This is done
by identifying the needs of the workforce, locating the available talent, and
recruiting, selecting, positioning, promoting, evaluating, planning careers,
compensating and training, or developing another way for current job
candidates to fulfill their tasks with effectiveness, efficiency and, therefore,
efficacy. It is clear that staffing must be linked to an organizer, that is, the
establishment of intentional structures of functions and positions.
