Be advised - the following is not legal advice.

Write a Notice of Conditional Acceptance to your local Section 151 Officer promising to pay on receipt of
a lawful contract, a proper bill, and a full statement of accounting as to every penny that has been
contributed from your address.

Also, mention that, where you habituate, there are no persons or voters as per the Representation of
the People Act, 1983 Section 202, "General provisions as to interpretation", and the Interpretation Act,
1978.

"The inclusion of one is the exclusion of all others."

A lawful contract will include;

a) Full disclosure - nothing added or removed at a later date; and,

b) Consideration - all parties get what they require from the contract; and,

c) Lawful terms and conditions; and,

d) the wet signatures of all contracting parties (not Agents)

A proper bill, as described in the Bills of Exchange Act, will include the wet signature and Common Seal
of your local council.

Be aware that a Council Tax Bill should be written in one (1) language, descriptive English, and should
not contain any other languages (American Sign Language (expressed in FULL CAPITAL LETTERS), Latin,
etc).

The inclusion of multiple languages is unlawful.

You might want to mention that, if you accept an order, you will be obliged to send them [the man or
woman (not 'person') who is the Section 151 Officer] a bill.

If you promise to pay in this manner, you are not creating conflict.
