Subject: Proposal to Assess Factors Affecting Tuna Sustainability

The Philippines is one of the top fish producing countries in the world. The

importance of fisheries in the country’s socio-economic development cannot be

understated. The fishing industry’s contribution to Gross Domestic product (GDP) was

2.3% at current prices and 4.3 at constant prices (Philippine Fisheries Profile, 2008).

Tuna fishing especially in General Santos City provides sources of livelihood for

hundreds and thousands of fishermen and in the downstream of fishing industry.

However, based on the statistical records of Philippine Fisheries Development

Authority-General Santos Fish Port Complex(PFDA-GSFPC) there is 25% decrease on

the fresh tuna unloading from 2014-2015. In this regard, we will assess factors

affecting tuna sustainability. We will survey, interview clients of PFDA-GSFPC and

fishermen regarding implementation of Tuna Management Plan, Implementation of

Government Fishing Laws/Regulations and Awareness of fishermen on Responsible

Fishing Practices and Observance of Exclusive Economic Zone(EEZ) between the

Philippines and Indonesia.


Problem

Based on the statistical record of PFDA-GSFPC from the year 2010-2015, decrease in
the tuna unloadings from 2014-2015 marks the highest. The sudden decrease is so
alarming in a way that this will have an impact in the tuna industry of General Santos
City. Determining sustainability of Tuna industry will also be the basis for the expansion
of PFDA-GSFPC’s facilities.

Feasibility
Considering that tuna industry is one of the main income generation in General Santos
City and particularly the basis for expansion of PFDA-GSFPC as one of the Europian
Union(EU) recognized tuna landing sites, it is important to asses factors affecting
sustainability in order to determine the direction of the industry. Tuna industry players
(fishing company owners/tuna businessmen) and fishermen will be willing to respond to
interviews and surveys since the industry is their main source of income/livelihood. We
will present the output and our recommendations to improve tuna sustainability.

Audience

Our primary audience will be the Bureau of Fisheries and Aquatic Resources(BFAR), a
government agency responsible in the implementation of fishing rules/laws. They will
have the power to accept or reject our recommendations. We assume that our
recommendations somehow will be of great help to the bureau in their objectives.

Secondary audience will the PFDA-GSFPC management and its employees as


partners of BFAR to implement the recommendations and the tuna industry players and
fishermen who will follow the fishing rules/laws to be implemented.

You will be our initial audience, as our professor in this subject. We are hoping that you
will be interested to this proposal.
Topics to Investigate

We plan to answer these questions in detail:

1. How is the level of attainment of the objectives of the National Tuna Management

Plan?

a. Ensure that tuna stocks are maintained at sustainable levels by taking into
account best scientific data available and relevant environmental and socio-
economic factors.

b. Ensure effective data collection and analysis that would support management
decisions for the rational use and conservation of tuna fisheries.

c. Promote socio-economic development of the tuna industry not only by


encouraging responsible fishing practices but also by securing the trade of
and market for tuna products and upholding just share of fish workers in
utilizing tuna resources.

d. Exercise effective jurisdiction over Philippine-flagged vessels fishing for tuna


resources in areas under the jurisdiction of other states, and on high seas
areas managed by regional fisheries management organizations.

e. Prevent, deter and eliminate, unreported and unregulated (IUU) fishing for
tuna stocks by adopting effective monitoring, control and surveillance
measures.

f. Support the use of environmentally sound technology and relevant research


on tuna fisheries.

c. Exclusive Economic Zone (EEZ) between Philippines and Indonesia

Methods
Documentary analysis of the statistical records of PFDA-GSFPC from year 2010-2015
on the Matured Tuna Unloadings and Juvenile Tuna Unloadings

Conduct survey and interview 35 fishing company owners who are clients of PFDA-
GSFPC with Contract of Lease from year 2010-2015 who are engaged in tuna business
and 70 fishermen (2 fishermen from each of the client with Contract of Lease) who have
six years experienced in fishing by the year 2015.
