ELEMENTS FOR A POSSIBLE AGREEMENT FOR THE RETURN

OF HONDURAS TO THE OAS

1. Situation of ex President Zelaya.

a. Full application of an amnesty decree. In the new cases, establishment of a

moratorium while the Truth Commission completes its work.
b. Compliance with his right to serve in the PARLACEN [Central American
Parliament] in his capacity as ex President of the Republic.
c. Provision of security by the Honduran State for his status as ex President.

2. Reaffirmation of the commitment of the State of Honduras to promote

human rights as set forth in the international legal instruments on the
subject.

3. Proposal of mechanisms to strengthen the fight against organized crime and

impunity.

4. Expansion of the Truth Commission by President Lobo to incorporate a

figure from the slate proposed by ex President Zelaya.

5. Convocation by President Lobo of a broad dialogue to address the following

themes, among others:

a. Justice and reform

b. Democratic freedom (law and constituent process)

6. Establishment of an OAS Commission to follow up on the situation in

Honduras.
