SUMMARY FOR THE CHIEF MINISTER

Subject:- PROVISION OF GOVERNMENT ACCOMMODATION

According to allotment policy, 1997 of the Government of the Punjab as

amended up to 19-01-2009, government servants working in the Punjab Civil Secretariat,

Lahore High Court and Provincial Assembly of the Punjab only are eligible for allotment

of government accommodation. Entitlement with regard to allotment of Government

Accommodation to the employees of Attached Departments, Autonomous Bodies

including Punjab Public Service Commission was withdrawn by the Government on the

basis that most of the departments had their own colonies. The Punjab Public Service

Commission, neither has its own residential colony nor the employees are now eligible

for allotment of government residences, so they are facing immense financial hardships,

having to rent private houses at far flung areas with their meagre salaries.

2. According to the Punjab Government Rules of Business, 1974, the Punjab

Public Service Commission is a Special Institution along with other Special Institutions

like Lahore High Court (Annexure–A), and as such its employees should be considered

for allotment of government accommodation on the same basis as Lahore High Court and

Punjab Assembly.

3. The Additional Chief Secretary, Punjab was requested (Annexure–B) to

include the employees of PPSC in the classification of government servants entitled for

allotment of official residences, as was done in the case of Lahore High Court and

Provincial Assembly or a residential colony for employees of the PPSC may be

established through development resources. In response the S&GAD Estate Officer has

informed (Annexure–C) that the Competent Authority has considered PPSC’s request

and recommended to establish PPSC residential colony at its own level.

4. Punjab Public Service Commission is fully funded by the provincial

government and does not have financial resources to establish its own residential colony.

It is requested that the government may either include the PPSC employees in the

classification of government servants entitled for official accommodation or requisite

development fund may be provided for establishment of a residential colony as has been

advised in the S&GAD’s letter at Annexure – C.
