INTRODUCTION
▪ The Philippines has more or less 7107 islands, if which the main islands
(Luzon, Visayas, and Mindanao) are connected to the grid.
▪ Other smaller islands have limited or no access at all to electricity.
▪ Supplied by the National Power Corporation-Small Power Utilities Group (NPC-
SPUG) using Diesel mini grids
▪ 22 out of 233 NPC-SPUG areas have 24/7 electricity service
▪ 70 % have only 8 hours or less supply of electricity

▪ As of 2014, 4 million households are without access to electricity

CURRENT SITUATION
▪ Currently installed capacity from Hydropower is 2518 MW
▪ Additional capacity of 2950 MW is projected to supply both grid and
off-grid areas, of which 18 Large Hydropower (> 10MW) potentials are
to account around 90 % of the possible additional capacity.
▪ The untapped hydropower resources potential of the country is
estimated at 13,097 MW, with the following breakdown:
▪ Large 11 223 MW (85 %)
▪ Mini (101kW-10MW) 1 847 MW (14 %)
▪ Micro (1 – 100 kW) 27 MW (1 %)
CURRENT SITUATION
▪ Potenatial sites for mini and micro-hydropower projects are evenly
distributed in all the regions.
▪ So far, the National Electrification Administration (NEA) has identified
about 1000 mini-hydro potential sites for development.
▪ The study entitled “Micro-hydropower Development Study for
Unenergized Barangays” is a Japanese funded project which aims to
identify at least 40 micro-hydro sites for development in Regions 1, 2, 3,
and CAR.

CURRENT SITUATION
▪ Repower Energy Development Corporation (REDC) is a renewable
energy developer of mini-hydropower projects.
▪ They have 124 MW of mini-hydropower projects clustered in Laguna,
Quezon, Camarines Sur, Bukidnon, to name a few.

PURPOSE OF RA 7156
▪ Also known as the “Mini-Hydroelectric Power Incentive Act”
▪ In a nutshell, RA 7156 promotes the development of the country’s
untapped hydro resources to attain energy sufficiency and minimize the
dependence on other conventional sources of energy, while
maintaining a balance between economic development and
environmental protection.
▪ Furthermore, developers shall be given the proper incentives and
privileges to provide
