This was due to the potential perceived conflict of interest given the contractual links that the Council has with the parties to the complaint.” MINISTRY OF HEALTH “The Ministry did not sign the formal complaint as it considered that there was not sufficient evidence that the billboard advertisement breached the ASA Children and Young People/s Advertising Code.
