Explanation of the Japanese recession

The Nikkei index fell by more than 60% - after a peak of 40,000 points at the end of
1989 to a mark below 15,000 in 1992. Somewhere in the mid-1990s, it experienced
a brief rise in the hope that the economy should recover soon, but as the outlook for
the economy continued to worsen, stock prices once again declined. By March 2001,
the Nikkei index fell below 12,000 points. Property prices during the recession also
fell sharply - from 1991 to 1998, the recession was 80% [ Herbener , 1999].
During the 1990s, GDP also stagnated, which, after 428,826 billion yen in 1990,
increased only to 469,480 billion in 2000. 002 Since 1998, growth has consistently
been negative. The unemployment rate increased from 2.1% in 1991 to 4.7% by
the end of 2001. Despite the fact that the unemployment rate may not seem high
by international standards, its increase to 4.7% for Japan is very significant,
considering such a cultural and historical precedent as lifelong employment, as well
as the fact that in the 1980s this figure did not fall below 2.8%. The official
percentage of the unemployed is underestimated, as the Japanese government
offers "subsidies for improving the level of employment" to those companies that
hold nominal employees ("window sitters") [ Herbener, 1999].

In the Keynesian theory, prices are "rigid", i.e. are inflexible to a decrease, and
therefore they are not adjusted sufficiently quickly to restore equilibrium. Although
the economy can eventually return to a state of equilibrium, achieving equilibrium is
not inevitable. Even if the price adjustment eventually restores the balance, the
Keynesians are convinced that this process takes too much time. According to the
Keynesian theory, in order to get out of the recession, the government needs to
implement an active budget policy by reducing taxes and increasing costs, thereby
increasing aggregate demand and offsetting the reduction in investment.
Keynesians, as a rule, prefer increasing public spending. Many elements of the
Japanese government's policy correspond to the recommendations of the
Keynesians,
