AGRONEGÓCIO E LOGÍSTICA: DICOTOMIA

RESUMO: A produção agrícola brasileira vem apresentando crescimentos acentuados

e o agronegócio nacional é um dos setores mais pujantes da economia.
Contraditoriamente, as exportações estão perdendo participação no mercado
internacional. Discutir os fatores envolvidos nesta dicotomia é o objetivo deste artigo. A
logística impacta sobremaneira os custos e a competitividade dos produtos agrícolas.
Apesar das deficiências, os investimentos em logística têm sido decrescentes e a matriz
utilizada não é a recomendada para o espaçamento geográfico brasileiro. Entre as
propostas para evitar tal cenário, tem-se a utilização da multimodalidade e dos
Corredores de Transportes e a institucionalização de um órgão de planejamento
estratégico para o setor.

AGRIBUSINESS AND LOGISTIC: DICHOTOMY

ABSTRACT: Brazilian agricultural production has presented outstanding growth and
the national agribusiness is one of most fruitful sectors of the economy. In contrast,
exports are losing their share in the international market. Discussing the factors
involved in this dichotomy is the objective of this article. The logistic has an
overwhelming impact over the costs and the competitiveness of the agricultural
products. Despite the deficiencies, the investments in logistic has decreased and the
matrix used is not the one recommended to the Brazilian geographic space. Among the
proposals towards avoiding such a scenario, there is the use of multimodality of
Transportation Corridors as well as the institutionalization of an strategic planning
agency to the sector.

1 – Introdução
Há vários anos, repetem-se no País as comemorações das safras recordes. Nas
últimas três décadas tivemos dez, impulsionadas principalmente por aumentos na
produtividade. O volume produzido no campo impulsiona o agronegócio e a economia
nacional. Todavia, enquanto nossa produção cresce, a nossa participação no comércio
internacional cai e, internamente, aumenta o contingente de brasileiros enquadrados sob
a condição de “risco alimentar” – um neologismo que substitui os antigos sinônimos
para “pobreza absoluta”.
A produção agropecuária decorre de uma complexa rede de agentes e atividades
que se interligam à montante e a jusante da fazenda e seus resultados (competitividade,
geração e distribuição de renda, emprego, crescimento e desenvolvimento econômico,
etc.) estão relacionados à articulação e à eficiência dos agentes econômicos envolvidos
e dos ambientes institucionais e organizacionais disponibilizados. E o que materializa a
ligação entre estes agentes e ambientes é a logística. Ela é o elo que transporta e
disponibiliza os insumos, os equipamentos, a tecnologia, os recursos humanos, a
produção e concretiza a comercialização dos bens produzidos. Ela materializa os valores
de tempo, espaço e qualidade ao bem produzido.
Existe um paradoxo entre as curvas de crescimento da produção agrícola brasileira e a
de logística para o seu escoamento. Enquanto a primeira cresce, a segunda decresce. Não
obstante as ações, os planos e os investimentos realizados, existem déficit na área de
armazenamento, elevada deficiência na infra-estrutura de transporte e serviços, o que resulta
em elevado custo de logística. Tal custo afeta a competitividade e o barateamento da produção
