The lump sum for Problem Reports includes all engineering, project management and
documentation required to finalize one Problem Report. A Problem Report is defined as an
evaluation of a standard issue, not including full root cause analysis. The lump sum for Problem
Reports does not include execution of the results on site.

Terms And Conditions For Field Service
1. Personnel Category Definitions
Siemens offers the following categories of services in connection with work on power
generation equipment and systems as defined below:

a) Specialist Engineer, perform technical services based on more specialized


training and qualifications than those of a Field Service Specialist or Field
Service Supervisor, such as, but not limited to, reporting the condition of a
unit and/or its components (“fact finding”), diagnostics and operational
trouble shooting, balancing, I&C controls, fluids, generators, emission tuning,
human performance, commissioning and advanced non-destructive exams.

b) Site Manager is responsible for the entire team of Siemens personnel for large
maintenance contract work and also coordinates daily activities directly with
customer personnel.

c) Technical Field Assistance (TFA) provide a level of support to render advice


and consultation to Purchaser’s personnel with respect to standard
maintenance inspection, disassembly / reassembly, startup, installation,
testing, and routine repair performed by non-Siemens personnel.

Technical Field Assistance does not include management, supervision or


regulation of Purchaser’s personnel, agents nor contractors nor does it include
tooling or schedule responsibility.
Siemens offers the services of a Technical Field Assistance (TFA) to assist
Purchaser on a “best effort” basis.
Siemens Technical Field Assistance does not include specialized repair
procedures developed and performed by Siemens. These specialized
procedures involve a higher level of technology, which requires specific
training and qualification of implementation personnel. If Siemens is not
contracted to perform such work, the technical field assistance will cover
standard techniques only, not these specialized product line procedures.

D. Field Service Supervisor oversee and supervise Siemens personnel at the site
in situations that require capability in functional areas such as shift leader, etc
as appropriate.

Field Service Supervisor works under the direction of Siemens Site Manager.
Field Service Supervisor will supervise work performed by Siemens supplied
Field Service Specialist and Support Labor.

E. Field Service Specialist assist in standard turbine and generator maintenance


activities, such as, but not limited to, blading, machining, disassembly/
reassembly, turbine fitter and nondestructive examination services.

F. Support Labor assist Siemens personnel in various maintenance associated
activities, such as but not limited to: Craftsmen, Foreign Material Exclusion
attendant, Hole Watch, Fire Watch, Clerical Project Administration, Turbine
deck housekeeping.

G. Project Management provides offsite support and coordination of Contractor


services

H. Service Engineering consists of offsite specialist support to provide review of


detailed technical issues and provide recommendations based on this review

2. Daily Rates
The daily rates are based on a workday at site, plus waiting time not attributable to
Contractor. The rates are based on 40 hours per week.

A standard day for on-shore working is classified as 8 hours working time. Unless
otherwise agreed Siemens rates are expressed as daily rates per category of Siemens
personnel. Where working time for on shore sites is less than 8 hours, on working day
daily rate shall be charged to Customer; on weekends or holidays, every worked hour
shall be invoiced with 1/8th of the working daily rate, this is a subject to a minimum of
4 hours charge per day.

The waiting time arising due to reasons beyond the responsibility of the Contractor
may be charged to the Customer as working time.

Where travel time between accommodation facility and site is greater than 2 hour in a
given day, the additional time is classed as working time.

Unless otherwise agreed in writing, the Contractor’s personnel shall submit time
sheets for signing by an authorized member of the Customer’s Site staff. The
Customer shall ensure his representative is available for signing time sheets in time as
required by the Contractor’s personnel.

3. Late-Shift Work and Night Work Shift


Work is defined as those circumstances where, in a given day, more than one service
crew is engaged to perform the service activity. In such instances Contractor reserves
the right to charge a shift premium in addition to the Working Rates.

4. Daily Accommodation and Expenses


a) Under normal circumstances, Contractor shall provide their own personnel
with suitable accommodation: for service personnel from abroad, meeting
European standards; for service engineers domestic, meeting three-star hotel
standards. In circumstances where the Contractor does not, or is unable, to
provide such accommodation, or if the Customer prefers to provide this
service, then the Customer shall provide Contractor personnel
accommodation meeting these minimum standards.

b) Accommodation where not provided by the Customer will be charged on a


lump sum daily basis as stated above. The lump sum will also be charged at
weekend and public holidays.

c) Daily Expenses will be charged on a lump sum basis as stated in this rate
sheet. Typically this includes all meals, telephone, postage, laundry and
miscellaneous allowances and expenses necessary. The lump sum will be also
charged on any weekend, public holidays and non-working days.

d) Daily transportation to/from the accommodation location and Customer work


site will be provided by the Customer. In circumstances where the Customer
does not, or is unable, to provide such transportation, then the Contractor
shall charge any actual costs incurred with a fifteen percent (15%) increase for
handling and administrative costs.

All the items over and above the daily rates will be charged with a fifteen percent
(15%) increase for handling and administration costs。

5. Mobilization/Demobilization/Travel Time & Expenses


a) Mobilization, demobilization and travel time shall be charged as shown under
Mobilization / Demobilization / Travel Time. Mobilization includes preparation
time off site, reporting, visa costs, travelling time and all travel expenses
excluding flight tickets, rental cars (incl. fuel) and rail journeys where relevant
to get the field service personnel to and from the work site, or point of
embarkation for off shore sites.

b) Where cancellation by the Customer is notified less than 7 days prior to


planned mobilization the Customer shall be charged any actual costs incurred
by the Contractor with a fifteen percent (15%) increase for handling and
administrative costs.

d) Interruption of the Services


If performance of any obligation under the contract (other than an obligation
of the Customer to make payment) is interrupted by Force Majeure, failure or
delay in source of supply of materials or equipment, etc. beyond the
reasonable control of the party whose performance is affected, the Customer
shall pay all daily rates and expenses during interruption of the Services or
until Contractor’s personnel arrive back at base. The Customer shall also pay
any appropriate re-mobilisation and daily rates and expenses for Contractor’s
personnel to return to Site.

6. Field Support Items


a) Siemens equipment, tooling and instrumentation used by Siemens or its
subcontractors will be included in the Siemens quotation. Rental prices will
include normal replenishment and recalibration. Rental period will begin
when the item is shipped from the Siemens tooling depot and end when it is
returned thereto. Excessive loss or damage beyond the control of Siemens
will be billed at an additional charge.

b) Locally procured tools, materials, services and subcontracts will be billed at


actual invoiced cost to Siemens plus a fifteen percent (15%) increase for
handling and administrative costs.
