Officially Ciudad de los Santos Reyes del Valle de Upar or Cacique Upar Valley, it
is a Colombian city, capital of the department of Cesar. It is composed of 25
districts and 102 villages. Located northeast of the Colombian Caribbean Coast to
Guatapurí River bank, in the river valley Cesar Formed by the Sierra Nevada de
