Memorandum

To: Occupants of the Grant Sawyer Building in Las Vegas

From: Patrick Cates, Director, Department of Administration

Date: April 13, 2018

Subject: Grant Sawyer Building – Indoor Air Quality Investigation Update

On behalf of the Department of Administration’s Risk Management and State Public Works
divisions, I accept the report and its findings from Dr. James Craner. I have had an opportunity to discuss
the report with Dr. Craner and our state team to ensure we understand the findings and are developing a
detailed action plan in response to those findings.

We are currently implementing the recommendation to replace the Heating, Ventilation and Air
Conditioning (HVAC) valves throughout the building. That work is in progress as part of the HVAC CIP
work. It is anticipated to be complete by May 5. Fixing the valves should eliminate the potential source of
atypical molds discussed in the report.

After the valves are replaced, we will deep clean all carpets and porous surfaces with hot water
extraction and drying methods to remove any mold contaminants from the settled dust. We anticipate this
to be done over a series of weekends to minimize impact to building occupants. Specifics of that plan are
under development, but we anticipate completion in July.

Follow up mold testing will be done approximately four months after the deep cleaning to look for
measurable changes in mold levels. If the tests continue to show atypical molds, we will continue with
further investigations and remediation measures until these concerns are resolved.

Additional updates will continue to be provided to the occupant agencies as this work progresses.
I thank the doctor for his work in providing the state valuable information for us to act on. In addition, I
wish to thank all the building occupants for their patience as we work through these issues. Please know
this is a high priority for this administration and we are doing everything we can to ensure a safe and
comfortable environment for the occupants and visitors of the Grant Sawyer building.
