The province of Eastern Samar and the whole country of the Philippines face a grave danger from
mining that is not as yet recognized for what it is. Very recently the Supreme Court of the land decided
to allow the exploitation in a bigger scale of the country’s mineral resources by foreign mining
companies in the name of development. Unfortunately, however, the move was not accompanied
by a necessary consultation of the people and a careful study of the past and potential effects of
mining. Our Island of Samar as a whole and the Islands of Manicani and Homonhon in particular,
both of which are in our province and diocese, are in the path of this danger.
