“Revises provisions relating to educational personnel. (BDR 34-342)”


This Bill ensures that all teachers follow the State’s requirements to obtain licensure. It
also removes the requirement to know and remember all Federal and State laws
regarding education.

Financial Support of the School System

This chapter was created to ensure the equal power between the different
administrative processes that went into education.

STATE MONEY

This section talks about the state money. There is a permanent School Fund by the
state, which has financial reports conducted quarterly. There is a State Treasurer who
takes on liability on bond. There are other people who help with the state money,
ensuring that the state money used for schools is separate and safe.

FEDERAL MONEY

The Federal Money ensures the proper distribution of money through the administering
of it throughout elementary and secondary education

APPORTIONMENTS AND ALLOWANCES FROM STATE DISTRIBUTIVE SCHOOL


ACCOUNT

There is a Nevada Plan to ensure that the state can meet the needs of pupils. This
section also ensures dress code regulation, and discusses the regulations needed for
charter schools. This section outlines the support for SPED programs, and any other
programs that may need funding, while also ensuring that there are quarterly reports to
correctly calculate the need of support.

SOURCES AND USE OF MONEY BY COUNTY SCHOOL DISTRICTS


This section discusses how the districts use the money and where it comes from. It
holds accountability towards the treasurer to ensure that all money is disbursed
correctly to the schools.

BUDGETS; FINANCIAL ACCOUNTABILITY; SHORT-TERM FINANCING;


EXPENDITURES

This sections covers the preparation, reporting, and obligations of all budgets and
budget proposals. This insures that the district follows a strict budget to keep
accountability where it is placed.

FINANCING OF CONSTRUCTION OF SCHOOLS AND OTHER PROJECTS

This section discusses the board of trustees for the district may establish a fund and
accumulate said funds for the expansion or creation of a school

TAX ON RESIDENTIAL CONSTRUCTION

Residential constructions may be taxed for funding. The commissioners may get this tax
approved, and later repealed by the end of the year. Taxing depends on the occupancy
of the area.
MISCELLANEOUS PROVISIONS

This section discusses the use of school buses for ads, special revenues, and the
authorization of the usage of funds.

My name is Adry Braybrooke. I live in the zip code of 89129. which puts me in SD 18
AD 4. My State Assembly member is Richard McArthur and my State Senator is Scott
Hammond.

Hello Senator Hammond,

I am a student at the College of Southern Nevada. I currently work as an Instructor at


American Preparatory Academy. This Public Charter School is so amazing. I have
learned so much from working here. There is one thing in particular that we do at this
school that made it stand out to me--we coach our teachers. This is not a bi-yearly
evaluation, this is a frequent coaching session to hold our teachers accountable and to
ensure that they are learning to teach appropriately.

Now, here is where the issue is. I have seen teachers be observed while I was in High
School. I attended Centennial, and although I enjoyed it, I was not the best student. I
have had teachers say cruel things to students. "Are you dumb?" "Do you want to get
into college?" etc. I have also had teachers swear at us in class. I think this is
completely inappropriate, and although I studied very hard, I grew to not respect a lot of
my teachers because of their demeanor.
As an educator, one should show they care about their students--and if more than half
of your class is failing, are the students "dumb", or are you not teaching properly?

I believe that that is an issue. Teachers are frustrated when students aren't learning,
and they think they are dumb. In reality, if majority of your class is failing, is it the
students' fault at that point? No. It is the accountability of administration to ensure that
the teachers know how to teach.

I believe that teachers should be coached to ensure that students learn properly, and
hopefully, now, you believe so too.
