Host: Thank you, Adonis. I know nga magpa-gwapo man sad ka tonight so I prepared.
Haha!
Male Host: Gwapo lagi but I looked so small with your height and heels.

Female Host: Never mind ui. Women empowerment na man gud ta karun. And height, like age,
doesn’t matter anymore. Hehe!
Male Host: Ahh, whatever. Haha! Anyways, let us now move on with the Festival Dance
competition. This aims to showcase regional culture usually expressed in a
festival dance done in honor of a Patron Saint or in thanksgiving for a bountiful
harvest. This contest, like the choir, is also part of COA’s observance of the
National Women’s Month and shall incorporate gender and development
perspectives.
Here are the specific guidelines:
1. Each competing group shall be given five (5) minutes for their presentation.
The 5 minute-period begins as soon as the participants of a contingent are
properly set up in front of the judging stage and ends as soon as they leave
the judging area.

2. Excess time shall warrant a deduction from the score based on the following:

Excess time of 5 seconds – deduction of 1 point

10 seconds – 2 points
15 seconds – 3 points
20 seconds – 4 points
25 seconds – 5 points
and more

3. The use of live musical instruments is highly encouraged and may be used to
add to the festive mood. However, if music is canned, a CD shall be

 submitted to the organizing committee two (2) days before actual
presentation, which is tonight.

4. The costume shall be appropriate to the chosen presentation.

5. No high lifting or rough acrobatic movements are allowed to avoid accidents.

6. Use of props will be allowed as long as it will not cause delay in the program
and those that may harm the performance of other groups. Props such as oil,
confetti, fire, water, flammable materials, broken glass, sharp objects, live
animals as sacrifices, children, and the like are prohibited. A 5-point
deduction shall be imposed against those violating these rules.

7. The decision of the Board of Judges shall be final and irrevocable.

Female Host: The criteria for judging are as follows:

1. Theme/Concept, which includes thematic interpretation, relevance to

gender perspective, and true representation of regional culture and tradition,
including music – 35%;

2. Choreography, covering the creativity/artistry of movement patterns,

formation – 20%;

3. Performance, specifically the execution, skills and mastery coordination,

synchronicity and precision, energy, stage projection, grace and poise – 20%

4. Costume, to be evaluated in accordance with the color combination, design,

style, and appropriate use – 15%

5. Props, as to artistry-design, effective use, and relevance to performance and

concept – 10%

For a total of a hundred points.

Male Host: Now that we know the guidelines and criteria for determining tonight’s winner,
it’s time to get to know our distinguished members of the judging panel.
Our first judge is a multi-awarded choreographer, having won in many festival
competitions such as the Sinulog here in Cebu, the Pintados Kasadyaan in Leyte, and
the Aliwan Festival in Manila. He is also the Executive Commissioner for the
National Commission for Culture and the Arts Committee on Dance. Ladies and
gentlemen, Visayas’ pride – Victor Hao Cuenco!
Female Host: Our next judge is a licensed Civil Engineer. He is an Ambassador of Goodwill
to various international dance festivals, a fashion and dance
director/choreographer who has done shows here and abroad, an artistic and stage
director for cultural events of the APEC and ASEAN Ministerial meetings,

 recipient of the Most Outstanding Individual for Culture and the Arts by the Cebu
City Government, a Perlas and Garbo sa Sugbo Awardee, Artistic Director of the
Cebu Province Delegation during the 2018 Winter Olympic Games in Pyeong
Chang, South Korea, and an Executive Council Member of the National
Committee on Dance of the National Commission for Culture and the Arts.

Primor, Jr.!
Male Host: Our third and final judge is a well-known Cebuano, an art collector, renowned
choreographer and heritage icon. He has under his belt numerous
championship crowns and is a hall of famer in the Sinulog Festival. Ladies and
gentlemen, please welcome with a thunderous applause, Mr. Val San Diego!
