in Eden Terrace, Auckland Central.
Earlier, speaking exclusively with The Indian
Weekender, the minister emphasised that the
current government in New Delhi is committed
to increasing India’s global footprint around
the world to advance India’s national interests
along with connecting with the members of
the Indian diaspora, and the South Pacific
region offers the opportunity for both of these
objectives.

2014, there were still 29 nation-states around
the world, with which India had either not
established any diplomatic contacts, nor

It is important to note that India continues
to engage with Fiji and other PICs under the
framework of the Forum for India Pacific
Islands Co-operation (FIPIC).
FIPIC is a multinational grouping developed
in 2014 for cooperation between India and
14 Pacific Island nations, and the first annual
summit was held in Suva, Fiji.
Since then many bilateral visits between
India and Fiji have taken place including the
last one by India’s Union Minister of State for
External Affairs Gen. V. K. Singh in May 2017,
when the Minister was in Fiji to host a two-day
conference organised under FIPIC.

devastated by the severe
flooding following
Cyclone Josie earlier this
month.
Five people were
killed, and significant
damage to homes and
farms was reported, dealing a blow to western
Fiji’s agriculture sector. Businesses in Ba and
Nadi also suffered massive losses due to the
flooding.

Lodhia said the support from New Zealanders
was overwhelming.
The group had hoped to send two full
containers of clothing, home essentials and
non-perishable foods, but actually collected
relief materials to fill four containers, he said.
Auckland supermarkets had sent in pallets
full of tinned food, tea, coffee, plastic tubs,
buckets and other home essentials while people
chipped in with bed linen, towels, new and
pre-loved clothing besides non-perishable food
items.
Goods were received from Hamilton and
further afield from Palmerston North and New
Plymouth, Mr Lodhia said. Temples, churches
and mosques and even senior citizens’ groups
helped in many ways, he added.
The initiative called ‘Friends Reaching Out’
is Mr Lodhia’s brainchild and he acknowledges
the contribution and help from his fellow

fall on Tuesday, May 1 where
millions of Muslims across the
globe especially in the Central
Asian countries observe the day
with prayers and visiting the graves
of their beloved.
Shab-e-Baraat is also a reminder
that Ramadan –the holiest month
for the Muslim community is barely two
weeks away.
Although, there are no direct
references mentioned about the night
in the Holy Quran or Hadith (teachings
of Prophet Muhammad, peace be upon
him), this night is considered blessed by
some scholars and widely observed in
the global Muslim community.
This day is observed in parts of
South East Asia such as India, Pakistan,
Bangladesh, Nepal, Malaysia, Indonesia,
some parts of the Middle Eastern
countries and by Muslims migrated to
the western nations.
Although there is no set custom for
this day, people fast on this day from
dawn to dusk, make special prayers in
the night, stay up all night making Dua,
doing Salat, reading the Holy Quran, ask
for forgiveness, and also visit the graves
of their beloved during the evening.
The idea behind observing Shab-
e-Baraat is to repent for ones’ sins
committed, pray for the well-being of
the community, ask forgiveness for
their family, friends and ancestors and
prepare oneself for the oncoming month
of Ramadan.
Believers are encouraged to stay up
late until next morning prayer before the
sunrise –Fajr, recite Quran, do Dhikr
(reciting small phrases of Quran), make

has died following an

to the picturesque waterfall with his
two classmates on Sunday, April 22,
for the weekend holiday. Kishore’s
friends Ashwin Balasubramaniam
and Pravallika Samuthirarajan were
taking pictures at the cliff when
they decided to go to the falls at
around 2:30 p.m.
According to Kishore’s friend
Ashwin, Pallavi and Kishore were
taking pictures in the waterfall
when a sudden gush of water pulled
them into the stream.
Their friend Ashwin rushed to
the ground for help and called the
emergency number 111 as there
was no network near the water. The
emergency services arrived around
3 p.m. and pulled Pravallika through
the helicopter winch and left her
with the ambulance. Kishore was
nowhere to be found in the water.
Pallavi was then taken to the
Waikato Hospital in an ambulance
and treated there.
The helicopter after refuelling
at Tauranga Hospital went back to
the gorge to look if the body had
surfaced. The rescue helicopter
abandoned the search around 30
minutes later as it became unsafe to
continue the operation.
The Tauranga City Council
spokesman Warren Aitken said a

concept of family for ethnic people is different

parents’ home as they turn 18 years old.
It was issues like this that inspired a group of
ethnic women in Hamilton in the late1990sto
dream of an organisation that catered for the
specific needs of ethnic families, even better
would be to have a Centre where ethnic
women could meet and find support if they
were struggling. After many meetings in their
garages to plan a set up for an organisation,
and thanks to the support of Shakti and other
stakeholders at the time, Shama was born in
August 2002.
Sixteen years later, Shama is a recognised
organisation, expert in delivering services to
ethnic women and their families. Shama aims
to support the development of a truly multi-
cultural New Zealand where all women from
ethnic minorities would be fully integrated into
New Zealand society, to live with dignity, free
from fear of violence and discrimination, and to
be recognised as valuable contributors to their
local communities.
The primary objective of Shama is to be a
vibrant, sustainable social service organisation
that provides culturally appropriate support,

advocacy, and programmes to
ethnic women, their children and
families, and to be a source of strength
and empowerment for ethnic women of
all ages.
While Shama provides specialist support for
those experiencing violence, it takes a holistic
approach to the needs of women, their children
and families. Shama is a community hub for
hundreds of ethnic families in the Hamilton
area, as we provide peer-to-peer support for
ethnic women through the running of regular
classes in crafts, cooking, learning to drive, as
well as the parent support and playgroups.
The programmes currently provided by
Shama fall into three categories:
Skills based programmes: English language
and conversation, IT and computers, gardening,
cooking, and sewing classes.
Support programmes: parent support,
school holiday programmes, legal and
domestic violence workshops, volunteering
opportunities, etc.
Individual support: one on one support is
provided to ethnic women, children and their
families by trained social workers.

recruits will begin training
in Tāmaki Makaurau (Auckland) at Section 5
of Wing 314, is starting on Monday, April 30,
2018.
The in-house learning will take place at
the Unitec in Mt Albert and the field training
component will be based at the North Shore
Policing Centre.
Currently, all fresh recruits receive
induction training in Wellington based Royal
New Zealand Police College, which for many,
acts as a serious impediment, thus restricting
their entrance to the police force.
The Police is hoping to unlock those
potential new cops to stack up their numbers.
Auckland already has all facilitates required
for the recruits to carry out their tactical
training, including driving, firearms, and
defensive tactics.
They will receive identical training as
they would at the Royal New Zealand
Police College.
The difference is that they will get to go to
their homes and whanau at the end of each day.
Inspector Iain Saunders of the RNZPC said
this pilot came about following direct feedback
from potential recruits, whom for many said
that moving to Wellington for 16 weeks was
a real barrier to joining New Zealand Police,
particularly those with young children.
“We are incredibly excited about this
opportunity to train some of our future officers
in Tāmaki Makaurau.
“We are bringing some of our trainers up
from the RNZPC to ensure consistency in the
training the wing receives.
“With our recent recruitment drive to get
more people to sign up, we are really keen to
see if this initiative can assist us in increasing
our numbers by reducing some of the barriers
preventing those who would make excellent

We have a great bunch of recruits in this

t Roskill is my home, the place I
love. My wife Julie and I chose to
come here in 2003 and after fifteen
years, the place has become not just the bit of
ground we occupy, but a profound part of our
identity. Here are some of the things that make
my community of Mt Roskill special:

Waikowhai coast where I walk through beautiful
native bush to clear my head, and Auckland’s

Auckland. A part of the Auckland Isthmus –
near to the central city but with our own unique
identity. Equally we are close to the south and
west, and once Light Rail gets going, we’ll
be able to get right around our sprawling city
quickly and easily!

my children’s school and we gather together

the young people of our community. Smart,
ambitious, creative, caring citizens of the
world. I’m inspired every time I spend time
with them, and know that Mt Roskill’s future

Message of inclusiveness
conveyed at Turban Day 2018

he Auckland Turban Day
event held for the past three
years has been able to gather
quite an attention in Auckland city.
This year’s event was a step forward
with more than 500 people trying the
turban at the Aotea Centre.
Another reason why this event was
a step forward was the involvement
of more youth in putting the big show
together.
Held on Saturday, April, 21 from
10 a.m. at the heart of Auckland CBD,
the colourful turbans at the corner
of Aotea Centre became the centre
attraction for many passer-byes that
drew hundreds of men, women and
children towards the camp.
The idea behind hosting this
event was to convey the message of
inclusiveness to the extended non-
Sikh communities present in the city.
With growing number of Indians in
the city, be at workplace, schools,
universities or on the roads, there is a
need to educate people why men and
women from the Sikh community
wear a turban, why baptised Sikhs
carry kirpan and answers to questions
if the people had any.
Volunteers from Sikh Youth New
Zealand, an independent group of
Sikh youth responsible in organising
this event for the last three years
distributed pamphlets to the passer
byes, invited people to try the
turban and educated them with more
information about Sikhism.
Fiji opens new trade office in Auckland Seatbelts save lives and we

iji has opened a new Trade
and Investment office in
Auckland this month.
New Zealander Peter Rudd
has been appointed the Trade &
Investment Manager and will head
the office, which will work closely
with the Sydney based Fiji Trade &
Investment Office.
Mr Rudd has worked in
international marketing for more
than 20 years both in New Zealand
and overseas.
He has previously run his own
company in music publishing and
licensing in the United States and
Europe. He has a strong information
technology background and has had
a stint with New Zealand Trade &
Enterprise (NZTE).
“The new office will focus on
opening doors for Fijian products
and services in New Zealand,
basically promote trade and export to
New Zealand as well as selling Fiji
as an investment destination for Kiwi
investors,” Mr Rudd said.
His early focus areas will be
information and communication
technologies (ICT) including call
centres and offshore back office
operations of large companies. “We
already have a few successful models
in this space like the ANZ call centre
and Mindpearl in Fiji,” he said.
Fiji is increasingly seen as a
viable location for back office and
call centre operations because of
its English-speaking workforce,
good internet connectivity and its
geographical location.
“This year’s turn out is outstanding,
we brought 500+ long and short
turban clothes, and we are almost out
of, and still there is an hour to finish
the event,” Navjot, a spokesperson
from the Sikh Youth NZ team told

“Our goal is to give people an
opportunity to try the turban and
feel the beauty of our culture, learn
a little about Sikhism and spread
the message of peace amongst
everyone,” Navjot added.
Another attraction for the visitors
besides turban tying was a Bhangra
and Gatka performance by the young
members of SYNZ. Gatka is Sikh
martial art that children as young as
seven years old performed wearing
a bright yellow attire and Khalsa
emblem on their blue turbans.
The event was supported by NZ
Police whose officers too sat down
patiently while volunteers tied the
turbans on their heads.

Life and works of Bapu showcased in a musical

iwis, Kiwi-Indians, and every other
community in Christchurch, was
introduced to the inspiration that was
Bapu - as Mahatma Gandhi was adorably called
by Indians, who is also widely acknowledged
as the father of modern India.
The occasion was, Gandhi - a journey
through music, a musical biographical drama
performed by children of Indian origin for three
consecutive days in the Garden City last week.
The musical was produced by dance
company Bollywood Dreams, and directed
and choreographed by its owner Mr Shawn
Thomas.
Explaining the reasoning behind producing a
show on the Mahatma, the company had earlier
noted, “This is our third musical as a dance
company and we wanted to make it the most
special one yet.

The final 1528 crosses were added on April
14, taking the total to more than 4300.

TRADE WAR FEARS AND THE RESILIENCE OF EMERGING MARKETS

T
he much-dreaded trade war
has come dangerously close
to fruition after the tit-for-tat
exchanges between the United States
and China over the course of the past
week.
Last Tuesday, the US, blaming
China for intellectual property theft,
released a list of 1,300 products that
could possibly be imposed with a
tariff of 25 percent -- worth a total of
$50 billion -- unless China mends it
ways. The very next day China came
up with a list of US imports that
could be charged with a 25 percent
tariff, again worth approximately
$50 billion.
Trump retaliated the following day
saying that the US government is
considering the imposition of tariffs
on another $100 billion of Chinese
imports. In response, China warned
on Friday that it was ready with a
“fierce counter-strike” of fresh trade
measures if Trump follows through
on his threat and that it would fight
the US “at any cost”.
At the time of writing (April
9), neither of the two nations had
followed through on their threats and,
hopefully, a more conciliatory tone
will be adopted this week. What needs
to happen is quite straightforward.
China should recognise that some of
the US claims have merit. Beijing has
long demanded that US businesses
relinquish their intellectual property
'Make in India' will not work – unless there is a strategic plan

rime Minister Narendra
Modi set out an ambitious
agenda when he announced
his administration’s Make in India
programme in September 2014. The
centrepiece of that programme is the
National Manufacturing Policy, the
purpose of which is to make India a
global manufacturing hub. It intends
to increase manufacturing’s share of
the country’s GDP from 16 per cent
to 25 per cent by 2022 and to create
100 million additional jobs by that
year.
The policy sets out 11 areas of
concentration, including focus
sectors, easing of regulatory
environments and acquisition of
technology and development. It
identifies 25 specific focus sectors,
including automobiles, defence
equipment and medical technology.
As Prime Minister Modi reported
during the “Make in India week” in
February 2016, progress had been
made on the manufacturing agenda.
Growth in manufacturing’s share
of the GDP and employment since
the introduction of the programme,
however, has been quite sluggish.
That is why, in 2017, Parliament’s
Standing Committee on Commerce
issued a report questioning the
impact and implementation of the
Make in India initiative.
The government’s Department
of Industrial Policy and Promotion
responded by citing a number of
measures that had been taken.
According to The Hindu newspaper,
the committee stated that many of
the measures were more than two
years old and urged “the department

rights if they want to gain access to
Chinese markets.
For instance, if a US car
manufacturer wants to sell cars
in China, it has to team up with a
local manufacturer and transfer all
the technology or face steep import
tariffs. China has been benefiting
from this rule for decades. In case
China ends this, Trump could
withdraw his threats of tariffs, and
both sides would be in a position to
disengage.
It is also more in China’s interests
to avoid a full-blown trade war.
The country is still an export-
dependent economy, and it sells more
goods to the US than it buys. But
China, with its ambitions of being
the next superpower, might not back
down so easily.
It would prefer not to be seen as yet
another developing economy with
no option but to do as Washington
to take effective steps to implement
initiatives such as Make in India in a
‘more robust manner’...”
More recently, in mid-March,
during a visit to India, American
economist and Nobel Prize winner
Paul Krugman called attention to the
need for India to hit manufacturing
with a much bigger stick. After
lauding India for its significant
economic growth and becoming a
better place to do business, Krugman
observed: “India’s lack in the
manufacturing sector could work
against it, as it doesn’t have the jobs
essential to sustain the projected
growth in demography. You have to
find jobs for people.”
As a knowledgeable Indian-
American business person who
participated in the India-U.S.
CEO Roundtable convened
during President Barack Obama’s
Republic Day visit in 2015, I concur
completely with the need to intensify
dictates. It also has some damning
arsenal in its kitty to pose a credible
threat to the US: A massive reserve of
US Treasury bills. If it plans to dump
these bonds on the world markets, it
would mean catastrophe.
Therefore, it is in everyone’s best
interests that sense prevails, and a
trade war is avoided at all costs.
A positive outcome from this affair
has been the resilience shown by
the emerging economies around the
world.
If history is any indication, a
situation like a tit-for-tat trade war
between two of the world’s largest
economies should have sent capital
rushing towards safe assets in the
US, leaving the emerging economies
high and dry.
That was the case until quite
recently. A case in point is the “taper
tantrum” of the US Federal Reserve
which took place in 2013, and a

right way to do that, in my opinion,
is to create a manufacturing strategic
plan for the nation and its states.
The Make in India’s National
Manufacturing Policy outlines a
broad range of initiatives covering
a number of diffuse and diverse
areas. A policy is not a plan. It is a
prescription that must be targeted to
achieve the desired end goals -- in
this instance, manufacturing being
25 per cent of the GDP and 100
million new jobs by 2022.
A well-constructed strategic plan
provides the means for that targeting.
It translates policy into action with a
laser-beam focus. It delivers the keys
to the kingdom. It identifies:
• Key Result Areas: The few
areas (3-7) in which strategic
action programmes must be
developed and implemented
effectively and efficiently.
• Key Drivers: The critical
factors or sources of

flows have also been more volatile
than in emerging economies.

The Make in India Manufacturing
Strategic Plan should be crafted
by an independent commission
comprised of a representative cross-
section of business, academic,
government and other leaders with
appropriate experience and expertise.
The commission can draw upon the
National Manufacturing Policy and
multiple other studies and position
papers as inputs for the plan.
My quick review of a variety
of source material suggests the
following as potential items for
inclusion in that plan that might have
a great effect for simultaneously
driving GDP growth and job creation:

Even if a trade war does break
out and the global scenario does not
remain as promising, India might

will define trading patterns. Prime
Minister Narendra Modi has spent
the last four years building strong
connections with countries around
the world. These efforts would pay
much-needed dividends to the Indian
economy if a trade war ensues.
Whatever be the case, it is quite
clear that the liberal world order
established in the post-war era is
going through dynamic changes.

The developed world is uneasy about
ceding its long-held power to the
emerging economies.
India still has a long way to go, but
China is rapidly catching up in terms
of technological competence.
It is time to reset the rules of the
global trading regime and ensure a
fair and level playing field among
countries with fundamentally
disparate economic systems.

The Make in India programme
is at a pivot point. The McKinsey
Global Institute in an August 2016
report titled “India’s Ascent: Five

Transformation”, observed: “India’s
appeal to potential investors will
be more than just its low-cost
labour: manufacturers there are
building competitive businesses
to tap into the large and growing
local market. Further reforms and
public infrastructure investments
could make it easier for all types of
manufacturing.”
India continues its ascent, but not
as quickly as intended. A Make in
India Manufacturing Strategic Plan
will kick on the after-burners and
accelerate that ascent. Putting the
right plan in place and implementing
it properly should make the sky the
limit for the Indian economy and the
Indian people.

Jaipur, India, the team conducted 27
operations in nine days from April 13
to April 20, 2018.
The team comprises of world-
class surgeons, doctors and specialist
nurses from India, USA, Australia
and Oman.
The charity heart surgeries were
organised as part of the Sai Prema
Foundation’s Gift of Life initiative.
Sai Prema Foundation Fiji is a
non-government organisation (NGO)
founded to serve the underprivileged
people of Fiji through medicare,
educare and sociocare initiatives.
The foundation’s medical co-
ordinator, Dr Krupali Tappoo,
said they were grateful to have the
surgeons and specialists in Fiji.
It was their second visit; their last
visit was in 2016.

city, Wuhan, for his informal summit
with President Xi Jinping.
A recent survey by state broadcaster
CCTV showed the country’s happiest
people live in Wuhan, the biggest
city in central China and capital of
landlocked Hubei province.
The city, located a little more than
1,000 km south of Beijing, is where
the two leaders will seek to chart
a fresh course for bilateral ties on
Friday and Saturday.
It is rare — even unprecedented
— for Xi to host a summit outside
Beijing but choosing Wuhan, a
provincial capital and a second-tier
city, reflects his vision to focus on
emerging areas, which many outside
China will never have heard of.
In China, Wuhan is known for
Mao Zedong’s villa on a lake, where
he often went for a retreat.
The city’s profile got an
international boost in January when
British Prime Minister Theresa May
began her three-day China tour from
there. Vice foreign minister Kong
Xuanyou explained why Wuhan,
located on the banks of the mighty
Yangtze river, was chosen as the
venue. “We have taken multiple
factors into account: Whether Prime
Minister Modi has visited the city
earlier, the bond of this place with
India, as a representative city (for
central China)... Wuhan is also
an important hub for business,
education, research and emerging
industries. It is also a hub for inland
waterway transport in China,” Kong
told a news briefing. In recent years,
Kong said, Hubei province and some
Indian states have intensified

reached Arianespace’s rocket port
in March. GSAT-11 was designed,
assembled and integrated by the
ISRO, and will have an estimated

monsoon rains to arrive, relocating
Rohingya refugees to a safe place

refugees into India.

that they will not allow entry of illegal migrants
as some Rohingyas had been found to have
links with Pakistan's Inter-Services Intelligence
for delivering fake Indian currency into the
country. They were also said to be trying to
illegally obtain Indian identification.
The BSF says it will have to follow the
government's order to the tee. "We have
intelligence inputs that Rohingyas would try
to enter India when the rains come and we are
putting in place plans to stop them," a BSF
official said on condition of anonymity.

witnessing a trend of radicalism,”
she said. “Such radicalism provides
a fertile ground for terrorism to
flourish. It then spreads to the
neighbouring areas and engulfs the
entire region,” she stated.
“In such difficult times, there is a
need for a philosophy that teaches
peace and tolerance. Countries
like India and Mongolia with our
strong Buddhist traditions have a
crucial role to counter this trend of

approval to permit SpaceX to build
the BFR Mars rocket at a new facility

be built on a 19-acre parcel on the
mostly artificial island that's part of
the port. The facility would provide
employment to as many as 700
people, as per SpaceX.

For the past couple of years, NASA
has been partnering with Fairchild
Tropical Botanic Gardens in Miami,
Florida, to encourage student interest
in science, technology, engineering
and math, or STEM, Amanda Griffin
from NASA's John F. Kennedy
Space Center, wrote in a blog late on
Saturday.
NASA partners with The Fairchild
Challenge -- an annual standards-
based environmental outreach
programme which reaches more
than 125,000 students annually -- to
help determine which edible plants
might be suitable for growth in
microgravity aboard the International
Space Station (ISS) in the Veggie
discussions, the zoo announced in
2006 that it would not bring in any
more polar bears after Inuka.
His death has been emotional for
many animal lovers in Singapore,
who have been expressing their
grief on social media and sharing
memories of their last polar bear.
"Dear Inuka, you spent your
entire life being an exhibit, and
yet a delight to the visitors at the
zoo," wrote Chong Shangyee on
Facebook.
"You had a wonderful life here on
earth, even if you never knew the
polar ice caps and the cold of the
Arctic. May you be free of all pain
and suffering and flash photography
in heaven. Everyone will miss you."
"Your life and presence lighted

(COL) project "Reaching the
Unreached" (RtU) is aimed at
providing education and training
to 40,000 women and girls who

disadvantaged communities due to
early marriage and cultural norms in
these countries. With the additional
funds, the project will now reach
more women and girls to provide
secondary schooling and skills
development training through open
and distance learning, COL said.

Mumbai Indians are back on

Mumbai Indians need not look
elsewhere for inspiration for they
know the way out. Be it their poor
start in the inaugural 2008 IPL, or in
2015 when they won for the second
time despite losing five out of the
first six games, they have repeatedly
defied the odds.
The IPL editions of 2013, 2014,
and even 2015, showed how Mumbai
Indians have this knack of bringing
out their best in adverse situations.
Rohit Sharma knows his team
only has to do what it has done over
the years to bounce back, and he is
hopeful. “We know it’s not the end
of the world and Mumbai Indians
have always lost the first game and
won the title. I hope it is the same this
year,” he said a few days ago.
In IPL 2008, Mumbai Indians
began with four defeats, but won the
next six games. However, failure to
reach the semifinal in the first two
seasons saw Mumbai Indians turn
into a determined unit, and that was
on show in 2010.

seven of the first 10 matches, Mumbai
Indians reached the final, but lost
to Chennai Super Kings. Over the
next two seasons, Mumbai rubbed
shoulders with the tournament’s best
teams Royal Challengers Bangalore
(RCB) and CSK, and made it to the
playoffs. But defeats left Mumbai
yearning to lay their hands on the
trophy.
Though they won six of the first 10
matches in 2013, tougher challenges
awaited them. Mumbai clinched a
four-wicket win with a ball to spare
against Rajasthan in the second
qualifier and pipped CSK by 23 runs
in the final.
It was bitter-sweet as Sachin
Tendulkar announced it was his last
IPL. It was in IPL 2014 when Mumbai
truly set their mark as a side which
could stage remarkable comebacks.

Royals (RR), Mumbai needed 190 to
win in 14.3 overs to make it to the

on children, 61 per cent parents
feel that the online medium has enabled them
to keep a track of "tweens", according to a
survey. "Tweens" is a term given to children
between the early elementary grades and

the home of an unfamiliar family.

University of Michigan's C.S. Mott Children's
Hospital National Poll on Children's Health.
"The tween stage brings new challenges for
parents as they often must balance their child's
desire for more freedom and independence
with supervision. It's not an easy balancing
act," said Sarah Clark, poll co-director.
"In some families, reading text messages or
social media posts might be seen as 'spying.'
But in others, parents discuss rules including
sharing passwords," said Clark.
"Establishing family rules around the use of

those rules, is an important part of parenting
