Appendix 6: Special Declaration on Honduras by the leaders who attended the Special
Summit of SICA held in San Salvador on July 20, 2010

SPECIAL DECLARATION ON HONDURAS

The Heads of States and Government of Guatemala, Belize, Costa Rica, Panama, and the
Dominican Republic, on the occasion of the meeting to Relaunch Regional Integration,
held in the city of San Salvador on July 20, 2010,

HEREBY DECLARE:

1. Their strong support and appreciation for the commitment and responsibility
assumed by Constitutional President Porfirio Lobo to guarantee respect for
institutional democracy, the rule of law, and respect for human rights in
Honduras.

2. That the authorities of Honduras have been participating and exercising in

practice the rights and obligations pertaining to the Republic of Honduras as a
member of the Central American Integration System; and this has been
demonstrated through their full participation in the SICA-European Union
Summit, the Panama Summit, the SICA-Korea Summit, and the SICA-Italy
Summit, as well as in other sectoral forums of the integration system

3. On this occasion, recognizing the progress made towards restoring

constitutional order in Honduras and the need for its authorities to exercise
fully the rights and obligations conferred on them by the Central American
Integration System, we hereby decide to formally and fully support the
normalization of participation by Honduras in SICA.

4. We request the states of the Organization of American States (OAS) to

expedite and resolve as soon as possible, within the framework of the OAS
High-Level Commission, the reinstatement of Honduras to the OAS, and at
the same time reiterate their call for the authorities of Honduras to guarantee
all citizens the full exercise of their fundamental rights.
