Sub Clarification reoardinq 1. NOC and 2. Sinole Candidate to an open

adveftisement.

References have been made by some colleges on the issue of NOC. ln this
regard, it is stated that a detailed Circular on NOC has already been issued by this office vide
No. No. DHE/Ptu412O17n Dalt.d lhe 22-0*2017 and uploaded in our website. The relevant
portion appearing in the circular mentioned above is again reproduced here.

"lt is clarified that an employee who has accepted employment by way of direct
recruitment in a provincialized college cannot claim NOC as a matter of right. The
Governing Body or the Principal can decline recommendation for NOC if they think
that exiuabsence of the teacher will adversely affect the students and the
academics of the college. This office will not issue any NOC except when recommended
by the College Authority. An NOC issued from this office will not entitle an incumbent to claim
retention of lien on hls substantive post as a matter of right".
There is no change in the stand taken by this office on this and the circular issued holds good
today mutatis-mutandis.

References have been made as to the course of action when there are only one or two
applicants pursuant to one open advertisement. This office, in the past, has proceeded for
approval and appointments when there were only two candidates. lt is hereby directed that in the
event of only one or two candidates responding to one open advertisement for the post of Asst.
Professor, the Colleges are better advised to issue extension of date for another 15 days to
facilitate receipt of more applications. lf only two candidates apply even after extension of date,
interview may be proceeded with.
As regards single candidate after extension of date, instruction of this orfice should be
sought on individual cases and on receipt of response, further step should only be taken tow S
