WAG 197-11-870 Determination of Nonsgnficance (ONS) DETERMINATION OF NON-SIGNIFICANCE Description: Lake Washington Marinas — Seattle Parks and Recreation (SPR) owns three public marinas on Lake Washington known as Leschi North, Leschi South and Lakewood Moorage. All ae in varying states of cisrepair and are in need of maintenance and improvement. Adctionally, there are no Public pump out faciltes at any of the moorages, SPR has recently, entered into a lease agreement with Marina Management LLC whereby Marina Management vill oversee the day to day operation, maintenance and improvement of these marinas and improve public access to these spaces, The improvements contemplated at all three marinas include the removal of creosote treated wood plings, removal of foating docks and associated structures and removing steel tube breakwatersivave attenuators. In their places, new floating docks with grating to allow light transmission wil be installed wth new steel ples, New breakwatersiwave attenuators, with pump out fecilties and space for public short tem moorage are also proposed. Total overwater coverage ofthe three ‘marinas wil be reduced by 167 sq. The work proposed will be phased ‘overtime as funds become avaliable. All in-water work will be done during the allowable work windows pursuant tothe Washington State Department of Fish & Wildlife and the United States Army Corps of Engineers. SEPA DETERMINATION: Determination of Non-Significance (ONS) BACKGROUND DATA Seattle Parks and Recreation (SPR) owns three public marinas on Lake Washington. LLeschi North and Leschi South are located inthe Leschi neighborhood in elose proximity to each other, they are separated by several private properties with private moorages. Lakewood Moorage is located tothe south of Leschi, near Seward Park and includes Chle’sIsiand. All of those marinas are in need of signfeant maintenance and Improvements. In July 2017, the outer row of floats at Leschi South had to be removes as they had sunk and the Seattle Department of Construction and Inspections ‘determined that they were a safety hazard, Space at these marinas is rented on a monthly basis; there is ne shor stay moorage and ne pump-out facies are provided for boats with bathrooms. ake Washington Marne Paget on 18,2018 In 2017, SPR entered into a lease with Marina Management LLC authorizing them to take over the operation and make improvernents to Leschi south, Leschi north, and Lakewood moorages. The lease provides thatthe use ofthe moorages will remain ‘essential the same as the current moorage use and identifies improvement projects, ‘which constitute the proposal being considered inthis analysis. Ownership ofthe marinas wil net change, they wil merely be operated by a single entity with significant ‘experise in marina operations. Juvenile salmon and trout ‘migrate along the snore on their way out to Pugel Sound and beyond, Adults turning {rom saltwater migrate tough the lake to reach spawning sites In the Cedar River ‘system of In Lake Washington ise PROPOSAL DESCRIPTION ‘As noted above, the project will make improvements to three SPR owned marinas Tocated onthe west shore of Lake Washington over a period of time. The improvements contemplated at all ree marinas will be undertaken in part by Marina Management and lnypac by SPR. Construction timing is driven by funding ands also intended to minimize the daruption of the marina tenants. While Improvements are made to the mooring faclities at one site, the tenants can be temporary relocated to one of the other two ‘earby marinas. Replacement of the wave attenuators can be accomplished without any ‘lsruption of maria tenants or marina operations. The following are specific descriptions (ofthe work proposed at each ofthe marinas Leschi South - This marina is inthe worst shape ofthe three marinas and in need of immediate repairsimprovements. Sections ofthe per floais have sunk or are sinking, AS nated above, the outer row had tobe removed because they had become a safety hazard. The existing marina, including the flats that were removed in July 2017, comprises approximately 17,941 sq fof overwater coverage comprised of finger piers, floats and walkways, with one point of access from the shore. The marina is held in place with thity-vee (38) creosote treated timber ples and seventy-one (71) galvanized Stee ples, There lean existing wave attenuator with addtional overwater coverage of 4590 sqft, held in place by twenty-two (22) galvanized steal piles. Total overwater coverage equals 19,531 sqif. The proposal i to remove the existing pers floats, walkways and wave attenuator and replace i all wth new structures in essentially the ‘same configuration wth approximately the same lineal footage of moorage. The ‘creosote treated timber pilings would also be removed. The steel piles could remain in ‘place unless ther condition warrants replacement. The new pier floats, walkways and {wave attenuata float on the south end of the marina wil total 13,586 59 of overwater ‘coverage. The large wave attenuator with pump out facies and space for short stay Public moorage could total as much as 6,600 sqft of overwater coverage: this wave Bitenuator has not yet Been designed, Once all ofthe work is completed, the total over ‘water coverage coulé be approximately 20, 166 , which would be an increase of 635 ‘8. The increase in overwater coverage is a function ofthe enlarged wave attenuator which will be designed to accommadate short stay public moorage and include pump out ake washington Maras age? on 8, 208 {aciltes. This facility is located in deep water where the increased coverage would have ‘a negligible effect and accommadates expanded public access and short term moorage, {and public pump out facts which are curently unavailable inthis area ofthe lake. AS this design moves forward, the intent i to limit the total overwater caverage al the Leschi South marina tothe existing 19,531 sq ‘Lakewood Moorage - The work proposed at Lakewood includes the reconfiguration of ‘docks floats and wave attenuator float, addon of a pump out facility and the relocation ofthe existing gate at the sidewalk to provide more open and obvious public access out to Ohier’sIslana, ‘The existing marina comprises approximately 13,135 sq f. of overwater coverage comprised of finger pers, floats and walkways, with one point of access from the shore and an existing wave attenuator oat. The mafina is held in place wth fory-fve (45) {galvanized steel piles with an additonal eight (8) galvanized steel ples forthe wave attenuator. The proposal isto remove the existing piers flats, walkways and wave atterwator and replace Ital with new structures in essential the same configuration with approximately the same lineal footage of moorage. The steel ples would remain in place unless their concton warrants replacement. Once all ofthe work is completed, the {otal over water coverage would be approximately 14,966 sqft, an increase of 7,831 ‘qi The increase in overwater coverage i @ function ofthe enlarged breakwateriwave attenuator, This facility is located in deep water where the increased coverage would have @ negigible effect and accommodates expanded public access and shor tem ‘moorage, and public pump out facilities which are curently unavaliable inthis area of the lake, The existing building on Ohler's Island provides shower facities and other amenities to the marina tenants. With better pubic access to the island, a small food and beverage concession could be located within the structure to serve the broader pub since the island is owned by SPR. Additionally, kayaks, canoes and/or stand up paddle boards, Could be rented from this existing structure, Hand carried boats such as kayaks and stand up paddle boards currently land on the island and is anticipated that use would continue with potential addtional launching/tanding ether from rentals or from members ‘ofthe public. There isa twenty-nine (28) stall parking lot adjacent to the Lakewood Moorage that wil remain unchanged. Leschi North ~ The existing marina comprises approximately 38,099 sq. of overwater ‘coverage comprised of finger piers, floats for dry storage and walkways, with two points ‘of access from the shore. The marina is held in place with a mixture of creosote treated timber piles and galvanized stee! ples. There is an existing wave attenuator. The proposal sto remove an existing 88' by 22'builing, storage floats, wave attenuator floats and install ew docks, storage floats, moorage piers and wave attenuator floats in essentially the same configuration. Any creosote treated timber plings inthe work area Would also be removed and new stee! pilings installed. Once completed, the Leschi North Marina would have approximately 35,488 sqft of overwater coverage, a reduction alts site of 2633 sai [None ofthe existing facilities at any ofthe three marinas allow ight below. Replacement piers, floats and walkways will be constructed of fiberglass grating, concrete deck panels, polyethylene rotomolded flotation and timer structural framing. Fity percent (60%) of the decking wil be fiberglass grating; the remaining fiy percent (50%) ofthe Lake Washington Maas age ‘oa 18, 2018 ‘marina wil have flotation beneath it, decked with pre-stressed concrete panels. They ‘Would be manufactured offsite and floated into place. Similarly the new wave attenuatorfioats would have areas of grating, be manufactured off-site and floated into place “The old piers, floats and walkways and wave attenuators wil be removed via crane and placed on 2 berge fr transport. Debris booms will be deployed as needed to contain Toose debris curing ther removal. The debris wil be brought to an offsite location where itil be offieaded and disposed of at an approved upiandfacily. The existing creosote piling wl then be removed, A crane barge will use the direct pull method or vibrate the pile a8 needed for extraction ofthe pile. The intents to fully remove the creosote treated timber. I portions re unable to be removed, they will bo cut off below the mudiine and the surround materal wll be allowed to fil the hole. Clean sand may also be placed to completely cover the hole if needed, Once extracted, the pling wil be immediately placed on the barge fr disposal at an approved upland faci ‘The new piers and walkways will be towed to the stein large sections for instalation. Once they are in postion, new pling wil be driven through the ple boxes to secure them. Once the pings are installed, they will be cut at an elevation five (5) feet above righ-water level Instalation wil be via vibratory hammer from a barge crane. The ‘access ramps willbe instaled once the piers and floating walkways are installed. Once the ramps are in place, utities (power and water) wil be installed. Upon completion of teach section ofthe marina, boats will be retumed to their moorages.. In-water construction including pile divingfremoval and pier installation will occu from hallow draft bargee. Barges wll rot ground out at any time and will not anchor or ‘othenvise impact native aquatic vegetation. Ple dvinglremoval wil utilize a vibratory ‘hammer. In-water construction will only occur during the approved in-water work window {or the Lake Washington to protect juvenile salmonids from temporary construction Impacts. In addition, construction BMPs and spectic minimization measures for bank Work and pile removallacving will be employed to prevent and minimize effects on ‘aquatic epecies during construction, ANALYSIS - SEPA Ina declosure of potential impacts from this project was made in the applicant's environmental checklist, dated May 7, 2078, The basis for this analysis and decision is formed from information in the checklist, graphics and addtional studies attached toi ‘amilarty wth the site and the lead agency's experience with review ofsiilar project, COveral the project wil improve habitat condtons by reducing overwater coverage in the ‘nearshore, allowing ight into the water column and removing creosote treated olings from Lake Washington, To the extent that overwater coverage is increased at one location, coverage willbe reduced at another location such thatthe net over water coverage of SPR's marinas on Lake Washington is decreased. Ary short term localized inerease n over walar coverage will ccur over deep water where the impacts to the natural system is negligible and far from the nearshore to minimize the potential for impact to priority andlor protected species. The addition of shor-say pubic moorage will benefit the pubic by providing moorage in an area where public shor stay opportunities ae limited, Public access wil be improved by making the connection to Ohler’ Island Lake aston Manas age or 18,2018 ‘more open and obvious. The large wave attenuator proposed for Leschi South wil also ‘accommodate the general pubic. In adaltion to making improvements to the moorages, the lease provides thatthe use of the moorages will remain essentially the same, and also alows Marina Management to ‘conduct accessory uses that are generally consistent vith waterfront recreation areas, ‘such 28 food service, bicycle, kayak, and other recreational equipment rental. Lake ‘Washington Boulevard is heavily traveled on the weekend by cyclists, walkers and runners, and peopl visiting the various parks along the boulevard. Providing an ‘additional food service option and recreational equipment rental(s) will expand the recreational opporturities along the boulevard. Lake Washington Boulevard is already 2 recognized and signed bicycle facity and is closed to trafic some Sundays during the ‘summer. Impacts associated with potential expanded recreational opportunites are not anticipated to be significant. Finally, providing public pump out facilities will benefit the health of Lake Washington. Currently there are no public pump out facilites inthis area ‘ofthe lake 50 boats may be fishing untreated waste straight into the lake. With readily accessible pump out facities, boats with bathrooms are more likely to take advantage of these facilities rather than sischarging into the lake, While there may be short term impacts to the environment during proposed construction activities, these impacts are not anticipated to be significant. No significant long term ‘adverse environmental impacts are anticipated with the upgrade and operation of the ‘existing marinas. Compliance with all the required Federal, State and local permits will ‘adequately adress the potential for impacts tothe environment DECISION ‘This decision was made after the responsibie official, on behalf ofthe lead agency, reviewed a completed environmental checklist and other information on fle with the responsible department. This constitutes the Threshold Determination and final decision ‘on application of SEPA's substantive authorty and mitigation provisions, The intent of this declaration is to satisfy the requirement ofthe State Environmental Policy Act (ROW 4321.0), including the requirement to inform the public of agency decisions pursuant to SEPA, (00) Determination of Non-Significance.
