Redondo on Thursday in
Sitio Lomboy for allegedly
raping an eight-year-old

citizens know that

government they establish does account
for its performance. And they know they
can remove or replace their officials
through their power of Recall.
This is something every citizen of the
barangay should keep in mind as they
prepare to vote in the elections, which is
just a week away. For accountability is
an even more intimate requirement for
good governance in the barangay—since
it operates as a direct democracy. Its
citizens serve as the community’s check-
and-balance mechanism.
The failure to appreciate this aspect
of the barangay’s government—its being
a direct democracy—is one of the great
shortcomings of our political system.

Through their membership in their
Barangay Assembly, which is the com-
munity’s local parliament (its legisla-
tive governing body) barangay citizens
constitute an official part of government.
If they relegate all the governing tasks
to their officials, they cancel themselves
out in governing their community. And
they leave it open to all sorts of abuses
by the officials, local or external.
Not only is it irresponsible for cit-
izens to be remiss in performing their
governing duty, they cause their own
government to be irresponsible.
Today is a good time to look around
and ponder the state of affairs of one’s
barangay. Does it have an active citizen-
ry? Does it need a change in leadership?
Are its neighborhoods orderly, properly

maintained, the leaders and the citizens
attentive to its needs?
The paramount question of course
is, who can best provide the leader-
ship this time around? To improve
order, harmony, and cooperation in its
neighborhoods. To ensure that sanita-
tion, cleanliness, and maintenance are
sustained. To usher the people into the
arena of self-governance or autonomy
and empower them.

One should consider that the current
officials have been in office too long.
Did they take advantage of the oppor-
tunity presented by the suspension and
cancellation of elections since 2014—to
streamline or improve arrangements in
the barangay? As for those who want to
be reelected, do they deserve to stay on?
A cursory view of barangays today
is instructive. It reveals how low is the
quality of their officialdom generally. If
the officials are well-educated, quali-
fied, or competent, is it reflected in their

The least that one can
expect is order, sanitation,
and cleanliness to be main-
tained, as befits every de-
cent community. Yet, rare
is the barangay that does
not have its own slum area,
tolerating squatters.
Consider also the role
of the citizenry. Is vol-
unteerism promoted? In
many barangays, there is
an abundance of able and
experienced citizens in their
neighborhoods, especially
retirees or senior citizens.
They have time and re-
sources to share if they are
afforded the chance to serve
or be usefully involved. Are
avenues of service open to
them in the community?

In general, there’s a
dearth of development ini-
tiatives, which makes one
wonder where all the baran-
gay’s revenues are invested.
Does anyone know that
the barangay is a public
corporation, with the same
resources, powers, and priv-
ileges available to any cor-
poration?
But the real problem
can be traced to the people
of the barangay and their
choice of leaders. Why do
they elect such inferior pub-
lic servants? Irresponsible
or incompetent barangay
officials are the product
of irresponsible barangay
voters.
As repeatedly point-
ed out in this column, the
barangay, unlike the up-
per-level governments, is
supposed to operate as a
direct democracy. Meaning,
its citizens are part of its
government; that therefore
everyone must take part in
making policy and in over-
seeing its operations. They
are official members of its
supreme governing body,
the Barangay Assembly!
But not even the national
government or the DILG
seem to know this. Worse,
they actually dictate when
the sovereign citizens of the
barangay are to assemble
and what are to be taken up,
spoon-feeding them. Then
we ask why Filipinos are
politically immature.

Manipulating the peo-
ple in their barangay—the
very people that establish
government on all levels—
has stunted the growth and
development of our democ-
racy. It is unacceptable.
It perpetuates the vicious
cycle that causes citizens
to be irresponsible, who
then establish irresponsible
governments on all levels.
Worse, it is playing into
the hands of authoritarian,
feudal-minded leaders who
can think of nothing better
than to declare martial law
or establish a revolutionary
government—thereby keep
the citizenry dependent
upon their ministrations and
remain irresponsible!

reneged on similar pacts
before. This is of course
understandable as decades
of distrust and contrasting
systems and approaches
to achieve some sort of
a more lasting détente
has not worked. Years of
saber rattling, diplomacy,
sanctions, bluster, rheto-
ric, actual missile tests,
a period of denouement,
or a combination of any
of these failed to achieve
this level of electrifying
breakthrough.
The world already got
a glimpse of what could be
possible at the last Winter
Olympics at the seren-
dipitously named town
of Pyeongchang when
both South and North
Korea marched under a
unification flag at the
opening ceremony and
fielded a combined team
at the women’s ice hockey
event.
The real credit must go
to the quiet work of South
Korean President Moon
who came to power last
year on a platform of reig-
nited reunification efforts
after his people toppled his
predecessor President Park
Geun-hye on charges of
corruption and impropri-
ety. Park is the daughter of
the late South Korean dic-
tator Gen. Park Hung Yee
who ruled the South with
an iron fist for 18 years
from 1963 – 1979 until his
own close friend who was
the Director of the Kore-
an Central Intelligence
Agency assassinated him.
Succeeding governments
including one installed by
a coup de etat aping Park’s
strongman rule took over
until a sustained people
power movement that was
inspired in part by our
own Edsa revolution fi-
nally enabled the return to
democracy of the country
in 1987.

strategy of putting Seoul

Korean peninsula. As an

democracy that has arro-
gated upon itself the role
of world policeman and
North Korea ever hap-
pened. It is ironic that if
this indeed transpires, it
will be between two of
the world’s most derided
leaders. And to think that
meeting will potentially
actually put closure to the
last vestige of the Cold
War. What happened was
short of a miracle.
But here’s the rub.
While the world is cel-
ebrating this exquisite
moment, I wonder what
about those areas were
actual rockets continue
to pour and actually ex-
plode? In Gaza and Syria?
Where Israeli rubber or
live bullets waylay un-
armed Palestinian pro-
testers and children and
women are either downed
by chemical gas or blown
to pieces by American or
Russian smart bombs?
What about the “virtual
ethnic cleansing” of the
Rohingya people and the
displacement and killing
of thousands of Kachins
in Burma? What about
the scattered communi-
ties fleeing militias in the
fastness of the Congo, the
bloodied demonstrators in
the streets of Managua, the
dispersed tribes in the jun-
gles of Colombia—despite
a peace deal that earned its
President a Nobel in 2016?
And what about the
devastated city of Marawi?
Who will be our Moon
Jae-in or Kim Jong-un
that will bring peace to
this once proud city of the
people of the lake? Who
will balm the seething
anger of the residents of
the bombed out houses
of Ground Zero and as-
sure and invite them to
participate in crafting the
plans for the rehabilitation
and the “bangon” (rise)
of their own city? Who
will convince Congress
and the Filipino people
that passing an inclusive
Bangsamoro Basic Law
(BBL) may finally correct
the historical injustices
heaped against the Moro
and help calm their res-
tive souls and stop on its
tracts the muse of violent
extremism?
Who will end the terror
that our Lumad sisters and
brothers confront everyday
when soldiers swoop down
on their lands and battle it
out with communist gue-
rillas trapping them in the
crossfire?
Perhaps President
Duterte can take a leaf
from his new “idol” and
push deeper the peace
button by finally resuming
official negotiations with
the communists. In fair-
ness, recent developments
augur some prospects on
this front. But we hope that
this optimism is sustained
until both parties genuine-
ly seek and achieve a nego-
tiated political settlement.
Then they can silence their
guns for all time.
Thank you Moon Jae-
in and Kim Jong-un for
making this place a safer
world today. May your he-
roic example be emulated
in our own divided nation.

to a Jesuit scholastic the
late Alex Benedicto, I also
got conscientized about
martial law and the Mar-
cos dictatorship. Clearly,
even then, I knew that
working for peace was
intimately related with
working for justice.
Consistent with these
early insights I became
first a social activist fight-
ing the Marcos regime to a
human rights and environ-
mental lawyer represent-
ing indigenous peoples
and local communities in
many of the great forest,
land, and environmental
battles in the last thirty
years. When I became an
environment undersecre-
tary in 1996, I discovered
I was a good consen-
sus-builder (negotiator
and mediator) and assisted

in the final stages of the
negotiations between the
Moro National Liberation
Front and the Ramos gov-
ernment in 1996. Later,
in 2009-2010, during the
Arroyo administration, I
became a member of the
government peace panel
in the negotiations with
the Moro Islamic Liber-
ation Front, helping get
the peace process back on
track after the fiasco re-
sulting from the Supreme
Court declaring the Mem-
orandum of Agreement on
Ancestral Domain uncon-
stitutional.
During the Ramos ad-
ministration, I also helped
our peace panel, led by
Ambassador Howard
Dee, negotiating with the
NDFP. More recently, I
was part of a University
of the Philippines team,
headed by Dr. Edna Co,
that has been assisting
the Philippine panel in the
same negotiations.
While active in all of
these, I did get married
and raised three sons who
are your age. One thing I
can say about my life is
that, no matter my com-
mitments, I did and do
spend time with my wife
and children. And in the
last five years, I have been
coming back and forth to
Cagayan Oro, my home-
town, to teach in Xavier
University College of
Law as a way of giving
back to Mindanao but also
to spend time with my
88-year-old mother.
Going back to the work
on peace, I have come to
believe, from these more
than four decades of ex-
perience, that peace based
on justice is possible,
that mercy and reconcil-
iation must accompany
accountability, that the
work never ends and must
be constantly renewed,
that intellectual discourse
and ideas are critical for
that renewal to happen,
and that hope is always
the final word in the work
for peace.
For those who ask
how long will we have to
wait for peace and justice
to descend permanently
in our land, the soaring
words of Martin Luther
King assure and comfort:
“How long? Not long,
because no lie can live
forever. How long? Not
long, because you shall
reap what you sow. How
long? Not long. Truth
forever on the scaffold,
Wrong forever on the
throne, Yet that scaffold
sways the future, And,
behind the dim unknown,
Standeth God within the
shadow, Keeping watch

And if I may add, it
bends towards the Resur-
rection.

announced that its consolidated
net income for the first quarter
of 2018 is 9 percent lower from
the same period last year.
First quarter’s consolidated
net income slipped to only P4
billion from P4.4 billion last
year. The firm pointed out the
non-recurring foreign exchange
losses on dollar denominated li-
abilities of P1.2 billion, against
the non-recurring loss of P57
million in the same period in
2017.
Despite this, the firm noted
that it still sees “modest growth”
in both its generation and distri-
bution businesses.
Antonio Moraza, Aboitiz
Power president, said the firm is
optimistic to see improvements
in plant reliability and avail-
ability, which, according to him,
had significant financial con-
tributions to the firm. “We will
continue improving our power
plants, and invest in technolo-
gies to also improve services
of our distribution utilities,” he

at 4.5%
THE consumer price index in
April this year further acceler-
ated to 4.5 percent, faster than
inflation in March of 4.3 percent
and markedly more than April
2017’s 3.2 percent.
The Philippine Statistics
Authority (PSA) reported Fri-
day that higher price pressure
last month can be attributed to
increasing annual increments
in the indices of commodity
groups led by “sin products” --
alcoholic beverages and tobacco
-- at 20 percent.
Other commodity groups that
contributed to higher inflation
rate in April were transport at
4.9 percent; restaurant and mis-
cellaneous goods and services
at 3.4 percent; housing, water,
electricity, gas, and other fuels
at 3 percent; furnishing, house-

maintenance of the house at 2.8
percent; health at 2.8 percent;
clothing and footwear at 2.2 per-
cent; and recreation and culture

THE chief economist of Asian
Development Bank (ADB) on
Friday said governments should
invest heavily in information
and communications technology
(ICT) infrastructure to enable
further training and reskilling of
workers amid growing concerns
that technology will lead to job
losses.
In a media briefing at the ADB
headquarters, chief economist
Yasuyuki Sawada said increas-
ing investment in ICT would cre-
ate an enabling environment as
governments pursue training, ed-
ucation and skills development
for their respective workers.

including skills training.

Brigada Eskwela is the National Schools Maintenance Week that aims to bring

Asian biz leaders rally behind women empowerment
ASIAN Development Bank
(ADB) President Takehiko Na-
kao is rallying for women em-
powerment in business, saying
this has been among the bank’s
agenda.
“How can women do as
much as men can do, or even
better?” he asked in a seminar
during the 51st ADB annual
meeting at the ADB headquar-
ters in Ortigas Center on Thurs-
day. “At ADB, for instance, we
are trying to encourage wom-
en’s involvement in infrastruc-
ture. We encourage them to go
to work.”
Nakao said ADB targets to
have 40 percent of its staff com-
posed of women. “We have al-
ready achieved 35 percent. We
need role models,” he said.
In a video it presented in the
seminar, the regional develop-
ment bank said increasing op-
portunities for women would
add billions to the economy.
Women must be provided with
