1. EXECUTIVE SUMMARY
1.1 BACKGROUND
Recent Inspection on Tank T-970 showed that significant Edge Settlement occurred on several locations
around the tank. The inspection was performed on February 2014. This inspection was conducted as per
API 653 [1] B.2.3 and evaluated as per API 653 [1] B.3.4. The Edge Settlement survey performed was
basically a “relative” reading, i.e. each surveyed location is surveyed and evaluated individually and not
related to the elevation of other survey locations. The results showed that at all surveyed locations, no
Edge Settlement exceeded Bew. However, Edge Settlement at some locations exceeded 75%·Bew and thus
some follow-up NDT must be carried out.
The follow-up NDT (visual and crack detection using Phased Eddy Current) showed that deterioration
noticed.
Report [A] Section 19.13 gave two options of rectification, one of them is to perform Stress Analysis with
Level Monitoring. To perform monitoring properly, it is necessary to have a baseline measurement (with
“absolute” level measurement, i.e. to perform elevation survey toward a fixed benchmark).
TEPI arranged the “baseline” measurement for 2 different groups of 25 locations where significant Edge
Settlement observed. These locations were then evaluated as per API 653 [1] B.3.4 in this Report.
Edge Settlement evaluation per API 653 [1] B.3.4 is a graphical procedure. It requires intensive graphic
lookup values and thus subject to certain parallax accuracy. In other side, the “original” floor profile is also
not clearly defined and thus, for evaluation purpose, floor slopes are estimated graphically by drawing
straight line that best fit the floor slope and actual Edge Settlement was taken from the chart, estimated to
nearest round figure.
In this report, an effort to correlate the (February 2014) Edge Settlement Survey with current June 2014
Edge Settlement Survey was carried out.
This is not intended to be an exact correlation because the former Surveys were “relative” readings. When
reviewing both data, it is important to bear in mind that they are comparable in Edge Settlement
magnitude and floor profile only, not in their “absolute” elevation. In other word, there is no conclusion
whether the Edge Settlement has increased or decreased since last inspection.
Edge Settlement Survey Group 1 (from CL1 to CL9) Data of June 2014, when plotted against February 2014
Data with lowest point (at Shell) taken as zero, coincides almost perfectly.

Edge Settlement Survey Group 2 (from CL10 to CL25) Data of June 2014, similar in shape but varies in
magnitude. The most significant difference is at CL-15, i.e. survey location between Annular A16 and A17.
Out of those thirteen (13) data, three (3) points, i.e. CL-15, CL-16 and CL-18 slightly exceed Bew. See Table
5.3-1, Table 5.5-1, and Image 5.5-1 for details.
Detailed rectification recommendation has been given in Report [A], Section 19.13 and Attachment E.

3. SCOPE
Following are the scope of this report:
Occasionally, where the “original” floor profile is not flat and/or cannot be readily determined, or when the
radius of settled area is too long to be covered by Carpenter’s Level, then survey utilizing optical instrument
is performed instead.
In T-970, the original floor profile was cone up (sloping toward Shell) and the radius of settled area cannot
be readily detected visually. Thus, the Edge Settlement Survey was carried out utilizing Advanced Method,
as described in Section 4.2 below.

5.4 CHARTS
Results of Edge Settlement Surveys are plotted as individual charts. These charts are plotted with y-axis as
elevation relative to the lowest point, which is displayed as zero. For each Survey Location, charts from
both February 2014 and June 2014 are superimposed to show the shape of floor profile only. They cannot
be exactly compare to each other as the y-axis is a relative values.
For each Survey Location, there will be three charts, numbered Image 6-1a, 6-1b and 6-1c for CL-1, Image 6-
2a, 6-2b and 6-2c for CL-2, and so on.
It should be noted that the x- and y-axis do not have the same scale. Chart of CL-14 and CL-15 have
different y-axis range (i.e. 0-300 mm) from other charts (0-250 mm).

Edge Settlement Survey Group 1 (from CL-1 to CL-9) Data of June 2014, when plotted against (February
2014) Data with lowest point (at Shell) taken as zero, coincides almost perfectly.
Edge Settlement Survey Group 2 (from CL-10 to CL-25) Data of June 2014, similar in shape but varies in
magnitude. The most significant difference is at CL-15, i.e. survey location between Annular A16 and A17.
From Table 5.3-1, it was known that thirteen (13) survey locations at Group 1 of June 2014 Data exceeds
75% Bew tolerance, approximately identical to (February 2014) result.
Out of those thirteen (13) data, three (3) points, i.e. CL-15, CL-16 and CL-18 slightly exceed Bew by the
following values, as shown in Table 5.5-1 and depicted in Image 5.5-1.
