Requirements Document
Data Storage and virtualisation implementation tender.

This document lists the requirements British Library have for implementing a
strategic solution to deliver against the following aims:

Providing a resilient, secure and highly available storage infrastructure at a


relatively low and predictable cost to replace two existing HP EVA 6000
arrays.
Delivering an easy to configure, manage and maintain solution.
Enabling scalability so that initial investment can be protected as storage
needs within the organisation grow.
Contribution to reducing the carbon footprint of The British Library
Providing a rapid implementation and handover.

The tender document provides information to allow a detailed bid to be


created. The British Library will be happy to provide clarification required to
aid a bid. The desired outcome for The British Library through this process is
to select a vendor who will provide and implement the following:

Tiered storage solution to be used for production systems at The British


Library’s Boston Spa site.
Tiered storage solution to be used for production systems at The British
Library’s London site.
Integration into existing Brocade F/C SAN.
Selective replication enabled and working between Boston Spa and London.
Snap shots capability enabled for selected systems.
Thin provisioning capability.
Training provided to in-house team to enable ongoing management tasks to
be undertaken in-house.

Please provide a response that is ordered to match this tender document.
There should therefore be the following sections:

Quote for Boston Spa storage purchase and 3 year recurring costs
Quote for London storage purchase and 3 year recurring costs

British Library will review the results of the tender process and will select a
preferred supplier using the evaluation criteria below.

1. Quote 1 - Boston Spa requirements

Please provide details of a solution and quote for the Boston Spa site. The
requirements to be met are listed below.

Boston Spa Storage Array Requirements


1.1 British Library requires Tier 1 storage totalling 5TB of available
operating disk capacity. Advise of RAID configuration.
1.2 Tier 1 storage that is capable of being expanded without needing to
make redundant any initial investment or purchase additional
hardware except disks.
1.3 British library requires Tier 2 storage to provide an additional 30TB of
usable disk capacity. Please ensure appropriate raw disk capacity is
provided to support this. Advise of RAID configuration.
1.4 Tier 1 storage should be designed to cope with a number of
transactional SQL database’s and a number of high I/O applications.
Please therefore assume that there needs to be a capability for high
IOPS when required. The current capacity is split 90% FATA and 10%
F/C disk. At present there is no movement of data between these disk
types. If you wish to run an IOPS survey on the current host systems
in order to be able to more accurately specify the Tier1/Tier2

capacities then please state this in your response.
1.5 British Library wish to use snap shot technology to provide rollback
capability for mission critical systems. It is expected that snap shots
will be kept a maximum of two days and for some data these
snapshots may be taken every 15 minutes. Please provide estimates of
additional disk capacity to cover this requirement.
1.6 British Library require that selected data on the Boston Spa SAN is
replicated asynchronously with the London SAN. Data may need to be
encrypted during replication.
1.7 SAN must be resilient with dual fibre controllers each with minimum
2 x 8Gb fibre ports and capable of running in active-active mode.
1.8 SAN must allow for remote management.
1.9 Data on SAN must be secure.
1.10 SAN must be currently certified by VMware and VMware SRM
1.11 SAN must be purchased with maintenance allowing for 4 hour
hardware fix / replacement from request being made.

Additional information required:

Breakdown of all software versions included in proposal detailing number of


patches released per annum.
For all hardware and software any known EOL or EOS dates must be listed.
The quote must include details on all annual recurring charges including
maintenance and support.
Costs must be listed for the purchase of the hardware and then show
recurring charges over a three year period.

2. Quote 2 – London Requirement

This is identical to the Boston Spa requirement apart from capacities specified
in 1.1 and 1.3.
London Storage Array Requirements
1.1 British Library requires Tier 1 storage totalling 3TB of available
operating disk capacity. Advise of RAID configuration.
1.2 Tier 1 storage that is capable of being expanded without needing to
make redundant any initial investment or purchase additional
hardware except disks.
1.3 British library requires Tier 2 storage to provide an additional 20TB of
usable disk capacity. Please ensure appropriate raw disk capacity is
provided to support this. Advise of RAID configuration.
1.4 Tier 1 storage should be designed to cope with a number of
transactional SQL database’s and a number of high I/O applications.
Please therefore assume that there needs to be a capability for high

3. Quote 3 – Capacity planning

British Library expects that it will rapidly grow its current data storage
requirements and will require additional tier 1 and tier 2 storage to be added
to the SANs over the next few years. In making the selection it is important
that British Library are aware of the potential total cost of ownership.

Please provide a quote to highlight all additional costs (per useable TB) British
Library would need to meet to expand capacity to allow additional tier 1 and
tier 2 useable capacity for both the Boston Spa and London SANs.

Please explain the mechanism and increments by which storage is added , i.e.
can single disk be added, additional enclosure requirements, minimum
increments etc.

Include any impact this will have to annual recurring maintenance and
software license maintenance charges.

Also estimate any additional implementation charges likely to be required.

4. Quote 4 – Implementation and support

British Library accepts that there will be assumptions made in preparing a


response. Please provide details of any assumptions. It is a requirement that

delivery/installation is made by mid-March 2011, inability to meet this
deadline will exclude your proposal from further consideration, please detail
lead times to ensure compliance with this requirement.

Scope of work
The implementation plan must include the following activities:

Installing all storage array infrastructure – hardware and software for both
sites including:
Configuring British Library administrator access rights
Configuring storage volumes
Setting up snap shots on selected data
Setting up replication between SAN’s.
Configuring storage tiers
Configuring performance monitoring and reporting

Connecting storage arrays into existing Brocade F/C SAN’s

Connecting in-scope physical servers and migrating data from existing to new
storage.

Providing training on Storage Array management and processes implemented


to in-house team of three engineers.

Supporting British Library to build “how-to” knowledge base and conduct


acceptance testing

Implementation details
4.1 Please provide a rate table showing day rates for each type of skill that
you will need to employ to deliver the project
4.2 Provide a key milestone breakdown of steps to complete the project
4.3 Detail training that would be provided to British Library infrastructure
engineers.
4.4 Please detail expected lead times from the point of placing the order to
the expected arrival of equipment
4.5 Provide lead times for engineer to be available once order is placed
4.6 Provide a quote for how much the implementation is expected to cost

It is important to British Library that a quality support service is provided.

4.7 Provide details of support options available including any additional


costs.
4.8 Provide information regarding number of software patches released per
annum and how frequently British Library need to upgrade software.

5. Additional information - Reference sites

Please provide details of two reference sites that British Library could contact.
Both references given must be using the same storage array model as being
proposed to British Library

One reference should be in an organisation that is a similar size to British


Library (About 1000 people in one site).

The second reference would ideally be a larger implementation.

British Library have a preference for public sector reference sites, however
this is not mandatory.
