Title : Reaction Paper on President Benigno Aquino’s


State of the Nation Address (SONA) on July 26, 2010

Subject : Political Science I

The first State of the Nation Address (SONA) of President Benigno Aquino III after his election was
delivered at the joint session of the Congress of the Philippines on July 26, 2010.

The SONA can be summarized into two basic ideas. The first part spells out the sins, incompetence and
anomalies of the Arroyo administration and the second part includes the programs he’s planning to do
with his administration in order to wipe out corruption and alleviate poverty including solutions to
extrajudicial killings in the country.

At the end, he said that our situation is so much differ to what it was before, that now, we can hope for
the best, and he call on everyone and encouraged to never stop dreaming and become one in achieving
success for our country..

I agree that every citizen should contribute in their own little way to make this country a
progressive and prosperous nation despite the fact that the previous government failed in its
own role in solving the problems that prevents the nation from going towards the right
direction.

What I wrote here is my own view as a student and I am presenting it as simple as possible with
the use of a scale in order to demonstrate my reactions clearly.

Criticisms about the Past A dministration

The SONA of president was more on criticism on the past administration. It’s good that he opened the
eyes of the Filipino people regarding the anomalies that are pending because not yet proven. But if he
enumerated more on his plans for our beloved country and did not focus only to pure criticism, then its
better. Let’s see how could he eradicate corruptions and how could he improve the lives of the Filipinos.
P-Noy:
Sa bawat sandali po ng pamamahala ay nahaharap tayo sa isang sangandaan.

Sa isang banda po ay ang pagpili para sa ikabubuti ng taumbayan. Ang pagtanaw sa interes ng
nakakarami; ang pagkapit sa prinsipyo; at ang pagiging tapat sa sinumpaan nating tungkulin bilang
lingkod-bayan. Ito po ang tuwid na daan.

Sa kabilang banda ay ang pag-una sa pansariling interes. Ang pagpapaalipin sa pulitikal na


konsiderasyon, at pagsasakripisyo ng kapakanan ng taumbayan. Ito po ang baluktot na daan.

My scale:
Just the same with what he said in his advertisements during the election campaign period. And this was
the reason why I, myself, voted for him, because I believe in him, in the path he want us to walk on, the
way towards the success he promised us to have.

P-Noy:
Matagal pong naligaw ang pamahalaan sa daang baluktot. Araw-araw po, lalong lumilinaw sa akin ang
lawak ng problemang ating namana. Damang-dama ko ang bigat ng aking responsibilidad.

My scale:
The President should not expect his people to be walking in the park or mall.

Our Economical problems cannot be solved with blaming other’s fault. A glass, once broken, cannot be
fixed and be whole again. And as his cabinet secretary said, let’s look forward and plan for the future.
Use the previous mistakes as our guide towards success.

P-Noy:
Sa unang tatlong linggo ng aming panunungkulan, marami po kaming natuklasan. Nais ko pong ipahayag
sa inyo ang iilan lamang sa mga namana nating suliranin at ang ginagawa naming hakbang para lutasin
ang mga ito.

Sulyap lamang po ito; hindi pa ito ang lahat ng problemang haharapin natin. Inilihim at sadyang iniligaw
ang sambayanan sa totoong kalagayan ng ating bansa.

My scale:
Yes it’s helpful to know where such problems came from, where it started and to whom should it be
blamed about and it is our right to know what’s happening in the country, but, didn’t he realize that it
was just a waste of time? Enumerations of those are so redundant. Had he punished all who committed
corruption in the country? Does he want us to just rely on the past? How about planning for our future?
P-Noy:
Sa unang anim na buwan ng taon, mas malaki ang ginastos ng gobyerno kaysa sa pumasok na kita.
Lalong lumaki ang deficit natin, na umakyat na sa 196.7 billion pesos. Sa target na kuleksyon, kinapos
tayo ng 23.8 billion pesos; ang tinataya namang gastos, nalagpasan natin ng 45.1 billion pesos.

Ang budget po sa 2010 ay 1.54 trillion pesos. Halos isang porsyento na lang po ng kabuuang budget ang
natitira para sa bawat buwan. Saan naman po dinala ang pera?

My scale:
These have been hammered to us by the media over and over again. Some people would think that
there is something wrong with the budget because of the budget overruns and deficits.

If they think money was diverted to other appropriations, then an investigation should be conducted
and corrupt officials should be brought to the court. And accusations should be supported by
documents. In this manner both sides are given their day in court.

P-Noy:
Iniimbestigahan na natin ang lahat nang ito. Kung mayroon pa silang kahit kaunting hiya na natitira –
sana kusa na lang silang magbitiw sa puwesto.

My scale:
He said that there were already investigations conducted regarding these issue. But we should not
expect them to resign just because of hiya. There were so many haughty people especially those who
are in power of the government. We must evaluate their performances and kick them out if they do not
deliver well or does not fit the standards for that specific position.

I think it is the best time for our country to have laws regarding the prohibition of family-dynasties in
government positions. These should be strictly prohibited. Everyone has the equal right to serve our
countrymen. And this should not start tomorrow nor next week or next year, but, today.

P-Noy:
Noong 2007: 589,000 metric tons ang pagkukulang ng supply sa Pilipinas. Ang binili nila, 1.827 million
metric tons. Kahit ulitin mo pa ng mahigit tatlong beses ang pagkukulang, sobra na naman ang binili nila.

Ang masakit nito, dahil sobra-sobra ang binibili nila taun-taon, nabubulok lang pala sa mga kamalig ang
bigas, kagaya ng nangyari noong 2008.
Hindi po ba krimen ito, na hinahayaan nilang mabulok ang bigas, sa kabila ng apat na milyong Pilipinong
hindi kumakain ng tatlong beses sa isang araw?

My scale:
Then so, what are his plans for these sacks of rice?

If it can’t be eaten by humans then I think, it should be distributed to those farmers, chickens, pigs and
animal raiser. Let it be sold at a small price so that they can still afford it. It must not be thrown as
garbage because we can still get money out of it and at the same time help our countrymen in their
small businesses.

We might lose millions and billions of money but at least we helped and learned a lesson from it. As a
President knowing all these failures, he must do the best in his administration to avoid these mistakes.

Plans and Programs of his Administration

P-Noy:
Singkuwenta porsyento po ng mga insidente ng extralegal killings ang patungo na sa kanilang
resolusyon.

Ang natitira pong kalahati ay hindi natin tatantanan ang pag-usig hanggang makamit ang katarungan.

Pananagutin natin ang mga mamamatay-tao. Pananagutin din natin ang mga corrupt sa gobyerno.

My scale:
It’s good to hear that his administration is now under process of knowing the persons behind judicial
killings and the plans of the punishment for these people.

It gives me reasons to hope and have faith on the government again. His words are so encouraging that
tend me to vision out a better and peaceful country.

P-Noy:
Maipapatayo na po ang imprastrukturang kailangan natin para palaguin ang turismo.

My scale:
It’s great. Having more tourist and foreign visitors would give us much income for the country.
P-Noy
Sa agrikultura, makapagtatayo na tayo ng mga grains terminals, refrigeration facilities, maayos na road
networks at post-harvest facilities.

Kung maisasaayos natin ang ating food supply chain sa tulong ng pribadong sektor, sa halip na mag-
angkat tayo ay maari na sana tayong mangarap na mag-supply sa pandaigdigang merkado.

My scale:
“Kung” --- sounds to be a word of doubt. “Isasaayos natin ang ating.....” would sound more better
because there is a tone of assurance within it. He must also promote positivity to his people.

If we think we can do a thing, if we just believe in one another, then we really can do it.

P-Noy:
Magkakapondo na po para maipatupad ang mga plano natin sa edukasyon. Mapapalawak natin ang
basic education cycle mula sa napakaikling sampung taon tungo sa global standard na labindalawang
taon.

Madadagdagan natin ang mga classroom.

My scale:
I like this quotation much. Not just because of having the heart of a future teacher, but because it gives
us hope in having better education for the young. It’s good to know that he values the young and
education. Not all leaders focus on this. Most would just sit and pay the military for their own personal
interest.

May the government provide school materials such the books and chairs.

May he also provide preventions for calamities of floods and many other climate hazards. Because it is
true, prevention is much better that cure.

P-Noy:
Ngayon pa lang, kumikilos na si Secretary Dinky Soliman at ang DSWD upang ipatupad ang National
Household Targetting System, na magtutukoy sa mga pamilyang higit na nagangailangan ng tulong.

Tinatayang siyam na bilyon ang kailangan para mabigyan ng PhilHealth ang limang milyong
pinakamaralitang pamilyang Pilipino.
My scale:
Helping is good, yes. It is in the heart of every Filipino to be helpful, but, let’s not spoil them. These
people may tend to become lazy and would just sit-pretty and wait for the food and help that the
government will give them. May the help of the government be not given through envelopes of money.

Job provision is the best. Like on what Ex-Vice Governor of Palawan, Ponce de Leon said “Wag natin sila
sanayin sa hingi. Trabaho ang kailangan ng bawat isa para hindi mamuhay ng tamad.”

Job is better because it requires each person to be productive not just to earn money for their basic
needs but also to strive hard, to earn well, have a happy family --- a happy country.

P-Noy:
Nagpakitang-gilas na po ang gabinete sa pagtukoy ng ating mga problema at sa paglulunsad ng mga
solusyon sa loob lamang ng tatlong linggo.

Nang bagyo pong Basyang, ang sabi sa atin ng mga may prangkisa sa kuryente, apat na araw na walang
kuryente. Dahil sa mabilis na pagkilos ni Secretary Rene Almendras at ng Department of Energy, naibalik
ang kuryente sa halos lahat sa loob lamang ng beinte-kwatro oras.

Ito pong sinasabing kakulangan sa tubig sa Metro Manila, kinilusan agad ni Secretary Rogelio Singson at
ng DPWH. Hindi na siya naghintay ng utos, kaya nabawasan ang perwisyo.

My scale:
I like this quote a lot. It’s good to hear that he really consider the works of his cabinet. That he
recognizes them all. I believe that this recognition don’t just give them fame but also urges them to do
their best again next time.

Like for teachers, if they recognize their students’ abilities, surely their student will become more active
and progressive at school. President Aquino is truly a wise guy. I’m sure his parent in heaven were so
much proud of him.

P-Noy:
Tungkol sa situwasyon sa Mindanao: Hindi po nagbabago ang ating pananaw. Mararating lamang ang
kapayapaan at katahimikan kung mag-uusap ang lahat ng apektado: Moro, Lumad, at Kristiyano.
Inatasan na natin si Dean Marvic Leonen na mangasiwa sa ginagawa nating pakikipag-usap sa MILF.
My scale:
Mindanao issues, I think, will not stop, if and only if the Government hears what their people truly
needs. Job and equality, this is what they are wishing and hoping for. They long for a fair government
wherein they can be themselves, do things freely and not having selfish leaders.

Their family feud would stop if they realize their worth in the country. I believe, “kulang lang sila sa
pansin”. And that is something that our President must realize and work about.

P-Noy:
Akin pong paniwala na Diyos at taumbayan ang nagdala sa ating kinalalagyan ngayon. Habang nakatutok
tayo sa kapakanan ng ating kapwa, bendisyon at patnubay ay tiyak na maaasahan natin sa Poong
Maykapal. At kapag nanalig tayo na ang kasangga natin ay ang Diyos, mayroon ba tayong hindi
kakayanin?

My scale:
Other says that prayers are not enough to solve a very huge problem. But it]s a fail. Everything we have
today comes from God, He has the reasons for these, thus He has the control and power over all these.

God is just like our mother. Our mother would not dare to give us a pale of water if she knows we can’t
carry it. And God, as our creator and saviour, will not give us these problems if He knows that we cannot
carry it. Let’s just believe in Him.

Conclusion:

I find the SONA wanting from other elements to make it a blueprint for our future. Other economic
indicators such as the GDP growth, the balance of payment surplus where the past administration will
score high were intentionally omitted.

I believe therefore that this SONA is a mere list of gripes and dreams and hopes. So help us God.
