Chapter – 1
Entry Gates
1. Introduction: Entry gate is a passage duly authorized by the competent authority to allow
entry/exit of pedestrians, vehicles and material in the university campus. Entry/exit from
such passages is regulated as per guidelines issued by the competent authority from time
to time. Lovely Professional University has as many as six such gates. Their
nomenclature is as follows :
1.1 Nomenclature of Entry Gates: University has following authorized Entry Gates:
1.1 Main Gate 1-A
1.2 Main Gate 1-B
1.3 Eastern Gate – 1
1.4 Eastern Gate – 2
1.5 Southern Gate (Permanently Closed)
1.6 Western Gate
2. Location of Gates : Location of these gates has been shown on Maps at pages 38 to 42.
3. Main Gate 1-A :
3.1 Location: This gate is located on NH-1. While coming from Delhi/Ludhiana side and
after just crossing the Cheheru railway bridge, this is the second gate of the university.
3.2 Entry/Exit Category: Following persons and vehicles will enter/exit through this
gate:
3.2.1 University Staff/Faculty and students having valid Identity Cards.
3.2.2 Contractors, Vendors, Domestic Helpers and Construction Workers having been
duly issued Online Long Term Sponsored Pass.
3.2.3 Visitors having duly issued Visitor Pass
3.2.4 All Vehicles having duly issued RFID & Visitor Pass
3.2.5 Vehicles engaged to supply material to Vendors and having Supplier Pass.
3.2.6 University Staff /Faculty will go out through this gate only after marking their
attendance on Biometric Machine installed at this gate.
3.2.7 Cyclist will use this Gate as follows :-
3.2.7.1 During working hours : From 9:00 am to 5:00 pm only.
3.2.7.2 During off hours : From 6:00 pm to 8:00 am (next day)
3.2.8 When other gates are closed after prescribed timings, entry/exit of all the persons/
vehicles will be from this gate.
3.3 Time of Closing & Opening: Entry/Exit through this gate will be allowed for 24
hours.
3.4 Facilities: Following facilities are available at this gate:
3.4.1 Reception Center
3.4.2 Wash Room (for visitors, faculty & staff)
3.4.3 Boom Barriers: Entry of every vehicle is regulated by Boom Barriers. Vehicles with
RFID can cross the Boom Barrier automatically. Security Staff on duty operate the Boom
Barriers with their Pass to allow entry of other vehicles after checking their entry pass.
3.4.4 Biometric Machine to mark the attendance of staff/faculty leaving the university
on leave/duty.

4. Main Gate 1-B :


4.1 Location: This gate is located on NH-1. While coming from Delhi/Ludhiana side and after just crossing
the Cheheru railway bridge, this is the first gate of the university.
4.2 Entry/Exit Category: Following persons use this gate for entry/exit:
4.2.1 Pedestrian University Staff/Faculty and students having valid Identity Cards.
4.2.2 No Vehicle will be allowed through this gate, except during emergency.
4.2.3 All day scholar girl students can leave through this gate after 12 noon.
4.2.4 Hostel Girl Students proceeding on leave or day out on Sundays and Holidays will
Enter/exit through this gate.
4.2.5 Pedestrian University Staff /Faculty will go out through this gate only after marking their attendance
on Biometric Machine installed at this gate.
4.3 Time of Closing & Opening: Entry/Exit through this gate will be allowed between 7: 00 am 7: 00
pm. For timings other than these, the entry/exit will be through Main Gate -1A
4.4 Facilities: Following facilities are available at this gate.
4.4.1 Waiting Room (For Visitors)
4.4.2 Wash Room – 1 (For Visitors, Faculty & Staff)
4.4.3 Wash Room – 2 (For Security Staff and Class – IV employees of University.
4.4.4 Biometric Machine to mark the attendance of pedestrian staff/faculty leaving the university on
leave/duty.
5. Eastern Gate - 1:
5.1 Location: This gate is located on right hand side of a link road at a distance of about 200 meters while
going from NH-1 to village Hardaspur.
5.2 Entry/Exit Category: Restricted entry /exit to pedestrians and vehicles is allowed, that too with the
prior permission of competent authority to the following:
5.2.1 As University Play Grounds are located on this road, therefore, mostly this gate is used by the faculty
and students who wish to avail sports facilities in the play ground. Faculty and students of Department of
Physical Education and Sports frequently use this gate.

5.2.2 Staff of department of repair and maintenance may also use this gate.
5.2.3 On special occasions it is also used for entry/exit of VIP's also.
5.3 Time of Closing & Opening: Entry/Exit through this gate will be allowed as follows:
5.3.1 Summer
5.3.1.1 Morning: 5:45 am to 8:15 am
5.3.1.2 Evening: 4:45 pm to 7:15 pm
5.3.2 Winter:
5.3.2.1 Morning; 6:45 am to 9:15 am
5.3.2.2 Evening: 3:45 pm to 6:15 pm
5.4 All Cyclist ( University Staff members , Vendors and Contractors etc) are permitted to Enter/Exit from
this gate as per following timings:-
5.4.1 Morning : 8:00 am to 9:00 am only.
5.4.2 Evening : 5:00 pm to 6:00 pm only.
5.4.3 Other than these timings , the cyclist will have to use the Main Gate 1-A only.

6. Eastern Gate – 2:
7.1: This gate is located near Block 34 on the outer Boundary fencing.
7.2: The University Agriculture students and Faculty Members use this Gate during University timings for
Agricultural educational and cultivation purposes on the University Land and record of Enty/Exit will be
maintained by Sector – 2.
7 Southern Gate : Permanently closed
8. Western Gate :
8.1 Location: This gate is located on left hand side of a link road at a distance of about 200 meters from
NH-1 while going from NH-1 to village Maheru.
8.2 Entry/Exit Category: Restricted entry /exit that too with the prior permission of competent authority is
allowed to the following:
8.2.1 University Buses carrying Staff and Students of LPU.
8.2.2 Vehicles carrying construction material.
8.2.3 On special occasions it is also used for entry/exit of VIP's.
8.2.4 Pedestrian Mess Workers having valid Entry Pass issued by VCMC.
8.2.5 Valid Identity Card holder students of School of Hotel Management, those have to do practical under
the supervision of faculty.
8.2.6 Students permitted to park their vehicles in Western Gate Parking (Outside) will also enter/exit
through this gate.
8.2.7 Vehicles used to carry/drop school going wards of faculty/staff residing in campus.
8.3 Time of Closing & Opening: Entry/Exit through this gate will be allowed between 5:00 am to 8:00 pm
8.4 Facilities: Drinking Water facility is available at this.
8.5 In case the Western Gate shutter gets spoilt due to certain electronic/Mechanical problems in that case
the alternate pedestrian route will be opened from Girls Hostel 5 & 6 playground to provide access to Staff
and students parking their Vehicles at Outside Western Gate Parking.
9. Alternate Route :In case of GT road being blocked in front of Main Gate 1-A, if need be
Western Gate and/or Eastern Gates can be opened for the smooth incoming and outgoing traffic.
10. No one with Arms/Ammunition will be allowed to Enter the University Campus, except
University Security Gunmen, Police personal on duty and Security Guards deployed in
Banks or coming with Bank Vehicles coming to recharge ATM's.

11. Random checking and frisking of IN and OUT going Faculty/Staff/Students/Visitors/


Vendors and their cycles , Vehicles and materials etc , will be undertaken by the Security
Staff at all Main Gate of the University.

Chapter - 2
Visitor Management
1. Visitor: Lovely Professional University is one of the leading universities in India.
Enormous number of students, staff, faculty, vendors and other allied persons are
part of its activities. So much so, more than 18000 students, staff, faculty and
workers of various contractors and vendors are residing in university campus.
Hence, to see all these lot of visitors visit the university. Keeping in view the
security concerns of the university, their visits need to be regulated.
2. Classification of Visitors : Following type of visitors visit the university :
2.1 VVIP Visitors & VIP Visitors
2.2 Visitors with scheduled/unscheduled visits and Parents/Guardians of Students.
2.3 Admission Seekers(prospective students, their parents, guardians, friends, etc.)
2.4 Contractors/Vendors & their Workers and domestic helpers
2.5 Material Suppliers to contractors & Vendors
3. Types of Visits : There can be two types of Visits :
3.1 Scheduled Visit: Date and approximate time of such visit is known in
advance. Even the purpose of such visit is per-planned.
3.2 Unscheduled Visit: Date and time of such visit is not known in advance. Such
Visitors can pour in any time.
4. Types of Entry Passes : To regulate Entry/Exit of various Visitors and to keep a
proper record of Entry/Exit of persons various types of passes are issued:-

5. Online Sponsored Visitor Pass for One Day : This pass is issued by the security staff

on duty at Gate 1-A to the visitors for their scheduled one day visit. Such Pass can be
sponsored by staff, faculty and students of university. Whereas staff/faculty can sponsor
the visit of any person, the students can only sponsor the visit of their parents and
guardians as per university record. A sample of such Pass is placed as Appendix- 2.1 on
page no 30.
A special module has been developed to issue Online Sponsored Visitor Pass. An access
will be provided to all staff/faculty members and students of university to sponsor this pass
through the following pathway:
UMS Navigation --- Administrative Task --- Security --- Visitor Pass Request.
The Standard Operating Procedure to sponsor a visitor is as follows:
5.1 Open the link as per above pathway.
5.2 Enter the detail of the visitor to be sponsored and save the form.
5.3 As soon as the form is saved, the sponsored visitor and the sponsoring
staff/faculty/student will receive a SMS about the Pass Number on the mobile phone,
number of which was mentioned in the form.
5.4 Printing of Sponsored Pass: The security staff will get the print out of such
Sponsored Pass on yellow page for visitors sponsored by Staff/Faculty for one day.
5.5 Using Sponsored Pass: When sponsored visitor quote this pass number at Main Gate
– 1A, the security staff on duty will hand over the pass to him.
5. 6 Closing the Visit: When the visit is over the sponsoring staff/faculty/student will
close the visit by following the same pathway and clicking the 'Meeting Held' and save
the meeting end time.
5.7 Proper use of online sponsored Pass: The pass generated by students is also visible
to concerned Warden as 'My Message' on UMS, so that he/she can have a check, if this
facility is being not misused by hostel students. Strict disciplinary action will be taken
against the student found misusing this facility.
5.8 Time for ONLINE Sponsoring Visitors: Visitors can be sponsored ONLINE only
between 7:00 am 7:00 pm only.
6. ONLINE Sponsored Pass for longer duration: This Pass will be issued by the
Division of Security & Safety for longer duration on the recommendation of HD/HOS of
concerned Division/School. This pass bears the name, photograph, contact number and
other particulars of the sponsored person. It also bears the name of the sponsoring person.
. This pass can be issued to the following on the recommendation of concerned HD/HOS :
6.1 Domestic Servants duly recommended by the Faculty/Staff residing in Residential
flats/Hostels of university.
6.2 Representatives of agencies/Organizations allowed by Divisions of Construction,
InfoTech, IT Infrastructure, Facilities etc. to outsource services.
6.3 A special module has been developed to issue Online Sponsored Pass. An access will
be provided to all staff/faculty members of university to sponsor this pass through the
following pathway:
UMS Navigation --Administrative Task --- Security --- Visitor Pass Request.
The Standard Operating Procedure to sponsor this pass is as follows:
6.3.1 Open the link as per above pathway.
6.3.2 Enter the detail of the Person and his photograph to be sponsored and save the form.
6.3.3 As soon as the form is saved, it will be visible to the HD/HOS/HOD of the
concerned Division/School. It will be further recommend and approved Chief Security
Officer online.
6.3.4 This approved form will be downloaded by office of the Chief Security Officer and
will be issued to the concerned person duly signed and stamped by Chief Security

Officer.
6.3.4 In case of longer duration Visitors / person to work in the University recommended
by Division of Student Affairs, such persons name will be approved by Worthy
Pro-Chancellor before issuing such passes.
6.3.5 Printing of Sponsored Pass: The office of Chief Security Officer will get the print
out of such Sponsored Pass and issue it to the concerned person after getting it duly
signed by the Chief Security Officer and affixing the official stamp.
6.3.6 Validity of Pass: This pass will be valid for the period mentioned in it.
7. Visitor Pass: Visitor Pass will be issued to all unscheduled Visitors (Pedestrians or with vehicles) to enable
their entry in the university. Visitor Pass will be issued for the day of visit only. (Sample of Visitor Pass is
placed as Appendix 2.2 on page no 31).
7.1 Process to issue Visitor Pass: Following is the process to issue Visitor Pass:
7.1.1 As the visitor reaches the Main Gate A-1, he will be asked to wait for his/her turn at the reception.
7.1.2 As one's turn comes the visitor furnishes his personal detail (Name,address, Phone Number, No. of
persons accompanying him, name of the university official to whom he/she wants to see, etc.) as demanded
by security staff. He will also be asked to submit an identity proof (Identity Card issued by some competent
authority, Driving License, Pan Card, Aadhar Card, etc. Such document will returned to him at the time of
his leaving the university campus).
7.1.3 The receptionist before issuing the Pass will seek the consent of the referred university official.
7.1.4 After getting the consent, the receptionist will enter the particulars of the visitor online and hand over
the print out of the Visitor Pass to the visitor.
7.1.5 If the Visitor is not in a position to tell the name of any official for reference, the receptionist will ask
him to tell the purpose of the visit, so that he can endorse the concerned Block Number in place of referred
university official.
7.1.6 Entry with Visitor Pass : All the visitors (pedestrians or with vehicles both) having Visitor Entry
Pass will enter through Gate 1-A.
7.1.7 The visitor will show this pass to security staff at Booth No. 2.
7.1.8 The security Staff will check the authenticity of the pass by scanning it with Bar code Reader and
allow the visitor to enter the university.
7.1.9 Exit with Visitor Pass: The visitor having General Visitor Pass will get the signatures of the person
whom he has met during his/her visit in the university. On return he will hand over the signed pass to the
security staff at Booth No.3. The security staff will scan the pass with Bar Code Reader and after checking
the authenticity of the Pass, will allow the visitor to exit.
8. Student Pass for Outer Western Gate Parking : This Pass is issued to the students, who are allowed to
park their vehicles in the Western Gate Outer Parking. The process to issue this pass will be as follows :
8.1 Updating Local Address : It is mandatory for all Day Scholar students to update their present local
address if not already filled, otherwise he will be unable to submit his request to get this pass issued. This
can be done by using the following pathway :

8.2 Submitting Application for Pass : The student having access to the module, will submit his application
using the following pathway :
UMS Navigation ---Security & Safety---Western Gate Pass Form
8.3 Once the ONLINE request is submitted, it will be online visible to Security Office of Sector – 2. He
will check the uploaded information and online recommend the case to the office of Chief Security Officer.
8.4 The Office of Division of Security & Safety will again check all details, having satisfied , it will
forward the request back to Security Officer Sector – 2.
8.5 Security Officer of Sector -2 will download this form and issue the Bar Coded Pass duly stamped and
signed by him.
9. Open Entry/Exit : There will be open Entry/Exit for the following without any Pass :
9.1 Parents, guardians and other persons visiting University to seek admission or admission related inquiry
during Admission Season.

9.2 Persons visiting the University during Special Events, School Students coming for Counseling Sessions,
ODL Study Center Meetings, Exhibitions, DSA Promotional Programs, Film Shootings, etc. For this
purpose HD/HOS of concerned Division/School has to inform the Security Staff after taking waiver
permission in writing from Worthy Pro-Chancellor.
9.3 Vehicles of Central Govt./State Govt./Defense forces/Police officials.
10 . Important Contact Numbers : Important contact numbers of Division of Security and
Safety is placed at Appendix 2.3 at page no 32. These numbers are also available on the
website of the university (www.lpu.in). Any person desirous of making any query regarding
university can call the respective phone numbers on working days during working hours.
After the working hours or on holidays one can call at phone number 01824-444362.

Chapter -3
Turnstile Gates
1. Turnstile Gates are electronically operated Gates. To regulate entry/exit of Human being
in all the Hostels and at some other places these gates has been installed as follows:

It is expected that additional Turnstile gates will be soon installed at Main Gates,
Western Gate, Libraries , Laboratories , Residential Blocks and at other important places

also.
2. Access to enter through Turnstile Gates: Entry in a hostel will be allowed only through
Turnstile Gate. The access to enter through Turnstile Gates will be provided to the
following :
2.1 Students of Respective Hostels: Data of all the students is provided by Hostel
Allotment Cell to Department of IT Infrastructure, who will provide access to each
student in their respective Hostels.
2.2 Staff of Respective Hostels.

2.3 Staff of Department of Repair & Maintenance, InfoTech, IT Infrastructure, etc.:


Access will be provided to those employees, as recommended by HD of concerned
Division and approved by worthy Pro-Chancellor.
2.4 Vendors and their workers working in respective Hostels: Access will be provided
to those persons, as recommended by HD, Division of Facilities and approved by worthy
Pro-Chancellor.
3. Turnstile Gate Management : Turnstile Gates will be managed as follows :
3.1 The Turnstile Gate will be manned 24 hrs by a set of male security guard in boy’s
hostel and lady security guard in girl’s hostel to ensure that entry/exit in hostels is through
turnstile gate.
3.2 All turnstile gates will be under CCTV Camera surveillance to monitor all types of
entry/exit activities in the hostel. Recording of CCTV Camera will be available with
Department of IT Infrastructure. HD’s of Division of Residential Services will have the
right of Live view of entry/exit through Turnstile Gates installed in Hostels.
3.3 A steel gate will be provided adjoining Turnstile Gate. This gate will remain
permanently closed. This gate can be opened by the security staff to facilitate entry of
heavy baggage of students and staff as per need on the directions of concerned security
supervisor.
3.4 A big entrance gate will also be provided in the hostel to facilitate entry of vehicles
supplying material to mess and other vendors. This gate will remain locked and can be
opened to facilitate loading/unloading of material of Vendors.
3.5 It is the responsibility of the security staff on duty to check that Turnstile Gate is in
proper working order. In case of Turnstile Gate not working due to any technical fault, the
security staff will immediately inform the Department of IT Infrastructure for early
repairs.
4. Entry with Temporary Pass: Temporary Passes for limited duration will be issued to
Visitors, Hostel Students, and Staff from Department of Repair & Maintenance, Division
of Construction, Vendors and their Staff, Bank Officials for ATM's, Persons outsourced
for Repair & Maintenance to allow their entry in the respective Hostel until permanent
UID Cards are not issued to them.
4.1 The Temporary Pass to these will be issued by the following:
4.1.1 Hostel Students incase of Loss/Damage of their Turnstile Card: by their Respective
Hostel Wardens.
4.1.2 Parents and Guardians: issued by Main gate 1-A
4.1.3 New Mess Workers/Vendors working in Hostel Messes/Shops: by HOD of VCMC.

4.1.4 New Staff of Division of Facilities: by HD Division of Facilities.
4.1.5 Out sourced teams/persons visiting Hostels for Repair & Maintenance jobs and New
Construction: by Chief Engineer or by respective HD/HOD of Department of IT

4.2 These visitor will be allowed entry in to hostel only on producing this Visitor Pass.
The security staff on duty will scan their visitor pass and then check the authenticity of
this pass with bar code scanner attached with computer system. After verifying the
authenticity, he/she will allow the entry in to hostel through Turnstile Gate using his/her
own card.
5. Entry with Emergency Pass: Nobody will be allowed to enter the Hostel without valid
Visitor Pass or Entry Card. While entering a Hostel, if a person is unable to show his Visitor Pass
or Entry Card, due to one reason or other, he can be allowed entry on the producing an
Emergency Pass. This Pass will be issued by the office of Security Staff located in Block – 40,
level -2.

Chapter - 4
Traffic Control & Parking
1. Types of Vehicles: Thousands of vehicles enter/exit the university campus daily.
Following vehicles, as a mode of conveyance and transportation, will be allowed to
enter/exit the university campus :
1.1 Motor Vehicles: All types of motor vehicles will be allowed to enter the university
through Main Gate- 1A, ie, Four/ Three/Two Wheelers or any other bigger vehicle. Only
in exceptional cases, some of the vehicles will be allowed to enter through Western Gate .
1.2 Non Motor able Vehicles: Cycles and load carrying Rehri Rickshaws will be allowed
to enter the university campus through Main Gate 1-A
1.4 Forbidden Vehicles: Following vehicles will not be allowed in the university:
1.4.1 Non Motor Vehicles: Passenger cycle Rickshaw, Horse Cart, Push Cart, Bullock
Cart, etc.
1.4.2 Motor Vehicles : Open Jeeps and Four Wheelers having dark / black glasses.
2. Speed of Vehicles: The maximum speed limit of all types of vehicle in university
Campus will be 30 km/hr.
3. Pedestrian Paths : For safe movement of pedestrians paths are erected as follows :
3.1 Foot Path: These are erected alongside the roads at a little height above the level of
road and are only used by the pedestrians. No vehicle is allowed to move on foot paths. It
is not advisable to move about on roads.
3.2 Pavers: These are the paths paved with cemented tiles and are laid normally
alongside buildings or in the corridor between the buildings.
3.3 Walk Ways: To facilitate movement of pedestrians in rain or sun, special covers have
been erected at major walkways.
3.4 Pedestrian Road Crossings (Zebra Crossing): Zebra Crossings are marked at
different places to facilitate road crossing by Pedestrians. Pedestrians will be allowed to
cross the road only at Zebra Crossing.
4.1 Movement of vehicles on paths with pedestrian Movement: Foot paths have been
provided along all roads. In case there is no foot path alongside a road or due to some
other requirement vehicular movement is to be allowed on a road/path/place along with
pedestrian movement, special route will be planned, where deployed security staff will
ensure proper movement of vehicles without causing inconvenience to the pedestrians
This can be done for vehicles of Chancellor / Pro- Chancellor and the special dignitaries
as approved by the Chancellor/Pro- Chancellor.
4.2 During University Events or otherwise, vehicles of VVIP's and other dignitaries can
be allowed to use a pedestrian path through a special route, as earmarked by Security
Staff and approved by Hon'ble Chancellor. During this period this route will be manned
by SG's and the vehicle path will be identified by display of traffic cones with chains so
that the safety of pedestrians is not jeopardized.
5. Movement of Heavy Vehicles: Movement of Heavy Vehicles will be regulated
through Main Gate 1-A not over the bridge but via Block 3 and 8 road or through Western
Gate. These vehicles will be escorted to its destination by minimum two security staff
holding red flags with whistles and walking in front of the vehicle signaling clearance of
passage for safety of Students and University Vehicles.

6. Parking Areas: Parking will be allowed at designated parking areas only. No vehicle will
be allowed to park at a place other than designated parking, except in case of official
vehicles of Hon'ble Chancellor and Worthy Pro- Chancellor or any other vehicle as allowed
by them. Any Vehicle parked at other places will be impounded and penalty will be imposed
as per rules.

6.4 Parking Timings : Parking of Vehicles in Hostel Parking, Apartment Parking and
Central Store Parking will be allowed for 24 hours, but in all other Parking Areas it is
allowed between 7:00 am to 7:00 pm. However, persons on duty after or before these hours

7. Unloading/Loading Vehicle Parking Area: In order to facilitate Vendors to load/unload
food stuff and allied materials close to the site of their Venture, following timings has been
prescribed. These timings should be STRICTLY adhered to by all the Vendors and their
suppliers. Any Vendor/Supplier, who does not conform to these timings or does not
cooperate with Security Staff on movement of vehicles inside kiosk area or at unloading
points can be fined as per rules. Their License can also be canceled for 6 months to 12 months.
Exact location of these loading/unloading points and entitled parking places after loading/
unloading for respective vendors has been indicated in maps attached at the end of this
document. Detail of these is as follows :

Vehicles,Post Van & Vehicle of Post Man or Representatives of agencies permitted to deliver
university mail will be allowed to park at site near their working place for limited period,
subject to maximum of 30 minutes.

10.1 As and when an emergency of any of the following type occurs within the University , all
responsible and earmarked to handle such emergencies are expected to give an instant response

10.2 General/Routine Maintenance/Visits/Inspection work should not be counted as emergency


and in case any one has taken Special approval in writing of Hon'ble Chancellor/Worthy Pro
Chancellor , the same will be issued BQ Pass and the pass holder will be entitled to park his
vehicle in the nearest Unloading Point area and not on the site itself.

11. Parking Signage: To indicate location of various Parking Slots Parking Signage’s will be
installed near each Parking. A sample signage has been shown in Appendix – 4.3 on page 35.
12. Important information
12.1 University will not be responsible for any loss or damage to the vehicle.
12.2 Only those vehicles will be allowed in the university, those are having all the documents
required as per Motor Vehicle act.
12.3 Any non residential Faculty or Staff member or Day Scholar Student , if they ever wish
to leave behind their Two Wheeler or Four Wheeler for whatever reasons, at night in one of the
LPU designated day Parkings , they will have to take written approval of the concerned
Security Officer( SO)of that Security Sector, otherwise, the vehicle will be sealed for Security
reason and will only be released thereafter , taking due necessary disciplinary
action against the defaulter on orders of worthy Pro Chancellor

12.4 Every day in the morning from 08.40AM to 09.00AM , all roads within the University will
be declared as one way for the incoming traffic. Anyone desirous of leaving the University.
During this period outgoing vehicles will be halted in front of GH-1.
12.5 It is Compulsory the person to wear Helmet while driving Two Wheeler in University
Campus.
Chapter – 5
Boom Barriers
1. Introduction: To ensure the security and safety of the humane and physical resources of
the university, it was essential to control the entry/exit of persons and vehicles in the
campus. Such entry/exit is normally regulated by issuing Identity Cards and Gate Passes.
All such record is maintained online or in Registers. Keeping in view the large number of
vehicles daily coming in and going out of campus, there was a need to introduce a user
friendly and automated system to regulate their entry/exit. For this purpose electronically
operated Boom Barriers has been installed one at each lane at Main Gate -1A. Operation
of these Boom Barriers is controlled by Radio Frequency Identification Device (RFID).
The movement of vehicles crossing Boom Barriers is recorded with the help of CCTV
Cameras. These Boom Barriers help in generating following reports :
1.1 Date and time of entry/exit of a vehicle
1.2 Frequency of an exit/entry of a vehicle
1.3 No. of vehicles crossing in or out through the Boom Barriers.
2. Radio Frequency Identification Device (RFID): This is a device that can be used to
operate Boom Barriers to regulate the entry/exit of two/four wheelers. Following persons are
entitled to use RFID for automatic entry/exit of their vehicles:
2.1 Employees of LPU coming to University on Two/Four Wheelers
2.2 Regular Students (Hostlers & Day Boarders) of LPU coming to University on
Two/Four Wheelers
2.3 Registered Contractors/Vendors of LPU coming to University on Two/Four Wheelers
3. Procedure to issue RFID:
3.1 RFID will be issued to any of the above said persons, if he has applied online through the
following pathway –
UMS Navigation >>Administrative Task>>Security>>RFID ONLINE Application Form
along with scanned copies of the following documents:
3.1.1 A passport size photograph
3.1.2 Photocopy of the Driving License
3.1.3 Photocopy of the Registration of Four/Two Wheeler
3.1.4 Photocopy of Vehicle Insurance
3.1.5 Fee Receipt, if applicable

3.2 RFID will be issued can be received from the office of Division of Security & Safety
(Room No. 307, Block 29)
4. RFID Charges: Fee to issue RFID will be charged at the rates prescribed by the
competent authority from time to time. The existing rates are as per Appendix – 5.1 on page
36.

5. As no Boom Barriers has been installed at Western Gate, therefore, student allowed to
avail Parking facility at Parking – 10 ( Outside Western Gate ) , will have to apply for Student
Parking Pass from the Security Office Block – 2, Room No 204. Block - 27 The Parking
charges will be same as mentioned in Appendix -5.1 on page 36.
6. Entry of vehicles through Boom Barriers: Specially programmed RFID Card reader has
been installed on every Boom Barrier to regulate the Entry/Exit of vehicles in university
campus. This Card Reader is synchronized with RFID. Therefore, for easy entrance RFID
should be properly displayed on the authorized vehicle as follows:
6.1 Four Wheelers: RFID will be pasted inside the windshield of the vehicle as shown in the
Appendix – 5.2 on page 37.
6.2 Two Wheeler: RFID will be displayed round the neck of the driver as shown in the
Appendix – 5.2 on page 37.
7. Visitor Record on failure of Boom Barriers: All the vehicles entering/exiting through
Main Gate A-1 will pass through Electronically Operated Boom Barriers controlled by a
specific software.
7.1 Boom Barrier will automatically give way to the vehicles having properly installed RFID
7.2 In case of wrong installation of RFID or vehicles of Visitor Pass Holders, the Boom
Barriers can be opened by the Security Staff using his own Boom Barrier Card after
checking their authenticity of the Visitor Pass or RFID.
7.3 In case of failure of Boom Barriers due to some technical fault of any other reason, the
visitor record is kept manually in a register by the Security Staff. This record will have
similar information about the visitor, as is being mentioned in Visitor Pass. Later on this
information is uploaded online.
7.4 Thus the Report regarding entry/exit of all the vehicles passing through Boom Barriers
will be generated with the help of this software.
8. Division of IT Infrastructure will be responsible for installation , activation, deactivation ,
repair and maintenance of Boom Barriers , RFID Card readers and CCTV Cameras.

RFID CHARGES

1. RFID will be issued to a person, who will apply ONLINE along with requisite documents after
parking fee at rates prescribed by the competent authority from time to time. The existing
parking fees are as follows :

1.1 Staff and Faculty Members: No RFID payment charges will be taken from staff and Faculty
members for first time issue of RFID. If a faculty/staff member requires additional RFID for
Four/Two Wheeler or in case of loss or damage of the original RFID, subsequent RFID can be
issued by payment of Rs. 150/- for Two Wheeler and Rs 250/- for Four Wheeler.

1.2 Students (Day Scholars & Hostlers) : For every Academic Session (from 1st August to 31st
July), the annual parking fees including issue of RFID for parking vehicles in any of the entitled
Parkings will be as follows :
