COMMUNIQUE

OFFER OF SCHOLARSHIPS BY THE REPUBLIC OF TURKEY 2010/2011

The Government of the Republic of Turkey has invited nominations of suitably


qualified Mauritian candidates for the award of eight scholarships, six at
Undergraduate and two at Postgraduate Levels (Masters/PhD as well as for
Research Programme, the latter for a duration of 2 to 8 months) respectively for
studies for the Academic Year 2010/2011 starting 1st September 2010.

2. Fields of Study

The fields of study opted for should be in line with the priorities of
Mauritius and should also be available in Turkish Universities. The List of
Indicative Priority Fields of Study of Mauritius may be consulted on the
Notice Board, Ministry of Education, Culture and Human Resources,
Ground Floor, IVTB House, Phoenix and on the following website of the
Ministry:-

3. Eligibility Requirements

3.1 Undergraduate
Qualifications

(i) SC/GCE ‘O’ level with credits in at least five subjects including
English Language at one and the same sitting; and
(ii) HSC/GCE ‘A’ Level with three subjects at Principal level obtained
at one and the same sitting.

Note: Candidates should have obtained their HSC/GCE ‘A’ Level


qualification after the November/December 2007 HSC
examination session.

Age Limit

Candidates should not be more than 25 years of age as at closing date.

3.2 Masters/Doctoral Studies

Qualifications

Candidates should be in possession of:

(i) SC/GCE ‘O’ level with credits in at least five subjects including
English Language at one and the same sitting;
(ii) HSC//GCE ‘A’ Level with three subjects at Principal level
obtained at one and the same sitting;
(iii) A minimum standard of Second Class Honours Bachelor’s
degree; and
(iv) A good Master’s degree (for Doctoral Studies).

Note: The Scholarships at both Postgraduate and Undergraduate


levels are not tenable for studies in Medicine or medical
related fields.

3.2.1 Candidates applying for Research Programmes should be


university graduates and have a good level of Turkish,
English or French Language.
3.2.2 Evidence of proficiency should be submitted.
3.2.3 Candidates should submit a copy of their research
proposal.

Note: Research programmes in specific subject areas are of 2 to 8 month


duration and are meant for degree holders and for those who are
proficient in Turkish, English or French Language.

Candidates applying for the three different Schemes must


show evidence of having already secured a seat in a
Turkish Institution for the course/research program
applied for.

Age Limit

Candidates should not be more than 40 years of age as at closing date.

4. General conditions

4.1 The medium of instruction being Turkish, candidates who do not have an
adequate knowledge of Turkish will be required to enroll in a Diploma in
Turkish Language during the first Academic Year. A high level of
achievement of this language Diploma (called TOMER) is a pre-requisite
for enrolment for the subsequent university course.

4.2 The Scholarship covers, inter-alia, a monthly allowance of 195 New
Turkish Lira for Undergraduate scholars and 220 New Turkish Lira for
Postgraduate scholars or Turkish Language Summer Course and provides
for free medical treatment for short term illnesses.

4.3 Nominees will not pay registration or tuition fees while accommodation in
State dormitories will be provided.

4.4 The scholarship does not cover travel expenses nor the cost of
meals.

4.5 Candidates are requested to produce a medical certificate to state that


they are medically fit and free from contagious diseases such as
HIV/AIDS, hepatitis-C etc, along with their application forms.

4.6 Beneficiaries of scholarships must enter into a bond, thereby committing


themselves to return to Mauritius immediately after completion of their
studies and work for at least five years in the public or private sector.

4.7 Candidates having already benefited from a scholarship through the


Government of Mauritius will not qualify for the scholarship.

4.8 Candidates should ensure that certified copies of certificates, transcripts of


final university results/marksheets and all other relevant documents
relating to their qualifications are submitted to the Scholarships Section of
the Ministry at the time of application. Non-submission of these
documents on time may result in elimination from the selection
exercise.

4.9 Only the best-qualified candidates will be selected. Candidates who have
not been informed of their nomination within six weeks as from the
closing date for application should consider that they have not been
shortlisted.

4.10 The final decision to award the scholarships rests with the Turkish
Authorities.

5. Mode of Application

5.1 Applications must be made on the prescribed form available at the


Scholarships Section, Ministry of Education, Culture and Human
Resources, 1st Floor, IVTB House, Phoenix, or downloaded from the
Ministry’s website:

5.2 The completed forms along with all supporting documents should be
submitted to the Scholarships Section of the Ministry by
Friday 2 April 2010 at 14.00 hours at latest.

5.3 Responsible parties of applicants not in Mauritius may apply on behalf of


their wards.

5.4 Applicants already in employment, whether public or private, must fill in


the application forms in duplicate. One copy thereof along with the
relevant supporting documents should be submitted to the
Scholarships Section, and one copy to the applicant’s employer to enable
the latter to decide on the release of applicant for the course, and if so,
on what terms and conditions. Such information should be made
available at the time of application.
