8 MW KOTO HYDROPOWER PROJECT

BRIEF REGARDING E&M INSTALLATION TEAM

Overview:
Currently, there are two subcontractors hired by E&M contractor namely, Silian Technial Co.

1. Mr. Tang
Mr. tang is hired for carrying out the work in power house including installation auxiliary system,
turbine, generator, spiral casing, draft tube.
Moreover, it Mr. tang is also responsible for installation of earthing system at power house,
weir, intake and sandtrap.
Tang’s team is as follows

It also stated that the contractor was asked to submit the role/capacity of Tang’s team. The
contractor refused to submit above mentioned team’s capacity and said that they will only
submit it JV’s Project Manager. (Conversation recorded and available).
Moreover, Tang’s behavior with MC staff is aggressive and tang threatened MC supervision staff
at site on his first visit to site.
Work at Power House:
5 persons were working at house from Tang’s team. It was observed that they were doing work
at very slow pace. It took them 3 days (From March 23, 2018 to March 26, 2018) to install
drainage pipes of butterfly valve and spiral casing & earthing strip at unit # 3. Civil work at
power house had to stop 3 days due to substandard/poor quality work by tang’s team.
It is futher stated that Wang Jiangwei of Silian Technical Co. indulged in a heated argument with
MC Supervision E&M staff due to MC asked his team to rectify faulty work and unapproved their
faulty work.
2. Mr. Ha
Mr. Ha is responsible for installation of embedded parts of gates & trash rack and electric hoists
and other embedded parts such as flushing pipes etc. at weir, intake and sand trap.
Ha’s team is as follows

It should be noted that Ha’s work force has remained the same and Ha has not hired more
workforce despite of letters written to JV for slow progress at undersluice gates embedded
parts.

WORK AT EMBEDDED PARTS AT UNDERSLUICES:

The construction team of Ha submitted an installation schedule regarding installation of


embedded parts of under sluice gates vides Letter no. 180 dated Sept. 01, 2017 but the work did
not start according to this schedule. Later, a revised schedule was submitted on Nov. 01, 2017.
According to which the installation of embedded parts at undersluices would start on Oct 28,
2017 and would have been completed by Dec. 22, 2017. Whereas, the above mentioned task
started on Oct 29, 2017. Installation inspection was completed on March 10, 2018 and final
inspection of reinforcement bars for strengthening of embedded parts was March 18, 2018.
The installation was planned to be completed in about 2 months whereas it took 5 months to
complete the installation of embedded parts at undersluices.
Following factors are
a) Protection Arrangement:
The contractor wasted time in corrosion protection arrangement of embedded parts and was not
willing to carryout above stated arrangement as per contract.

b) Labour:
Contractor's Site installation team is short staffed and lacks qualified labor for specific task. The
installation team only consists of 5 persons. The team cannot carryout multiple tasks in parallel at
a time e.g. rust cleaning, installation, leveling, welding etc.

c) Work Quality:
Work quality is also a factor causing delay in achieving the planned progress. The Contractor
carried out different activities by their own following no standard procedure, specification and
employer requirements to assure the required quality of work. On instructions issued by MC staff
for the rectification of the poor quality of work instead the installation staff always show
resistance and threaten the MC staff. No test has been carried out at site for the confirmation of
the work quality like welding test etc. Also the installation team did not respond to the NCR
issued by MC supervisory staff and carry out the work in their own way. This results in
substandard and poor Quality of work.

d) Damage to Client’s property:


Ha’s team has damaged client’s property several times without informing and taking permission
from MC staff. Ha keeps cutting prefabricated embedded parts with gas cutter which is not a
precise method of cutting. Due to above mentioned method of cutting 10mm difference of value
was observed at undersluice service gate # 3. (Video of cutting recorded and available)

e) Effect on the progress of Civil Works:


The progress of the pier of the right side two chamber of the under sluices portion was
suspended upon the instruction of the installation team for more than one month without having
any activity, which results a huge delay in construction activities.
The construction of second stage of the weir can only be started after diversion of the river flow
toward the first stage, which is dependent on the completion of the installation activities of the
under sluices gate parts.

WORKS AT SAND TRAP:


Ha’s construction team has not thoroughly cleaned rust from the flushing pipes which are to be
installed downstream portion of sand trap. When Ha was asked to clean the aforementioned
pipes, he refused and said there is no need to thoroughly clean the pipes.(Picture attached).

CONCLUSION:

 Both subcontractor teams are not capable of executing quality work.


 Both teams and silian’s staff is not able to carry out work as per drawings/contract document.
When they are asked to deliver quality work, they start to threaten MC Staff and start to give
reasons about not following the drawings and also start doing cost evaluation of works when
asked to follow the drawings.
 Both teams do not monitor current site activities.
 Wang Jiangwei and Tang argue with MC staff.
 Silian’s own staff Wang and Zhou are inexperienced and lack knowledge of hydropower.
