Introduction

Sixty-nine years after Independence, poverty remains one of India’s largest and most pressing
problems. In response, both the central and state governments in India operate a vast array of cash
and in-kind transfers to protect its poor. But these social protection schemes often suffer from
substantial leakages and poor targeting, distort market functioning by subsidising prices and thereby
impose significant fiscal stress without commensurate social benefits. India is seeking to port these
subsidies into direct-to-beneficiary transfers, often called Direct Benefit Transfers or DBT.
Implementing DBT should be a means to an end, not only to reduce leakages in the Indian subsidy
system, but also to ensure that the targeted poor and vulnerable in society get timely transfers at low
cost in time and money.

In the Indian context DBT readiness is the ability of states/UTs to pursue government to citizen (G2C)
solutions through the use of Information and Communication Technology (ICT) viz. electronic
transfer of cash or in-kind benefits from government to citizen. The DBT-Readiness of all Indian
states and Union Territories (UTs) will be assessed both annually and quarterly by National Council
of Applied Economic Research (NCAER) over the next three years starting from 2016 to 2018. The
three annual assessments will be based on the annual surveys, the present one being the first of them.
The quarterly assessment will be based off a combination of primary and secondary data available or
made available by state/UT governments. States/UTs will be ranked relatively using the annual
surveys. The quarterly rankings will be based on an absolute index for the state/UT, which will help
track state/UTs progress against itself over time. In addition to the overall DBT assessment of states
and UTs, this survey undertakes an assessment of economic benefits of key Central Schemes and their
distribution across states. This study estimates economic benefits as the additional uncommitted
income in the hands of government realised after the adoption of DBT platform by avoiding ghost
beneficiaries and duplication errors through the use of Aadhaar unique identification number and
adoption of biometric verification.

The DBT Mission is our Knowledge Partner. The Bill and Melinda Gates Foundation is the sponsor of
this study. There are two committees that are monitoring this research work. The Steering Committee
monitors the work on a monthly basis. The Advisory Panel provides overall guidance. Shekhar Shah,
Director General NCAER is the chair of the Advisory Panel. Other members of the Advisory Panel

Aadhar Act 2016: The Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits And Services)
Act, 2016 is an Act to provide for, as a good governance, efficient, transparent, and targeted delivery of
subsidies, benefits and services, the expenditure for which is incurred from the Consolidated Fund of India, to
individuals residing in India through assigning of unique identity numbers to such individuals and for matters
connected therewith or incidental thereto.

Core Banking: Core Banking Solution (CBS) is networking of bank branches, which allows customers to
manage their accounts, and use various banking facilities from any part of the world.

e-Service: An e-service must fulfil the following two criteria:


a. Backend: The backend is completely computerised.
b. Frontend
i. Transparent i.e. the process must be visible to the citizens. It is not people dependent and one gets the
same service wherever they go.
ii. Multiple Channels for accessing the service (over the service counters of the department, designated
third party service provider counter as in passport, over CSCs and others).

Cashless PDS An eService completed using Aadhar enabled payment systems (Aeps) to directly credit the FPS
agent and debit the beneficiary bank account for the subsidised commodities

Aadhar Payment Bridge System is used for transfer of cash benefits direct to beneficiaries bank accounts from
such schemes as pension schemes/ scholarship schemes etc.

BAPU biometrically aythenticated physical uptake (for transfer of subsidised items to intended beneficiaries)

Registrar: "Registrar" is any entity authorised or recognised by the Authority for the purpose of enrolling the
individuals for UID numbers. Registrars are typically departments or agencies of the State Government/Union
territory, public sector undertakings and other agencies and organizations who interact with residents, in the
normal course of implementation of some of their programs, activities or operations. Examples of such
Registrars are Rural Development Department (for NREGS) or Civil Supplies and Consumer Affairs
Department (for TPDS), insurance companies such as Life Insurance Corporation and Banks.
