D 1.1 This Method Statement outlines the requirement of Branch Tie-in and Hot
Tapping Works for tie-in AI-304

2. PURPOSE
2.1 To ensure that all information material, tools equipment, manpower and
supervision are available for the execution of the work. In particular that work
steps are analyzed and all safety measures are taken to ensure that work
can be executed in a safe and timely manner.

5. RESPONSIBILITIES
5.1 The Contractor is responsible for the execution / implementation of Branch Tie-in
and Hot Tapping Works, that all works are carried out according to applicable

safety procedures, project specifications and specialist recommended
procedure.
5.2 The authorized permit holder/signatory shall obtain works permits from the
company/CMS&A as appropriate.

5.3 Contractor will supply all free issue piping materials.

D 5.4 Tools and labor for execution Branch Tie-in and Hot Tapping Works will be
supplied by the subcontractor.
5.5 All the safety equipment, vehicles, barricades and hazard signs for Branch Tie-

in, Hot Tapping works and N.D.T facilities will be provided by the Sub-
contractor.

6. PREFABRICATION
6.1 Tie-in spool with gate valve as indicated on tie-in isometric drawing, shall be
D
fabricated, all NDT completed, inspected shop tested, blasted and painted.
6.2 Test Pack to be prepared to include isometric drawings, all QC Documents, and
D all related certification, NDT reports and certification compliance.
6.3 Design code, temperature code, pressure code and welding code for all
D branches installation, fittings/materials to be confirmed by CMS&A.
7. PROCEDURE

7.1 Prior to Branch Installation :


7.1.1 Sub-contractor shall identify / verify tie-in location where branch
installation is required. Contractor to confirm tie-in location.
7.1.2 CMS&A and Sub-contractor to confirm that all equipment required for
branch installation and hot tapping is inspected, approved as per project,
D Ras Gas requirements.
7.1.3 Excavate the tie-in location with Ras Gas permit.
7.1.4 Barricade and sign boards shall be properly installed around location
where hot works carried out.

7.1.4.1 Install ladders (two) for access/egress.
7.1.5 Permit for UT thickness check shall be obtained to verify actual pipe
thickness of existing pipe.
7.1.6 Remove paint prior to UT thickness check.
7.1.7 Perform UT thickness check CMS&A - Ras Gas to witness and review the
result of examination.
Once tolerance thickness is verified with actual thickness, Ras Gas shall
release pipe location, ready for subsequent related job.
7.2 Branch Installation :
7.2.1 Permit to initiate preparatory works for branch installation shall be
obtained.
7.2.2 Line on which branch is required will be released by Ras Gas OPCO to
Contractor / Sub-contractor, after receiving all related permit to work
clearance.

7.2.3 Proper safety precaution shall be reviewed at site prior to start of branch
installation.
7.2.4 A permanent Safety Officer from Sub-contractor and CMS&A will be at site
D prior to commencement of hot work, to monitor all safety related matters.
7.2.5 Fire hose and fire extinguisher shall be available at location of branch
installation activity during these works. (fire extinguishers, fire blanket,
only if applicable).
7.2.6 Qualified fire watchman will be assigned at site during the branch
installation works.
7.2.7 Area of work shall be barricaded with Red/White tapeline, to prevent
others from approaching.
D 7.2.8 Fit up and align prefabricated tie-in spool at the correct position.
7.2.9 Weld tie-in joint (ref. WPS-742-LTCS-02), QA/QC to monitor all welding
D temperatures and the NDE requirements.
7.2.10 Tie-in spool shall be pneumatically pressure tested.

7.3 During Hot Tapping works.

7.3.1 Ras Gas – CMS&A will schedule the hot tapping date and consequent
work permits to be applied for, released and approved.
7.3.2 Area shall be properly secured and all safety requirements shall be
adhered to prior to initiating the hot tap works.
7.3.3 Safety officers from both Sub-contractor and CMS&A shall be present and
D be on site all the time during these works.
7.3.4 Hot tapping machine equipment shall be set-up, installed, hooked-up with
D tie-in spool and valve. (refer to detailed hot tapping procedure; Ref. No.
WL-QMS-PRO-HT-00440 AI 304)
7.3.5 Hot tap work will only commence upon receipt of approval to proceed from
Ras Gas.
7.3.6 Hot Tap Vendor to confirm that coupon has been retained in the coupon
D cutter.

7.4 After Hot Tapping works :

7.4.1 Remove all hot tapping equipment / Valve should be closed position.
D 7.4.2 Touch-up paint / coating to be completed on all damaged areas.
7.4.3 Backfill the tie-in areas.
7.4.4 All construction materials, tools & equipment to removed from site &
D maintain housekeeping.
8. SAFETY

8.1 All works permits for the Tie-in / Hot Tapping works are to be completed
and received by Authorized Personnel only.

8.2 A specific JHA shall be prepared and reviewed prior to commencing of the
works.
8.3 All access / exit points shall be maintained free from obstacles, materials
equipment, etc.
8.4 Temporary safety signs shall be provided at all work areas, storage areas
and access / exit routes, etc.
8.5 Construction Works shall be co-ordinated at all times and confirmed with
Company.
8.6 All work related to unloading, handling, NDT, painting and piping
installation will be conducted in accordance with Ras Laffan Liquefied
Natural Gas Safety Manual and the relevant EHS Plan.
8.7 Nylon slings, shackles, ropes etc. shall be initially inspected and color
coded prior to use.
8.8 All scaffolding materials shall comply with project specification and will be
inspected, approved and tagged before being use.
8.9 When working over 6 meter of the operating plant, heavy lift procedure
shall be applied and work permit used. Extreme vigilance shall be
observed when cranes are being operated in the vicinity adjacent to the
operating plant.
8.10 When welding work is being conducted in the operational plant area, a
trained fire watch person shall be maintained at all times. Trained fire
watch shall wear orange vest as identification.
8.11 Sufficient illumination of the work areas, storage areas and access / exit
routes shall be provided while working at night.
8.12 All activities to be immediately suspended in case of an emergency.
Evacuate work area in safe manner as per emergency evacuation
procedure, work to be restarted upon receipt of approval from Ras Gas.
8.13 Ensure that working areas are free from rags, rubbish, tools, wooden
planks, boxes etc.
8.14 The Contractor will maintain good housekeeping standards at all times.
8.15 Sub-contractor to provide, erect, inspect and approve scaffolding as
required for the work.
8.16 Sub-contractor to obtain necessary Ras Gas Gate Passes and
relevant work permits prior to commencement of the work.
8.17 In daily pre-job briefing will be done by subcontractor
supervisor/chargehand with all workers before starting the activity.
8.18 Company to maintain communication between work location and
D control room operation during branch installation and hot-tapping works.
