2. INTRODUCTION
Chainpur Muncipality is one of the newly declared Municipality located in
Sankhuwasabha District of Eastern Development Region. It is about 139 Km North to
Dharan. It has been created merging 5 VDC’s namely Chainpur, Siddhkali,
Siddhapokhari, Baneshwar and Kharang. It is surrounded by Hewa Khola at North, Piluwa
Khola at South, Taplejung District at east and Bhojpur District at West. The municipality
stands at the elevation of approximately about 1200 m above sea level.
Religious and cultural festivities form a major part of the lives of people residing in
Chainpur Municipality. There are people of various religious beliefs, Hinduisim,
Buddhism, and Christianity as well, giving Chainpur a cosmopolitan culture. Nepali is the
most commonly spoken language in the municipality. Chainpur is an ancient market place
of the eastern region of Nepal. Chainpur has been famous for hundreds of years for
“Karuwa”, a special kind of water mug with pipe tap sculptured with artistic carving on
exterior of it. It used to be district headquarters of Sankhuwasabha before it was shifted
to Khandbari. Proposed Municipality Office loacated on Chainpur as a market place is
dominated by Newar where as other area has domination of Tamang and Magar Village.
So the Languages such as Tamang and Gurung are major spoken within the peripheral
area. The population of the area is 24735 as per Population Census 2011, spread over
171.8 sq. km. and population density is 144 persons per sq. km. The newly established
municipalities like Chainpur are lagging of urban infrastructure. It has no office building
which can cater the basic functions of municipality. So GON in its very first step has
allocated financial support to build own office building. Constructing the office building is
the first step of infrastructure planning of these municipalities.
Engineering Consultancy for Constructive Development Efforts in Nepal P. Ltd.
(ECoCoDE Nepal P. Ltd.) has undergo agreement with municipality to prepare design and
estimates of office building. With clauses of agreement this report has prepared after site
visit by consultant as a inception report.

3. BRIEF DESCRIPTION OF TOR


As per tor the it has the objectives of :
 To prepare conceptual design accommodating all the requirement of municipality
 To prepare detailed design and working drawings of the approved conceptual
design.
 Preparation of Master Plan and detail estimate of works.
To obtain these objectives the work has detailized as following scope:
 Preparation of topographic maps using theodolite station survey.
 Preparation of master plan: Master Plan has to be prepared responding
topography, vegetation, soil and water etc. An overall site plan has to be prepared
using the same topographic map.
 Preparation of detail architectural design of the proposed building along with its
supporting facilities.
 Preparation of detailed structural design, working drawing after finalization and
approval of conceptual design in close coordination with the client and also
prepare design of sanitary and electrical works.
 Preparation of digital 3-D model
 Preparation of detail estimate

Within this specified job description the consultant has undergone through conceptual
designs, discussions with client. For each specified works, the discussion with cline
would be done. Now the conceptual design was prepared and discussed with client. The
plans modified after discussion is included in this report. The further design and estimate
process would be thoroughly discussed and finalized.

The output of the works would be prepared in three volumes including report, design
drawings and estimates. The any shortcomings, missing, omissions etc. on the provided
report are liable of consultant and its clarification will be made as soon as possible.

3. DESCRIPTION OF SITE

The site is located at Chainpur area of Chainpur Muncipality. The land area is about 2878
sq.m. (5-10-2). The site can be accessed through gravel road from Zero Km (Chainpur) main road
(Koshi Highway) about 160 KM to Itahari Chowk.
Site is adjoined with Chainpur –Khandbari road and is about 300m form Chainpur Bazzar Center.
The site boundaries are, at present:

 North: Agriculture field (Water tank )


 West: Agriculture field/ Trees
 South: 6 m Gravel Road
 East : Agriculture field

Topography:

The site is located on east-west slope. It has downwards from approach road. The contour
map shows the level differences from RL.1221 m to RL 1242 m showing 21 meter
differences. So the topography shows the building sizes should minimized compatible to
terraces of land and vulnerability of land slide.
Water and Vegetation:
The site is mix of vegetation, bushes and agriculture land. The upper side is agriculture
area and lower side has bushes and small trees. The site has no water drainage problem.
The rain water discharge / drainage from road level and above road should be managed
properly.
Site Services:
Accessibility by road is the major advantage of the site. The site has well access to water
supply. Same as electricity and telephone lines are nearly available. During construction of
building it has to be prepared approach road about 50-100 meters.

4. ARCHITECTURE OF THE LOCALITY

Local architecture of hill area in Nepal is common in basic typology. But the specific
character has existence in every part of hill area. At Chainpur we can distinctly visualize
two characters in building construction. Firstly, the Bazzar area developed by “Newars”
with the influence of Kathmandu Valley architecture can be seen. The next is the village
area with some characters influenced by market buildings and its indigenous character of
Hill Architecture.
The market settlements are on the terraced/ contour fashion, two or three storey blocks
allied both sides of narrow stone paved walkway. The width of walkway has been tried to
keep as wide as possible. Until 10 years before transport was only by mule or porter. The
mules need wider track and the steps walking in the hill. So, the settlement character was
shaped with need of this time. Houses with shops and restaurants on ground floor and
family places with kitchen, living and bed on first floor are major buildings’ characters. It
has managed guest rooms also on first and second floor. So the mix used can be seen in
earlier times. Recently the systematized guest houses are being built. Same as restaurants
with more facilities / varieties are growing.
The rare side of houses on business centers has animal farming, kitchen garden and some
fruit trees. The slope areas on backyards are retained by stone walls. Slope instability is
tried to protect by walls, vegetation and timbers.
The architecture and craftsmanship can be seen on timber works. Doors, windows,
cornices, struts, eaves, columns, beams etc. used on building shows the craftsmanship. The
roofing system is slope and covered with slate, recently replacing with CGI sheets.
The hill architecture is characterized by houses on outskirts. The houses mostly 2 stories
are built on the terraced lands adjoining farm houses / buffalo sheds. The narrow allies and
meandering foot streets connects the buildings each other. Houses are built by stones, mud
plastered, colored and slope roofed. Use of CGI sheets is dominating the old slate and
thatched roof houses. Carvings and decorations on walls and timber works is lesser than
market houses. Small sized door and windows, low height ceilings and 2 roomed ground
floor and hall type first floors are the basic functional spaces. The Balconies are accessible
from outside mostly using as walkway to first floor and also day time sun drying grains. It
is also for covering fore space of main entry and also beautifying the looks of the houses.
Since last 10 years with access of pitched road, the area is well connected with rest of the
country via Dhankuta-Daharan. It has now well access to modern construction materials
like cement, steel rods, and bricks from Terai. The newly constructed buildings, or those
which are under construction has been using RCC technology with bricks, tiles etc.

5. OVERVIEW OF PLANNING AND DESIGN

The planning of municipality building has been proposed on the context of site. As the site
is narrower and steeper to down side the main office block is located on the near to main
road. It is located about 5 meters down to road level. The building has been facing to road
side (east). Due to the high cutting needed for block it is separated some spaces like
meeting hall, planned separately. Meeting hall is located further down and back side of
main block. The access to the main block is both by road and footsteps from road side.
The municipality has suggested creating approach road from north east part of plot.
Opening the vehicle road from this part has to use the land of another government office.
So it is necessary to obtain permission from this side. It will be lesser slope (gradient) of
road and will be easy if permission is obtained from the owner of land of this part. It
would be better if land area needed for constructing the guard house is obtained. But it has
little chance.
The major blocks are Office Block, Meeting Hall and Toilet block. Further downside is
proposed for garden spaces and also for future expansion.
In the main block the Ground Floor level fronting to east is located tax area, information
section, Panjika Section and Planning Section. Here the entry plaza is created in front of
house. People may wait their turn with sun bathing on plaza.
In the first floor major administration area is located. It has executive officer’s room,
admin and account section. I is needed to be easy for day to day official work if separated
by crowd .
On the top floor it is purely for elected bodies. It has space for Mayor, Deputy Mayor, and
members of the municipality.
Block designed on terraced land, one storey is semi-basement type. It has space for store,
library and other additional facilities. By this floor it is linked with meeting hall and back
space of the office building.
The back space is located Meeting Hall having capacity 150 persons. The hall has to plan
on next terrace due to nature of land. The secondary connections through pathways from
south and north side of main block are planned.
Even there is no enough space to plan large hall. So it has planned for capacity 120-150
nos of audiences. Hall is proposed of stone masonry wall, metal trussed roofed and CGI
roofing.
Separate toilet block is designed at front of multipurpose hall for the use by multipurpose
hall users. 4 toilets for both ladies and gents users are designed with separate toilet for
disabled person.

6. CONSTRUCTION MATERIALS

a. Stone:
Stone is the major construction material within the site area. It is easily available; the use
of this has local knowledge. The local people will be benefitted financially if more and
more stone can use in the building. So consultant has proposed stone masonry work for 1
storey blocks like Seminar Hall, Toilets, Retaining Walls, Pathways, Compound Walls etc.
b. Bricks:
Bricks has to brought from Sunsari / Morang. It will be costly due to transportation. For
main Block being 4 storey using stone would be uneconomical in size of frame structure
block. So brick wall has been proposed. Main walls, partition walls etc. will be built by
bricks.
c. Metal and truss:
This is used in Seminar Hall roofing. Other metal works would be used on Gate, Top of
Compound Walls, Channel Doors etc.
d. Glass
Windows are proposed by 1.5mm thick aluminum frames with 5mm thick glass. It will
reduce the weight of building and is fast to work.
e. Timber
Sal timber work is proposed to use for Doors and some special windows. Being public
building the doors should be stronger. Sal timber being scarce and costly it has made
limited use on block.
f. CGI Sheet:
Corrugated Galvanized Colored Iron Sheets roofing are proposed for Seminar Hall. It can
also used for roof of the guard house if client permits to use.
g. Slate:
Consultant has proposed to use slate cladding on the slope roof part of main block. Base
on availability and cost of the slate whether can use or not client have to decide on it.
h. others
Steels for RCC works, paints, and materials for sanitary and electrical works are the other
construction materials. The consultant is trying to use materials with best quality.
Suggestion from client is highly appreciable.

7. CONCLUSION
Consultant has given the high priority to finish its task on time. But due to earthquake of
2072-01-12 all the life schedule has been affected. Our staffs also leaved office many days
and even today (till now) some of them are on fear and some are out of valley at their
home. So we excuses for being late but we are trying to do our best.
We believe the client would go thoroughly this report and give suggestions on time.
