RATIONAL:
The Center For Leadership Communication Ad Governance, Inc. (CLCGI) is an
organization that provides continuing learning through capacity-enhancement programs
in the area of leadership communicating in relation to government. It also develops
software for e-governance ad e-learning of public administration concepts. The Isabela
State University (ISU) as institution of higher learning, plays a vital role in
strengthening potential to make significant contribution to local development by
providing capacity building education and training.

PROGRAM DESIGN:
He proposed program will be conducted in seminar-type of classes to be delivered by
faculty experts from ISU and guests lecturers. Faculty experts will provide the theories,
while guest lecturers will take charge of the practices. This is part of academic redirection
and adoption of innovative approaches to keep up with the development, trends ad
demands in society.

This customized degree may be earned in 12-15 months. Schedule of classes will be
conducted once a month (Saturday-Sunday) with a face to face seminar-type
intervention.

This will be supplemented by various forms of activates that are included in the list of
requirements for passing a course such as research paper, workshops, assignments, etc.

ADMISSION:
The same admission policy of the University will be applied for target participates.
Quantified students will need to attend the orientation program to be conducted by the
CLCGI.

INSTITUTIONAL ARRAGEMENT:
This institutional arrangement will be based on the collaborative efforts of the different
sectors, the Center for Leadership, Communication and Governance, Inc. (CLCGI), the
Isabela State University, and the Local Government.

POOL OF EXPERTS:
Faculty experts are highly capable of teaching the proposed program, to wit:
 Dr. Joan Tomas Carinuga has a Bachelor’s degree in Public Administration, a
Master’s Degree in Management major in Public Management from Isabela State
University, and doctorate degree in Public Administration at the University of the
 Philippines – National College of Public Administration and Governance in
Diliman, Quezon City.
 Dr. Robinson M. Perez obtained his Bachelor of Science in Agribusiness degree
from Central Luzon State University (CLSU), his Master’s degree in Management
major in Agricultural Studies from the University of the Philippines, Los Baños
(UPLB) as a PCARRD Scholar, and his doctorate degree in Public Administration
from the Polytechnic University of the Philippines (PUP) as a Ford Foundation
and ISU local scholarship fund scholar. He is a licensed Agricultural Extension
Officer.
 Dr, Juanito P. Rosini finished his Bachelor’s degree in Agricultural Engineering
at ISU Echague, obtained his Master in Management major in Public
Management with the UP-CPA-ISU Consortium in 1985 and his Ph.D. in
Institutional Development and Management at ISU in 1999
