Summary

This feature introduces support for moving data active user with a LTE capable device to fast return to
LTE. It also supports fast return to LTE for devices that has done a Circuit switched fallback from LTE
to WCDMA when the CS call is finished.

Benefits

This feature will assure that the UMTS/LTE dual-mode devices are moved to LTE when there is LTE
coverage. Mobility is thus assured also for very active devices that do not enter URA or Idle mode. It
also includes an optional mechanism that will return the device to LTE after a CS Fallback.

Description

This feature is a RAN controlled mobility feature that enables mobility for the WCDMA/LTE dual-mode
devices from WCDMA to LTE. The feature moves devices to LTE when there is LTE coverage.

For devices that are very active, and seldom enter states where cell reselection is specified, this
feature is a complement to the 'LTE Cell reselection' feature.

Release with redirect to LTE is applicable in connected mode and will assure mobility also for devices
that do not support Packet switched handover. Moreover the feature does not require device support
for LTE measurements in active mode.

The mobility order sent to the device is a redirection order that convey one, or a number of, LTE
frequencies, that are configurable by the operator. When the device receives this order it searches for
a cell on any of the conveyed frequencies. When a suitable cell is found the device establishes a
connection to LTE by sending Tracking Area Update to the LTE eNodeB.
The triggering points, i.e. the points in time when the mobility order is sent to the device, are
configurable by the operator. Preferably the redirection is ordered in points in time when PS data
activity is low. This is in order to optimize end user performance.

This feature also include options to redirect the device back to LTE as soon as a CS speech has
ended, in case the device has established the call in UTRAN due to a CS Fallback (CSFB) mobility. In
case no redirection is wanted in a particular WCDMA Cell, it is possible to disable the mechanisms
completely in that cell.

Parameters

The following parameter is provided to allow the operator to influence the feature:

• 'releaseRedirect' cell parameter that defines if a device shall be redirected at RRC


Connection Release.

• 'releaseRedirectEutraTriggers' cell parameter that defines the trigger points where a UE shall
be redirected to LTE in case the feature ReleaseRedirect is enabled.

• 'RWR after CSFB' RNC parameter that turns on/off fast return to LTE mechanism.
