THE PHILIPPINES.

WHEREAS, the President of the Philippine s ilB leav­


irg f<r ~Ialaysia, Indonesia and Thailand on an official
visit on January 9, 1968, to take up matters of vital
interest to our country;

NoW, THEREFORE, the following instructions are hereby


issued lor the conduct of public affairs duriq!, his abseme:

1. The President of the Philippines shall conti­


nue to exercise all the functions of his office as en­
joined by the Constitut ion ani the laws, in th:l same
manne:r as when he is wit hin tlnational territ cry.

2, The Vice-President sh .·1 exercise general su:r:er­

derartments, except as to administrative functions. He
~hall pres:ide over Cabinet meeti~s ani shall represent
the President in social functj.ons requiring the presence
of the latter. He shall als 0 pres:ide over official cere­

dignitaries in behalf ani in repreSbrtation of the Presi­
dent, and on such occasions the Vice-President shall
be entitled to the honors and courtesies due tre Presi­
dent of the Philippine s. The Vice-President, if he so
desires, can meet his visitors in the President f s Study
Room. .

3. The Executive Secretary shall exercise general


8ufervision over the administrative furetions in tre
e:xscutive departments. He shall, as heratcfore, sign
all papers that are ordinarily sigred by him by or unier
the authOrity of the President and shall decide rout ina
matters.

4. Each Secretary of DeFartment shall attend to


and dec:ide mat tars whic h pertain to his derartment and
which unier the l'1w he may dec:ide. On those matters
which require approval of th::l President, in case urgent
action is needed. such aDProval shall be oht,ained hv
