Summary

Article entitled “Determinants of Information System Effectiveness in Managing Agro-


Based Project”, by Lip-Sam Thi and Che Wan Muhammed Salleh bin Wan Adnan (2016)
attempts to examine the implementation of Project Management Information Systems (PMIS)
in agro-based project undertaken by the Ministry of Agriculture and Agro-based Industry in
Malaysia (MoA). This study focus on three independent variables that are: system quality,
information quality and service quality, in order to investigate the effectiveness of system.
Thus, the researchers aims to examine the effectiveness of PMIS in terms of its impacts on
project execution and identify the factors that influence PMIS effectiveness in order to help
information system managers’ to determine the information system effectiveness that will
justify its deployment in organizations. This quantitative study distributed 180 questionnaires
to the PMIS end-users from MoA as a sample for this study and 85 were returned. To test the
reliability of scales and internal consistency of the measurements used, reliability analysis is
conducted on obtained data.

According to public sector project management and monitoring in Malaysia context,


PMS II is the primary PMIS which is currently mandated to be used by all ministries,
departments and agencies. Providing information system support to the full process of project
development and implementation under the Malaysia Five-Year Plan are the main objective
of PMIS.

There are several problems why researchers conducting this study. First problem is the
delaying or project implementing failures that comes from the weaknesses of project
monitoring capability among government bodies. It give the impact in terms of monetary, not
to mention the denied benefits to the target groups who had to wait longer or even being
forced to accept sub-standard projects because these projects did not meet the required
specifications. Second problem related to the Ministry of Agriculture and Agro-Based
Industry (MoA) when around 580 projects and programmes valued at Ringgit Malaysia 6.6
billion that were registered in PMS II to be implemented under the 10th Malaysia Plan (2010-
2015) had encountered long delays although mostly of these projects had adhered to their
planned schedules. Next problems is it due to the PMS II problem, all ministries, departments
and government agencies are obligated to use the system. Another reason of this study, there
is a gap from previous research that focused on PMIS effectiveness specifically PMS II. A
majority of the empirical research has been largely describing the users’ demographics and

functions of the system. Thus, this study also aims to contribute by examine the effectiveness
of PMIS specifically on the implementation of agro-based projects which are often located at
rural and geographical disadvantaged regions.

Effectiveness of a system can be attributed to a number of factors. The factor that has
the most influence quality information is input into the system itself. Therefore, to further
strengthen the effectiveness of PMIS, continuous assessment and improvement efforts should
be focused on enhancing the quality of information in terms of its accuracy, timeliness,
concise and up-to-date information used as the input system. The service quality in terms of
prompt technical support during system operation and maintenance should not be overlooked
in order to enhance overall effectiveness of PMIS.

PMIS plays an important supporting role in ensuring the success of the development
projects implemented by the government because it is in line with the project monitoring and
management information system for public sector projects and programs in Malaysia,
specifically managing agro-based projects.

Therefore, from this study, authors found that PMIS is an effective system to support
end users for project management and monitoring activities. Information and service quality
have significant relationship with system effectiveness. Between these factors, information
quality is found to have the greatest effect on the variation of PMIS effectiveness. . This is
parallel with findings by Raymond and Bergeron (2008), who has suggested that PMIS is
significant towards enhancing project performance and project manager success through the
improvement of budget control, meeting project deadlines as well as projects fulfilling
technical specifications.
