Guidelines for the Search for Region IV-A Calabarzon’s


Outstanding School Paper Advisers (MOSPA)
SY 2017-2018

Rationale:
To recognize the excellent performance, remarkable achievements and outstanding
contributions to DepEd-Calabarzon’s six-straight-year supremacy in the National Schools Press
Conference- a record unparalleled and unmatched, Gawad Panitik will be awarded to the deserving
school paper advisers, education leaders and institutions whose commitment and hard work
catapulted the region to be the center of excellence in campus journalism setting the standards for
the entire country.

Mechanics:
A. Gawad Panitik for Excellence in Campus Journalism

1. The search will award the consistently performing school paper advisers (SPAs) in the region
in the National Schools Press Conference for the last 5 years (NSPC Ormoc City up to NSPC
Dumaguete City).
2. It is open to all SPAs in public and private elementary and secondary schools in the region,
MOSPA awardees and finalists.
3. The selection process will be conducted at the division level with the EPS in-charge of Campus
Journalism as the chair together with the Division Association of School Paper Advisers
serving as co-chairs and members.
4. To qualify, a candidate should have been a national winner (individual, school paper category,
radio broadcasting and collaborative publishing). Likewise, the candidate must meet a
minimum of 75 points as computed from the total aggregate scores of national winnings for
the last five years (baseline SY 2012-2013).

For winning school papers with multiple advisers, the certificate of recognition should be
supported with certification that the SPA is the adviser of the specific section. The
memorandum should also be attached.

4. The Division Selection Committee will then forward the qualified SPAs for recognition in the
region with the attached computation of scores duly signed.
5. The Regional Selection Committee will be composed of the EPS-in-charge of Campus
Journalism as Chair, RACAS President as Co-Chair, and RASPA President and Vice
Presidents- as Members. The regional committee will then validate the submitted division
lists of SPA-nominees against the regional records. A letter of invitation will then be sent to
those who passed the regional validation.

B. Gawad Panitik for Excellence in Leadership in Campus Journalism


1. The search will award the school paper advisers (SPAs) whose leadership consistently
contributed to the region’s supremacy in the National Schools Press Conference for the
last 5 years (NSPC Ormoc City up to NSPC Dumaguete City).
2. The selection process will be conducted at the division level with the EPS in-charge of
Campus Journalism as the chair together with the Division Association of School Paper
Advisers serving as co-chairs and members.
3. To qualify, a candidate should have been an active officer of the division and/or regional
association (baseline SY 2012-2013).
4. To select the recipients of this award, the following criteria will serve as the bases.

This will be given to all the education program supervisors in campus journalism and
educational media in the region for their continuous support.
c. Special Regional Commendation to RACAS/CASPA/Caravan Volunteers
C. Gawad Panitik for Institutional Excellence in Campus Journalism
1. This award is exclusive for the academic institutions (public and private) which have
displayed consistent outstanding performance in campus journalism (NSPC Ormoc to
NSPC Dumaguete)
2. To qualify, the school should have met any of the following criteria:
a. Recipient of Gawad Patnugot Most Oustanding Campus Jounalism Program
Implementer
b. Produced MOCJs/MOSPA
c. Produced national best school papers
d. Produced national winners in individual, school paper and group categories
