1 Summary

I am pleased to submit this proposal to PDMA-Sindh for its Account Management System. The
solution being proposed is based on the requirements that have been extracted after a meeting with
the PDMA-Accounts team.
I hope that you find the information contained in this document useful and that this document will

3 Proposed Solution
3.1 Solution Overview

The solution proposed comprises of the following components:

 AMS login/logout page


 Bank Account details page
 Add/Update Voucher screens
 Add /update Receipt screens
 Vendor Information
 Inventory Information
 PDMA Sanction strength information
 Staff salary information with pay slip
 General Ledger Report
 Cash Book
 Expenditure Report
 Budget Report
 User Creation module with access rights
 Pay slip module

3.1.1 AMS Login/Logout page

The AMS login page is main page of the system, on which user enter user id and password (for
security purpose password in encrypted) and system check user’s credentials and open page as per
user’s access rights.

3.1.2 Bank Account Details Page

There is separate page is provided for admin user to add/update bank accounts. All vouchers,
receipts, cashbook, budget, salaries etc. are depends on that account.

3.1.3 Add Update Voucher screens

Two separate pages is provided for add new voucher and update existing voucher respectively, on
add new voucher user select respective account, budget year, payee and input details of vouchers.

3.1.4 Vendor Information

A Separate module is available for add vendor information, in that module user input vendor
information like address, contact details and past experience of that vendor too, and user can also
update existing information of vendor. A vendor information report is also available by easy search
criteria, user can able to search vendor by name, contact details etc. by that report upper
management can easily get vendor details and his past experience too

3.1.5 Inventory Information

Very useful inventory module is also part of Account system, In that module user take records of
different inventory items, that module has below sub categories:
i. Vehicle management (for take records of vehicle and PSO cards)
ii. Office Equipment (take records of Office stationary, air conditioner, furniture etc.)
iii. IT Equipment (take records of Servers, computer laptop, printers, printer refills)
iv. Warehouse stock (take records of relief goods like tents, ration bags, mosquitos etc.)

A separate report is also include in that module for management to check status of inventory

3.1.6 PDMA Sanction Strength Information

That section contains PDMA Sanction strength details like staff designation, address, contact details
etc. also shows ex staff details and vacant positions too

3.1.7 General Ledger Report

In Reports section ledger report is main reports which show details of each account consumption
with details description per date.

3.1.8 Cash Book

That reports contains details of debit and credit of each account with respect to voucher and receipt,
Reports can be viewable on excel and pdf format.

3.1.9 Budget Report

That reports shows head wise allocated budget details with month wise consumption.

3.1.10 User Creation Module with Access Rights

User Creation module with access rights module is also part of that system, on which admin can
create user and assign different rights on it.

3.1.11 Pay Slip Module


Pay slip module is used for generate pay slips of employees. (format required from PDMA).

3.30 Project Vision


The project vision is to develop an account management system for PDMA, using which PDMA store
all financial data and keep update about budget and inventory/Stock.

3.5 Hardware Requirements

The system require below hardware for AMS:


a. Multi core system with minimum 2 GB RAM
b. 250 GB Hard Disk space

3.6 Software Requirements

Software mentioned in the ‘Proposed Technology’ will be needed for both testing & production
environment.

3.9 Out of Scope


 Any information/requirement which is not mentioned above will be considered out of scope.

3.10 Assumptions
 The hardware resources for deployment will be available before-hand.
 PDMA will provide one dedicated resource for skill transfer.
 Development environment will be available before the envisioning activities are completed.
 PDMA will provide one dedicated focal person for the duration of the project.
 PDMA will provide IT team for the consultant to resolve any network/permissions related
issues or for coordinating with other teams within PDMA for requirement
gathering/meetings/scheduling the UATs.
 Business users have to be available for UAT during the days designated for UAT
 The provision of firewall and anti-virus depends on PDMA policy
 Once the system is in production, PDMA IT team will be responsible to create and maintain
timely backups. (Backup document will be provided to PDMA before project live)

3.11 Constraints

development of the project, the pace or the whole
flow of the work may get disturb.
Culture Impact If the people of the organization do not feel
comfortable with the way the software works and
doesn’t show flexibility the project development
may get stuck.

in the process of requirement finding or
otherwise.
