2 Technical Description
2.1 Overview
In scenarios where R99 and HSUPA users share the same carrier, the preferential guarantee of
service quality for R99 users is unfair to HSUPA users. With the growing demand for uplink
data transmission, the proportion of HSUPA services in uplink data services increases rapidly
and therefore HSUPA services are becoming increasingly important to telecom operators. The
original policy based on which R99 users take precedence over HSUPA users does not follow
this trend.
To solve the problem, Huawei introduces the algorithm for optimizing fairness between R99
and HSUPA users. The algorithm periodically compares satisfaction of uplink R99 users and
that of HSUPA users. If the satisfaction of uplink R99 users is higher than that of HSUPA users
and the conditions for rate reduction are met, rate reduction of high-rate uplink R99 service users
is triggered and rate increase of low-rate uplink R99 service users is limited. As the algorithm
is only applicable to uplink R99 Best Effort (BE) services, it is also called the fairness-based
BE service rate reduction algorithm. Using the algorithm, this feature helps improve fairness of
resource allocation between HSUPA and uplink R99 users and raise satisfaction of HSUPA
users.
NOTE
For the uplink R99 user mentioned in this algorithm, the uplink channel of the service must be DCH, the
downlink channel of the service can be DCH or HS-DSCH which is described as follows:
l If PERFENH_R99UPA_FAIRNESS_USR_SEL_SWITCH in the parameter PerfEnhanceSwitch
(BSC6900,BSC6910) of the SET UNBMPARA command is selected, the downlink channel of the
service only can be DCH.
l If PERFENH_R99UPA_FAIRNESS_USR_SEL_SWITCH in the parameter PerfEnhanceSwitch
(BSC6900,BSC6910) of the SET UNBMPARA command is cleared, the downlink channel of the
service can be DCH or HS-DSCH.
PERFENH_R99UPA_FAIRNESS_USR_SEL_SWITCH is cleared by default.
Figure 2-1 shows the procedure for reducing the rate of an uplink R99 BE service user based
on fairness.

As shown in Figure 2-1, the procedure for reducing the rate of an uplink R99 BE service user
based on fairness is as follows:
1. The NodeB calculates the HSUPA fairness value based on the average effective rate and
average Guaranteed Bit Rate (GBR) of unhappy HSUPA users with the highest scheduling
priority index (SPI) weight in a cell and periodically reports the value to the RNC.
2. When a fairness decision period begins, the RNC selects an appropriate uplink R99 BE
service user and makes decision about fairness based on the HSUPA fairness value and the
CBR/GBR (Current Bit Rate / Guaranteed Bit Rate) ratio of the uplink R99 BE service
user.
3. The RNC determines whether to reduce the rate of the selected uplink R99 BE service user
based on the fairness decision result.
After receiving the message from the RNC, the NodeB selects all unhappy HSUPA users with
the highest SPI weight in each scheduling period. Then the NodeB calculates the HSUPA fairness
value based on the ratio of their average effective rate to their average GBR. The latest HSUPA
fairness value is periodically reported by the NodeB to the RNC in the private HSUPA fairness
value information element of a COMMON MEASUREMENT REPORT message. The period
of reporting a COMMON MEASUREMENT REPORT message can be set by the parameters
ChoiceRprtUnitForUlBasicMeas(BSC6900,BSC6910), TenMsecForUlBasicMeas
(BSC6900,BSC6910) or MinForUlBasicMeas(BSC6900,BSC6910).
Note that the SPI corresponding to the fairness measurement result is also reported.
After the selection, the RNC makes decision about fairness based on the ratio of the two values:
The CBR-to-GBR ratio of the uplink R99 BE service and the HSUPA fairness value.
l If the result is greater than FairnessThd(BSC6900,BSC6910), the RNC sets the fairness
state to unfair. When the HSUPA user takes precedence over the R99 BE user, the RNC
triggers reduction of R99 BE services based on fairness using the Dynamic Channel
Configuration Control (DCCC) function. In addition, the RNC does not increase the rate
of any R99 BE service with its user priority lower than or equal to the HSUPA user using
the DCCC function.
l Otherwise, the RNC sets the fairness state to fair, without triggering rate reduction of BE
services based on fairness. Decreasing the rate of the uplink R99 BE service using the
DCCC function is similar to that of DCH RAB as described in the section "DCCC Based
on Basic Congestion" of the DCCC Feature Parameter Description.
NOTE
The RNC obtains the HSUPA user priority by the SPI reported by the NodeB. There are three user priorities:
gold, silver, and bronze.
The RNC does not make decision about fairness or take actions when the cell is in the Load
Reshuffling (LDR) or Overload Control (OLC) state.
l Uplink Load
Uplink load involves power, Iub, and CE resources. When the uplink load is heavy, HSUPA
users may be less satisfied than R99 users. When this occurs and the criteria for determining
unfairness are met, this feature is triggered.
When the uplink load is heavy, the RNC checks the uplink LDR state and overload control
(OLC) state of all resources before making a decision about fairness. If any resource is in
the LDR state and the LDR switch is turned on, or if any resource is in the OLC state and
the OLC switch is turned on, the RNC does not make a decision about fairness and this
feature is not triggered. Otherwise, the RNC makes a decision about fairness.

4 Network Impact
System Capacity
In scenarios where R99 and HSUPA users share the same carrier, this feature increases the
throughput of HSUPA BE users and therefore improves the experience of HSUPA users if
unfairness occurs between R99 BE and HSUPA BE services. In typical configurations, this
feature brings a throughput gain of over 5% when the uplink load of the cell exceeds the value
of the MaxTargetUlLoadFactor(BSC6900,BSC6910) parameter and there are HSUPA services
in the cell.
Although this feature raises the throughput and satisfaction of HSUPA users, it reduces the
average rate of R99 BE users and therefore affects user experience. In addition, this feature
slightly reduces the overall uplink throughput of a cell because the uplink power efficiency of
R99 users is slightly higher than that of HSUPA users in low-rate scenarios (for example, the
user rates are below 100kbit/s). Therefore, operators should enable this feature only when
necessary.
Network Performance
This feature may reduce CE resource consumption because the HSUPA service with higher CE
resource utilization consumes less CE resources than the R99 service at the same rate. When
this feature works, the CE resource consumption will decrease.
In addition, this feature makes it less likely that a cell is in the load reshuffling (LDR) state and
an LDR action is performed. This is because this feature triggers rate reduction for R99 BE users
before the cell enters the LDR state.
5 Engineering Guidelines
Because this feature reduces the rates of R99 users and may reduce the overall uplink throughput
of a cell, confirm the following before enabling this feature:

feature provides gains.

5.3 Deployment
This section describes how to activate, verify, and deactivate the optional feature WRFD-020131
Optimization of R99 and HSUPA Users Fairness.
5.3.1 Requirements
l Dependencies on Hardware
– To support this feature, the 3900 series base stations must be configured with WBBPb,
WBBPd, WBBPf, or UBBPd boards. WBBPa boards in the 3900 series base stations
do not support this feature.
l Dependencies on Other Features
Required features have been configured before this feature is activated. For details about
required features, see 3 Related Features.
l License
For details about how to activate the license, see License Management Feature Parameter
Description.
If RAN Sharing or MOCN is enabled, the licensed value is allocated among the primary
and secondary operators according to the value of the "License Allocation for Multiple
Operators parameter".
Method 2: it is recommended that the license allocation proportion of a feature be consistent
with that of the capacity license item "PS throughput only-kbps". The licensed values can
be set by running the SET LICENSE command. If the FeatureResAssignMode parameter
in this command is set to AutoAssign, the licensed values are automatically allocated
among the primary and secondary operators. If the FeatureResAssignMode parameter in
this command is set to ManualAssign, you also need to specify the related license
parameters to implement manual license allocation.
5.3.2 Activation
Step 1 To enable the algorithm switch for cell-level rate reduction for BE services based on R99 and
HSUPA user fairness, run the RNC MML command MOD UCELLALGOSWITCH (CME
single configuration: UMTS Cell Configuration Express > Cell Parameters > Cell Algorithm
Switches; CME batch modification center: Modifying UMTS Cell Parameters in Batches) with
BE rate reduction switch based on fairness set to ON(Algorithm is ON).
Step 2 To set the common measurement period based on R99 and HSUPA user fairness, run the RNC
MML command SET ULDCPERIOD (CME single configuration: UMTS Radio Global
Configuration Express > Load Control Parameter Configuration > RNC Oriented LDC
Algorithm Cycle Length; CME batch modification center: Modifying RNC Parameters in
Batches) with Fairness period timer length set to an appropriate value according to the network
plan.
Step 3 To set the common measurement period based on R99 and HSUPA user fairness in a satellite
communications environment, run the RNC MML command SET USATLDCPERIOD (CME
single configuration: UMTS Radio Global Configuration Express > Load Control Parameter
Configuration > RNC Oriented LDC Algorithm Cycle Length Under Satellite Circuit Emulation;
CME batch modification center: Modifying RNC Parameters in Batches) with Fairness period
timer length set to an appropriate value according to the network plan.
Step 4 To set the fairness threshold for R99 and HSUPA users, run the RNC MML command MOD
UCELLLDM (CME single configuration: UMTS Cell Configuration Express > Cell Parameters
> Cell Oriented LDM Algorithm Parameters; CME batch modification center: Modifying UMTS
Cell Parameters in Batches) with Fairness threshold set to an appropriate default value
according to the network plan.
Step 5 To enable the DCCC algorithm switch for applying the dynamic channel reconfiguration control
algorithm to the RNC, run the RNC MML command SET UCORRMALGOSWITCH (CME
single configuration: UMTS Radio Global Configuration Express > Connection_Oriented RRM
Switch Configuration > Connection Oriented Algorithm Switches; CME batch modification
center: Modifying RNC Parameters in Batches) to select the DRA_DCCC_SWITCH from the
drop-down list Dynamic Resource Allocation Switch.
Step 6 (Optional) To reduce the rate of an R99 gold user, run the RNC MML command MOD
UCELLLDR (CME single configuration: UMTS Cell Configuration Express > Cell
Parameters > Cell LDR Algorithm Parameters; CME batch modification center: Modifying
UMTS Cell Parameters in Batches) with Gold user load control switch set to ON(ON).

Step 3 The RNC side sends a COMMON MEASUREMENT INITIATION REQUEST message to
the NodeB side. The NodeB side submits fairness common measurement reports to the RNC
side, as shown in Figure 5-2.

5.3.5 Deactivation
To disable the algorithm switch for cell-level rate reduction for BE services based on R99 and
HSUPA user fairness, run the RNC MML command MOD UCELLALGOSWITCH (CME
single configuration: UMTS Cell Configuration Express > Cell Parameters > Cell Algorithm
Switches; CME batch modification center: Modifying UMTS Cell Parameters in Batches) with
BE rate reduction switch based on fairness set to OFF(Algorithm is OFF).
If HSUPA users have data to transmit, this feature increases the average rate of HSUPA users
and reduces the average rate of R99 BE users, improving the fairness.

PERFENH_HSPA_CODE_ALLOC_OPT_SWITCH:
Whether channel codes for HSPA services are pre-
allocated during cell setup. When this switch is turned
on, channel codes are allocated for the HS-SCCH, E-
AGCH, E-RGCH, and E-HICH immediately after the
cell is set up.When this switch is turned off, channel
codes are allocated only when HSPA services are
established.

PERFENH_R99UPA_FAIRNESS_USR_SEL_SWIT
CH: Whether the R99 and HSUPA fairness algorithm
reduces the BE service rate of only the users whose both
uplink and downlink services are carried on R99
channels. When this switch is turned off, the algorithm
reduces the BE service rate of users whose uplink
services are carried on R99 channels and downlink
services are carried on R99 or HSDPA channels. When
this switch is turned on, the algorithm reduces the BE
service rate of only the users whose uplink and downlink
services are carried on R99 channels.

H: Whether the last vacant SF16 code is used as the HS-
PDSCH code when HSDPA has been activated. When
this switch is turned on and HSDPA has been activated,
no matter whether the last SF16 code is vacant, the RNC
repeatedly attempts to allocate this code to the HS-
PDSCH This improves the SF spreading code usage. If
the HS-PDSCH setup fails, the RNC allocates the last
vacant SF16 code to the HS-PDSCH. When this switch
is turned off and HSDPA has been activated, the RNC
allocates the last vacant SF16 code first to the HS-
PDSCH. This improves the HSDPA activation
efficiency.
