STATEMENT OF PROBABLE CAUSE 5/24/2018 04:18:04 PM

Complainant has investigated the facts and circumstances of this offense and believes the following
establishes probable cause:

On or about May 16, 2018, at approximately 10:45 pm, officers from the Wayzata Police Department were
dispatched to a residence located in Long Lake, Hennepin County, State of Minnesota on a report of an
attempted sexual assault. 

Officers responded and spoke with a known adult female (DOB: 10/1/1963), Victim 1 herein who reported
that she had just arrived home from a fundraiser which had been held at the Metropolitan Ballroom and
Clubroom (which is located in Golden Valley, Hennepin County). Victim 1 pulled her vehicle into her garage,
which is unattached to her home. She exited her vehicle and noticed a male coming up toward the garage
on her driveway. The male claimed he was looking for “the Narrows” and was holding something in his
hand that looked like a folded brochure or map. Victim 1 began to give the male directions. As she did, she
noticed that male kept edging closer to her, so she stepped away and moved past him. The male then
grabbed the back bottom of her dress and began lifting it up stating “you’re wearing white panties!” Victim
1 began screaming loudly and the male left the area. Victim 1 went to her neighbor’s house and called law
enforcement.

Law enforcement obtained video surveillance of the area which captured Victim 1’s vehicle turning into her
driveway. The video further captured the suspect vehicle parking in front of the Victim’s residence shortly
thereafter and a lone party exits the vehicle, walked up the driveway and then disappears off camera. It
appeared that the suspect had followed Victim 1 to her residence.

Victim 1 was later shown a photo line-up and indicated that the photo of GEORGE JEFFREY CARLYLE
(DOB: 8/8/1949), Defendant herein, looked most like the male who had lifted her dress in her driveway.

On May 19, 2018, officers from the Golden Valley Police Department were contacted regarding a report of
suspicious activity that had occurred on May 17, 2018 after a female had left the Metropolitan Ballroom and
Clubroom that evening. Officers learned that a known female victim (DOB: 11/8/1969), Victim 2 herein, had
coordinated an event at the Metropolitan on May 17, 2018. At one point in the evening, a valet had asked
her about a suspicious vehicle in the lot that kept moving in and around the lot. The suspect vehicle was
described as a burgundy Nissan Altima. 

Officers later learned from the valet who had contact with the male driver of that vehicle, that the male had
claimed he was an Uber driver. The valet believed that to be untrue as the vehicle did not have an Uber or
Lyft sticker and due to the suspicious behavior.

Victim 2 further advised officers that after she left the Metropolitan arrived 9:45 pm, she drove to her
residence located in South Minneapolis, Hennepin County. After she pulled into her alley and into her
garage, she got out of her car and prepared to remove items in her trunk. At that time, a white male
described as 5’ 5” to 5’ 6”, in his mid-fifties to early sixties, average build, balding on top with short hair on
the sides that was salt and pepper approached her. The male was holding a map and began asking her for
directions. She stated that the male said he was looking for I-394, but when she looked at the map he was
holding, it was a Carver County map. The male then claimed he was looking for the Fine Line. As she
began to give the male directions, the male kept trying to position himself to her rear. Victim 2 kept
repositioning herself so that he male was not standing behind her. Victim 2 became increasingly
uncomfortable and tried to get the male on his way before she then went into her home to find her husband.
Victim 2 described the male’s vehicle as a burgundy sedan.

Victim 2 later positively identified the male that had come to her in her garage from a photo line-up as
Defendant herein.

On May 23, 2018, shortly before 7:00 pm, officers from the Golden Valley Police Department conducted
surveillance at the Metropolitan Ballroom and Clubroom. Officers observed a suspect matching the
descriptions given by Victims 1 and 2 in the parking lot of that establishment. The suspect was driving a
red Nissan Altima, which was registered to Defendant herein. Defendant would periodically move his
vehicle within the parking lot and at one point, backed his car into a parking space in close proximity to the
front guest entrance. At approximately 9:39 pm, officers watched as the Defendant began to follow, in his
vehicle, a female that had exited the Metropolitan and left the parking lot in her vehicle. Officers followed
Defendant as he followed the female in her car. Officers ultimately initiated a traffic stop on the Defendant’s
vehicle after watching him follow the female’s vehicle into Shorewood, Minnesota. The stop occurred within
2 blocks of the female’s residence. The known female (DOB: 6/21/1972), Victim 3 herein, had similar
features to Victims 1 and 2 (attractive white blonde-haired middle-aged females).

Defendant was placed under arrest. He was interviewed by officers. In a post-Miranda statement,
Defendant denied criminal activity and claimed that the fact that he was arrested in the same area as
Victim 3’s home was purely coincidence. Defendant denied he was at the Metropolitan Ballroom until he
was confronted with the fact that he had been under surveillance. Defendant then claimed that he was at the
Metropolitan to meet with prospective clients but was unable to offer any names of those clients.

All three victims are middle-aged white females with blond hair and appear to have been selected by
Defendant on that basis.

Defendant is in custody.
