Foreign ambassadors visit ASEM Summit projects

Corps have applauded the
progress being made in
building facilities to house
the Asia-Europe Meeting
(ASEM) Summit to be held in
Vientiane in November.
They expressed their
optimism yesterday after
inspecting the progress of
construction of 50 ASEM
villas, the International
Convention Centre and a five-
star hotel at the southern end
of Don Chan.

confident the Lao government
would successfully host the
event after seeing the progress
of the various projects.
“I think it’s a great effort
and a strong commitment on
the part of the Lao government
to host the summit,” he said,
adding that while it was a
considerable challenge, it was
also an opportunity for the
country’s development.
Despite some heavy rain
recently, the construction of
the various facilities is on
track.

The centre is being built
on a seven-hectare site at km

The 50 ASEM villas
are also well on the way to
completion after work began
last August on the 8.1 hectare
site.
The villas are scheduled
for completion in August this
year and the project is now
about 75 percent complete.
The remaining work consists
largely of landscaping and
interior decoration.
The villas will house the
heads of state and government
attending the summit and are
the first phase of the Vientiane
New World project.

Investment (Lao) Co Ltd,
a joint venture between the
Chinese state-owned enterprise
CAMCE Engineering and the
Lao Krittaphong Group.

international community to
continue assistance to the
least developed (LDCs),
landlocked developing
countries (LLDCs), and
small-island developing states
(SIDS) in order to achieve
the Millennium Development
Goals (MDGs).

statement to the Ministerial
Segment of the 68th Session of
the United Nations Economic
and Social Commission of
Asia and the Pacific held in
Bangkok, Thailand, recently.
“The special needs of
the world’s most vulnerable
countries must be given
a special priority as the
challenges and constraints
faced by them would hardly be
overcome without increased
support and cooperation
from the international
community,” he said referring
to commitments enshrined
in the Istanbul and Almaty
Programmes of Action.
He said that despite the fact
that the region has made good
progress towards attaining the
MDGs, many indicators are
showing that some countries
are still off-track on many
targets, especially the most
vulnerable nations - the LDCs,
LLDCs and SIDS.
He said that taking into
account their inadequate socio-
economic infrastructure, these
countries are often susceptible
to external shocks and have
limited productive and export
capacity. These realities have

compensate the families for
the land they lose and will
evaluate the value of their

But they will only be
compensated for the land lost
to the embankment and for the
value of their current house.

to build the embankment

in a bid to prevent further
erosion of the Mekong
riverbank.
The government also
received a loan of more than
300 billion kip (about US$37
million) from the Republic
of Korea’s Economic
Development Cooperation
Fund to carry out the project.
The government has

billion kip (US$11 million).

Savannakhet flood victims receive assistance
Savannakhet provincial Deputy Governor Dr Khampheuy Phanthachone and the provincial
Labour and Social Welfare Department Deputy Director, Mr Eua Phomke, recently teamed
up with Xonbouly district authority officials to provide assistance to flood-affected
villagers.
A total of 33,841 people from 6,476 families in 35 villages of the district were affected by
flooding and 5,985 hectares of crops were damaged.
Out of the total, 4,133 people from 727 families in 26 villages received 62,000kg of rice
and clothes.
In Thakhamleum, the village most seriously affected by the flooding, officials provided
3,000kg of rice, clothing, 240 sheets of zinc roofing and 48 boxes of nails.
Xayaboury names drug-free schools
Xayaboury provincial office for Education and Sports recently named the provincial
Secondary School, Ekkaphab Secondary School and Mittaphab Lower Secondary School
as drug-free schools for the 2011-2012 academic year.
The bestowing of the title ‘drug-free’ is in line with the Ministry of Education and Sports’
policy and the government’s plan to combat drug abuse.
These schools had achieved drug-free status as a result of having no drug related activities,
no advertising of alcohol or tobacco products and the installation of proper fencing, before
the honour was conferred.
The department’s Deputy Director Mr Phanduangta said drug abuse had become a major
issue in the province and the authorities were working to correct the situation.
Another project, the Green School project, is being run by the department to involve
students in the learning process and to encourage them to help plant and care for trees so
they enjoy a better school environment.
It also aims to ensure that students attend school for the whole day and provides help for
those affected by drugs.
The department also plans to name other schools as being drug-free in the near future.
Champassak eyes literacy growth by 2015
Thousands of people in rural districts of Champassak province now have access to primary
education.
Many villages have become literate communities, with over 92 percent of people aged 15-
40 able to read and write.
Other villages are addressing illiteracy problems in line with the provincial Education
and Sports’ Development Plan (2006-2015).
Children are being encouraged to attend school with the arrival of new educational
equipment provided by the Ministry of Education and Sports and its development
partners, part of the strategy to reform the education system and achieve universal
access to primary education by 2015.

CHICAGO (AP) -- NATO
allies declared the end of a long
and unpopular Afghanistan
war is in sight even as they

Terms of  Reference for  Technical Assistance on data management and analysis for a  Malaria Mass  
Blood  Examination and Entomology Survey   
in selected areas in Lao PDR 
 
I. Background : 
 
 The Centre of Malariology, Parasitology and Entomology (CMPE) will be conducting a mass blood 
survey (malaria parasite survey) and entomology (malaria vector) survey in 72 villages, 24 district in 8 
provinces. Funding for this survey is through the GFATM Round 7 Phase 2 grant. Results of this survey 
will  provide  useful  information  for  the  national  malaria  program  to  identify  risk  areas  for  malaria 
transmission  as  part  of  a  re‐stratification  exercise  planned  every  3 years.    All  technical  aspects  of  the 
survey  implementation  will  be  performed  by  CMPE  technical  staffs.  CMPE  will  be  requiring  Technical 
Assistance from qualified person/s to perform the following:  
 
II. Scope of the duty  : 
a. Validating completeness of all data from survey teams collected through various standard 
survey forms, eg – microscopy results, vector species etc. 
b. Data entry using and analysis using Epi‐data / SPSS version 16 (Blood survey and Entomology 
survey from 72 villages in 24 district and 8 provinces). All villages surveyed will be geo‐coded.  
c. Data to be presented in relevant graphs, tables, charts etc with mapping of survey data by 
village on Arc‐View software.  
d. Produce a preliminary report on the survey findings to be presented to CMPE 
e. Submit the final report in Lao and English version to CMPE before August 15th  2012.

CHINA (China Daily, ANN)
-- Austin Hu is chef and owner
of Shanghai’s New American
cuisine restaurant Madison,
nestled in the heart of the
former French Concession
area. When he began his
search for quality domestic
produce in China, he was
repeatedly told that there were
none. His best and safest bet
was to import everything.
“I’m Chinese-American
by descent, so it bothers me
when a country is this massive
and you tell me you can’t find
anything,” Hu says. “With so
many people, with such history
- culinary and culturally - the
fact that people say there are
no good vegetables ... that
is impossible and it doesn’t
make any sense.”
As a chef for more than
10 years in the United States
working in restaurants that
followed “buy local” mantras,
Hu was determined to find
quality ingredients in and
around Shanghai.
He may be among the small
minority of chefs in China
taking the time to search out
quality, local ingredients, but
he is part of a growing global
movement that has made its
way into the country: Slow
Food.
The Slow Food movement
was founded in 1986 by
Italian Carlo Petrini, quickly
spreading to Europe, US,
Australia and New Zealand.
It has made its way to
China, and its main motivators
are looking to help the Chinese
return to the culinary traditions
of their ancestors and move
away from fast food culture
- also recently imported from
the West.
The establishment of Slow
Food Shanghai, which was
launched at the end of last
year, has been well received
by the target group the
founders hoped to attract: a
local audience.
One major concern for the
founders, mostly expatriates
currently, was how not to make
it a “foreign” organisation.
But ever since the first
event, “there was a great local
interest in the community”,
says Allison Van Camp, a
nutrition consultant and one
of the Slow Food Shanghai
pioneers. She says the
immediate interest can largely
be attributed to China’s
culinary heritage and history.
“China has one of the
richest slow food cultures in the
world right now,” says Mark
Laabs, another Slow Food
Shanghai founder. “There is
still a lot of small farming, and
a deep attachment to the food
you’re eating when you get
out of China’s larger cities.”
The urbanisation spike in
the last 20 years has moved
people from small hometowns
and familiar farms to bigger
cities, and these people
remember the close proximity
they once had with their food,
he adds.
The issues and challenges
for slow food movements in
China are different from those
in the US, where culinary
traditions were lost decades
ago as the agricultural industry
drastically changed from the
1960s to the 80s.
China has not yet lost its
traditions, although some may
argue they are already at risk.
“Here, there’s a mix of
new generation trends as well
as preservation of traditions
that aren’t all the way gone
yet, but are endangered,”
Hu, the chef, echoes
Laabs’ opinion that China is
a lot better off than the US in
reverting to culinary traditions
that recent generations
followed.
“There’s a growing number
that are already going back
to their roots, who can still
remember what it tastes like to
have vegetables grown from
their parents’ home village,”
he says.
He says that China has
an advantage in preserving
culinary heritage as Chinese
cuisines are much more
oriented to seasonal foods.
What he tries to champion are
the small farms and businesses
trying to hold on to, or revert
to time-tested practices.
He says it’s a matter of
effort on the chef’s part to be
responsible for sourcing good
ingredients. For Hu, this task
comes naturally.
“One of the things I enjoy
about my job is to challenge
myself and make myself work
within constraints,” he says.
“I think it makes you better as
a cook and as a chef.”
While Hu tries to do his
part for the local, regional
and domestic farming and
food communities, one of
the biggest hurdles for the
Shanghai Slow Food team has
been this: Connecting farmers
with consumers.
“When we talk to the
producers, the farmers, we
find increasing challenges
with distribution systems,”
says Renee Van Camp, also
with Slow Food. “If we don’t
take care of those farmers,
they will disappear. If they
don’t find a way to sell their
produce, they’ll go under.”
It’s not just local farmers
in need of support. There are
many traditional culinary
practices that are at risk of
elimination.
Qianwanlong Heritage Soy
Sauce Factory in Shanghai
is one of the last companies
to produce soy sauce in the
traditional and “slow” way.
Other factories produce the
staple food item in some 20
days, but Heritage’s process
takes anywhere from six
months to two years.
While the company has
been around for some 130 years
and has received awards and
recognitions, Zhang Huizhong,
the general manager, says it’s not
easy to compete with companies
that are mass-producing sauces
quickly.
“The biggest challenge
I think our factory faces is
money,” he says. “With the
limitation of the production
scale, we cannot produce much
soy sauce and support the costs
associated with maintaining
the factory’s development.”
He hopes that the company
can attract foreign interest,
and possibly even foreign
capital, so that it can expand
production and product range.
The future is uncertain as
to how long the factory can
operate and whether it will be
able to expand, yet Zhang is
hopeful.
“I really hope we can stick
to this method of making soy
sauce and even can do it in a
more professional way,” he
says.
Causes like this are what
the Slow Food movement is
all about, Hu says.
“What is really important is
to preserve indigenous practices,
like artisan tofu or artisan soy
sauce. Those are the things
worth preserving in China,” Hu
says.
“Instead of industrially
produced sausages and
Chinese pork, it’s respecting
and honouring the guy who
makes it the old school way
because that’s the way his
father taught him, that’s the
way his grandfather taught his
father.”

THAILAND (The Nation,
ANN) -- American cupcakes
have overrun Bangkok
patisseries in the last couple
of years. But this year the
US invader is losing the war
to a French secret weapon,
the macaroon. Where once
you could only taste this
meringue-based confection
in Europe, now you can find
these delicate sandwiched
goodies in every colour of the
rainbow in local hotels and
pastry shops.
French macaroons - not to
be confused with their chewy,
coconut namesakes - are finger-
friendly meringue sandwiches
filled with chocolate-cream,
butter-cream or fruit jam.
They give a gentle crunch,
revealing a slightly moist and
chewy inside that melts in the
mouth.
“The macaroon is nibbling
away at a cupcake business
that is coming to an end,” says
Sopon S Beaudoin who owns
the pastry shop Le Goute. “In
previous years, this dainty
treat was only known to a
small number of well-travelled
folk who’d tried it in Europe.
It’s a ‘challenging’ dessert,
particularly in Thailand,
where many have never had a
true Parisian macaroon.”
Making this diminutive
delicacy is not as simple as
you might think.
“Getting the perfect
macaroon, where every detail
from technique to ingredients
is just right, can be tough. It
may be getting more popular
but that doesn’t mean every
bakery can meet the demand
for the perfect balance of
texture and flavour,” Sophon
says.
He opened Le Goute to sell
nothing but macaroons three
years ago - well before the
current craze. His speciality
together with the creations of
other patisseries are currently
starring at the Macaroon
Festival, at the Emporium
mall until tomorrow.
“The opening of French
pastry shop Lenotre, the new
classic French pastry classes
at Le Cordon Bleu Dusit
Culinary School, as well as
its appearance in films and
American series, have all
helped launch this tiny dessert
into the spotlight,” explains
macaroon connoisseur Ben Na
Nakorn, who is about to open
a pastry shop called Whisk.
“Bright and pleasing to the
eye, photos of macaroons
are being shared on social
networks and tempting more
and more people to try them.
Thais like to jump on new
trends,” he adds.
Ben and his Singaporean
pastry chef Nick Lam shared
their passion by introducing
their macaroons in eight
flavours at the festival. Their
shop will focus on this French
delicacy.
“We’ve been fortunate
enough to travel and try
macaroon recipes from all over
the world,” says Nick. “We
took the best of everything and
tried to create the authentic
macaroon taste. We use only
real fruit, not extracts.”
Nick makes a variety of
fillings - ganache, butter-
cream and citrus fruit, as well
as whisky-soaked concoctions
that give an added kick and
complexity. Among them
is Spey Side, a mixture of
single malt whisky and dark
chocolate; Emporium, made
from prosecco and strawberry;
Brittany, which mixes salted
caramel and French butter-
cream; and Vene made from
dark chocolate.
Sripoom Laowakul is
another who was quickly
hooked by the macaroon’s
colourful looks and unique
taste. After a year of culinary
classes, obliterating countless
eggs and mountains of
almonds and sugar, Sripoom
was confident enough to open
his Mille Crepe on Dinsor and
Chakrapong roads three years
ago. Among the 40 macaroon
varieties on sale are his
signature wasabi, rum raisin,
young coconut and mint.
“Macaroons have actually
become a test of a baker’s
talent. There are so many
different things that can affect
French-style
macaroons come
in a kaleidoscope
of colours and look
almost too good to eat
them and they show a chef’s
individuality. They can be
coloured for any event and
used to decorate any cake.
Their taste, difficulty to make
and cuteness guarantees the
dessert’s popularity,” says
Sripoom.
Sophon agrees, adding that
this is no flash in the pan.
“The macaroon has been
a classic confection for more
than a century. One famous
patisserie in Paris sells
more than 10,000 a day. It’s
estimated that Parisians alone
eat more than 100,000 per day.
Here, I think it will take off as
fillings are adjusted to match
Thai palates. But they are
difficult to make, so people
won’t be able to jump into the
market easily,” says Sophon.
Sophon produces about
15 macaroon varieties a day.

Legend has it that
macaroons originated in Italy
but were brought to France
by Catherine de Medici in
the mid-1500s. Ever since,
famous Parisian patisseries
like Laduree and Pierre Herme
have competed to outdo each
other with colourful displays
of these culinary jewels.
Macaroon batter requires
three ingredients - almond
flour, sugar and egg whites.
Many patisseries opt for the
Italian version in which a
hot sugar syrup is added to

to produce a more stable
meringue.
Whisk and Mille Crepe
favour this method while Le
Goute opts for the traditional
French meringue recipe of
egg whites, ground almonds,
caster sugar and icing sugar.
The French technique is very
sensitive to environmental
factors and requires practice
and patience.
“To me, dessert is a culture
and I stick to the traditional
French technique for
authenticity,” says Sophon.
“It requires more time but I
believe the result is a lighter,
softer and more delicate,
cake-like texture, and I can
control the sweetness. So far
we can only produce 500 a
day, which isn’t keeping pace
with demand.”

he popularity of music
is spreading rapidly
among Lao youngsters
these days, with many
becoming avid followers of
the latest bands to emerge.
Over the last decade,
many musical genres have
been popularised in Laos,
notably pop, R&B, hip-hop,
and rock music. So many
bands have formed that it has
become difficult to chart their
success.
Some people are dedicated
followers of heavy metal,
blues metal and black metal,
which have a smaller but no
less enthusiastic fan base.
While pop, rock, dance and
other types of music command
a wider audience, these young
“metal-heads” love their
special brand of music just as
much if not more.
A few years ago, heavy
metal fans began staging mini-
concerts featuring local bands
and some foreign bands. The
main objective was to bring
heavy metal to the masses,

inspired by those who were
most passionate about this
energising musical format.
Some event organisers point
out that people in neighbouring
countries already have
accepted heavy metal into their
mainstream entertainment.
So why not get Laos to
accept it as well? Now local
businesses and entertainment
venues are teaming up with
metal fans to hold concerts.
The last metal concert
held in Vientiane took place
at the Mark II pub, making
it the first time a heavy metal
act performed in a widely
recognised venue. The concert
was well received, with the
Singaporean black metal
band Impiety headlining the
event.
Impietywas formedinearly
1990 by Shyaithan (vocals/
guitar/bass) and drummer
Necro-Angelfornicator. They
are notable for being one of
Western labels.
The concert organiser said
“We are lucky to bring such
a popular metal band to Laos.
They were planning an Asian
tour so we invited them for our
people to hear.”
“We also wanted to show
the band the kind of music we
play here in Laos. Most of the
band members said they liked
Laos and promised to return in
the near future.”
Some 100 heavy metal fans
turned out for the concert. The
music was enthusiastically
received and the audience yelled
out for an encore after the last
song of the show.
Compared to previous heavy
metal concerts staged in Laos,
the reception given Impiety was
a huge step forward and many
people urged the event organiser
to arrange similar shows.
If this happens, we can
expect the number of metal-
crazed fans to be on the rise
pretty soon, and we can expect
more bands to follow in the
footsteps of Impiety.

Facebook’s Mark Zuckerberg gets married

co-founder and CEO Mark
Zuckerberg wed longtime
girlfriend Priscilla Chan on
Saturday, announcing the
nuptials through a status update
on the social networking site.
The 28-year-old billionaire’s
wedding took place a day
after Facebook’s initial public
offering on the Nasdaq stock
exchange on Friday.
More than 280,000 people
“liked” Zuckerberg’s status
change, which was accompanied
by a photo of the smiling couple
in wedding attire in a small,
verdant outdoor setting with a
string of lights behind them.
In the photo, the famously
casual Zuckerberg is wearing
a dark blue suit and tie, a
departure from his trademark
“hoodie,” while Chan has on a
sleeveless white dress with lace
overlay.
The pair wed in an intimate
backyard ceremony in Palo
Alto, California, according to
People magazine. The couple
had planned the exchange of
vows for four months, but
surprised their guests, who
thought they were to celebrate
Chan’s recent graduation from
medical school, the magazine

2-0 in the Italian Cup final
on Sunday, inflicting the
Bianconeri’s first defeat of the
season in their very last match.
In Alessandro Del Piero’s
final game for Juventus, Edinson
Cavani broke the deadlock
with a penalty shortly before
the hour mark after Ezequiel
Lavezzi had been brought
down by Marco Storari. The
Juventus goalkeeper was lucky
to escape a red card.
Marek Hamsik sealed the
result seven minutes from time
as Napoli won its first major
trophy in 22 years.

“I’m very happy,” Napoli
coach Walter Mazzarri said.
“It seemed impossible to beat
Juventus this season. All the

but this is an exceptional group
which should be rewarded and
cheered as one.”
Mazzarri would not be
drawn about his own future.

Del Piero had a free kick
right at the end of the half but

Dzemaili broke down the left,
played a swift one-two with
Lavezzi, before receiving the
ball back in the area and passing
towards Cavani. But it was just

muay lao kick-boxers in four
different weight divisions will
face their Thai counterparts
in a friendly competition on
Saturday.
Kick-boxers in the four
weight divisions of 46kg and
52kg (A grade), 52kg (B grade)
and 65kg will take on fighters
from well known kick-boxing
camps in Thailand.
Earlier this month
Savannakhet kick-boxers faced
Thai opponents in a friendly
competition in Songkhong
district and have previously
entered competitions in
Thailand. They also fought
in the Vientiane Muay Lao
Competition two years ago.
Savannakhet province’s
muay lao trainer, Mr Invoneha
Basengkham, said he wanted
his fighters to get good
experience from taking on the
Thai kick-boxers. He said the
province hoped to select six
fighters to compete in events
on Lao Sports Day in July.
The games will be hosted
by Khammuan province and
will feature football, sepak
takraw, beach volleyball, table
tennis, badminton, petanque,
taekwondo, muay lao, boxing,
and track and field events.
After selection, Savanna-
khet’s muay lao team will
undergo training for the games
at their camp.
Mr Invoneha said his target
is to win a medal in muay lao,
but recognised the challenge
as there are many experienced
fighters at the national level
and new talented fighters
coming from other provinces.
He said there is only a short
time for their muay lao fighters
to prepare for Lao Sports
Day because Savannakhet
province has a limited budget
for training. Even so, the team
succeeded in winning medals
at the National Games last
December. The province has
trained many talented fighters
and boxers, some of whom
are currently the best in the
country, while some of their
fighters have been accepted
into the national team.
Savannakhet province will
also send a team of boxers in
four different weight categories.
Many provinces are preparing
muay lao, boxing and other
teams for Lao Sports Day.
Each year, Savannakhet
invites Thai kick-boxers to
take on the province’s team in
a friendly event.

educationally disadvantaged children. In order to meet this objective it is also essential to strengthen education management at the
central, provincial, district and school levels to efficiently and effectively implement the EFA program.

Scope of Work:

The Administrative Assistant/Translator (AA/T) will work closely to the Program Director in ESDF Coordination Unit and providing
translation of documents and during the meetings.

The AA/T will provide support to:

1. Provide assistance with office management of ECU;
2. Provide translation and interpretation of documents and during the meetings related to EFA/FTI program

administrative assistant/translator in particular:

• Provide English translation during the MoES meetings as required;

• Provide translation of documents including decrees, power-point presentations, letters, heading of various spreadsheets, minutes
of meetings and others as required;
• Assist with office management of ECU such as support maintenance of the filling system, follow up on deadline, commitment
made, actions taken and coordination of collection and submission of the documents;
• Draft letter, interoffice memos, minutes of meetings, translations when required;
• Assist the ECU to maintain its Official Development Assistance database, as necessary; and
• Other duties as needed and agreed by the Program Director.

Consultant’s Qualifications and Experience:

• The individual to be appointed as an Administrative Assistant / Translator should have extensive experience in office management
and translation/interpretation.
• A minimum five years experience in office administration and management.
• S/he shall have appropriate a bachelor degree in business administration, logistic management of related matter, preferably at
advanced level, or English language.
• Fluent English language communication and translation/interpretation skills.
• Ability to work as part of the team and to meet deadline; Ability to work under pressure.

The National Consultant AA/T will be for a period twelve [12] months with the possibility of contract extensions to be determined
according to perceived business need and AA/T performance. The consultant is expected to be located in ESDF Coordination Unit

Furniture association gears Lao inflation

up to buy govt timber

The Lao Furniture Association
expects to get a timber supply
directly from the government
by early next year, to make
furniture for export to the
Chinese and Indian markets.
“I think it is possible to have
the timber as many ministries
have given their approval
recently,” association Deputy
President Mr Phoungphachanh
Sengmixay said last week.
“Our project has been
proposed to the Government
Office. We are now waiting for
comment and agreements from
the government that will allow
for the purchase of the wood,”
Mr Phoungphachanh said at a
meeting to encourage furniture
makers and handicraft retailers
to register for an upcoming fair.
The association expects to
supply the wood to its members
when it can buy it from the
government. “We hope that we
will achieve success in what we
need,” Mr Phoungphachanh
said.

bought as raw materials for their
furniture production.
The association really needs
a direct raw material supply from
the government after signing a
coooperation agreement with
a Chinese furniture importers
group last October as well as a
memorandum of understanding
with an Indian buyer group last
month.
“The Indian buyer group
will require about 600 cubic
metres per month initially. The
products will include plywood
and window or door panels,”
Mr Phoungphachanh said.
“They will return to Laos
again soon and have further
discussions on the details of this
business cooperation project.”
The agreement with the
Chinese group will see the
production of furniture worth
up to 2.6 trillion kip (US$333
million) per year for supply to
the Chinese market over the
next 20 years.
Mr Phoungphachanh
said under the agreement,
Lao furniture makers need to
upgrade their factories to meet
international standards and
increase the number of workers
they employ, while the Chinese
side can offer a guaranteed
market.
The Chinese will have
technicians working at factories
in Laos to ensure quality. “They
will also provide funding that
Lao furniture makers can
borrow through a Lao bank,”
Mr Phoungphachanh said.
Since signing the furniture
cooperation agreement with the
Chinese group, the association
has urged its members to
improve their factories,
production capacity and skills
of their staff to produce quality
furniture for export.
Once the trade cooperation
starts, member factories will
be able to get a list of ordered
products from the association
and go into production.
The association now has
52 member factories in both
Vientiane and the provinces, up
from 47 last year.
It will continue encouraging
other furniture makers to
register as members. They
will need to do so to ensure
they have sufficient timber
for production because the
association will supply timber
only to its members.

The Consumer Price Index
(CPI) spiked considerably
in April, with statisticians
blaming higher food and
alcohol consumption over the
Lao New Year holiday for the
price rise.
According to a report from
the Lao National Statistic
Bureau, the month on month
CPI of 12 goods and service
categories saw a 1.2 percent
increase in April, reflecting
the largest price rise so far
this year. By comparison, the
month on month change in
the CPI in March was only 0.9
percent.
The statisticians said in
their monthly report the rapid
jump was due to seasonal
factors, with people consuming
more food and drinks during
the week long Lao New Year
goods and service categories
saw increases of less than one
percent.
The government urged the
sectors concerned to monitor
supply and control prices to
prevent unscrupulous traders
using Lao New Year as an
excuse to raise prices. However,
a shortage of supply made it
difficult for the government
to force people to lower their
prices.
Despite a rapid increase
of month on month CPI in
April, the year on year change
in the 12 goods and service
categories was about 4.37
percent, meaning inflation has
declined over the long term.

government could control the
cost of electricity, water and

1. Position Title: Fisheries Officer

Duration: 03 Months
DUTIES AND RESPONSIBILITIES
• Assist in the preparation of a detailed work plan and associated procurement plan and distribution plan together with other project
staff, government counterparts and stakeholders.
• Provide technical assistance, as required, to FAO project staff, to counterpart officials and to FAO implementing partners and make
recommendations for any required procedures and changes to the project.
• Participate and give guidance to the government counterparts and the project staff on targeted districts, villages and beneficiaries
based on collected information from the government, INGOs, National Civil Society organizations and other sources.
• On demand, travel to targeted provinces and districts to assess needs and to the implementation of project activities.
• Assist in identifying implementing partners to be involved in the distribution, training, monitoring, and evaluation of the inputs.
• In consultation with the technical officers in RAP, national counterparts and project staff, prepare and review the technical
specifications of the inputs to be provided under the projects.
• Give technical advice on the preparation of Letter of Agreements and Service Contracts with Implementing Partners.
• Participate in the development and conclusion of training material, the organizing of trainings, and identify specific local training
needs.
• Assist, in the revision and production of an inception report one month after the start of the assignment.
• Prepare monthly reports to the Project Manager and any other reports as required by TCES, FAOR or the Project Manager.
• Prepare a final technical report containing a complete overview of activities undertaken, major results obtained, problems
encountered, and progress towards achieving the specific objectives of the project. A section on recommendations , presenting
guidelines and advise on further improvement of strategies for future interventions should be included. The report should be
submitted no later than two weeks after completion of the assignment.
• Assist with the translation of materials from English to Lao and vice versa.
• Perform other duties as requested by his/her supervisor.

MINIMUM REQUIREMENTS
• University degree in fisheries, aquaculture or related fields
• At least two years of relevant experience, including project implementation, preferably with an international organization.
• Proven experience from working with government agencies and knowledge on government procedures at both central and local levels.
• Good computer literacy and ability to efficiently use the basic Microsoft ® office software (Word, Excel, PowerPoint and Outlook).

2. Position Title: Operations Officer

• Assist the FAOR/Emergency Project Manager to ensure effective and timely implementation, including in particular

budget revisions;
• Reviewing/editing/processing reports of various types; provide updated information on project financial and administrative status to
requested technical officers; finalization of terminal reports/terminal statements and concluding letter.
